    [01] President Papadopoulos departs for Brussels to represent Cyprus in the European Union Summit

    The President of the Republic Mr Tassos Papadopoulos departed this morning for Brussels, where he will represent Cyprus at the European Union Summit on the Constitutional Treaty of Europe, which will take place between 12 and 13 December. The President is accompanied by the Minister of Finance Mr Marcos Kyprianou and Cyprus/ Representative to the Intergovernmental Conference Ambassador Michael Attalides In a statement to the press prior to his departure, President Papadopoulos referred to the European Summit meetings and said that although discussions are scheduled for Friday and Saturday they may run into Sunday, due to the many differences among EU states on the proposed constitution for Europe. Commenting on the issue of representation, the President said that Cyprus favours the position of having one Commissioner and six Euro MP/s, adding that there are also four other issues which Cyprus will support at the Summit. President Papadopoulos further said that the Cyprus delegation had three invitations for different alliances with regard to the Intergovernmental Conference, but called for caution against any possible wrong moves on such matters that might create problems with some countries. "We are aware of our size and importance and will follow the line we believe will serve best the interests of the Republic of Cyprus", he said. Invited to comment on remarks made by a UN Press Spokesman that the UN Secretary General Mr Kofi Annan was ready to respond to the wishes of the two sides to resume negotiations, the President said he believed that the UN Secretary General was ready to do so, under the terms he himself had set out last April, provided he was satisfied that all sides, including Turkey and Greece were willing to accept his Plan and a date was set to put the Plan to a referendum. Asked if the Greek Cypriot side was ready to define a date for a referendum, Mr Papadopoulos said that the Annan plan was not complete to be put to a referendum and explained there were many gaps that had to be filled, such as the issue of security. Finally, commenting on the "parliamentary elections" in the Turkish occupied area of Cyprus, the President said that it would be very difficult to make any predictions about the outcome of the elections.

    The Statistical Service announces that the evolution of the HICP of November 2003 is as follows:

    The HICP during November 2003 recorded an increase of 3,8% compared to the corresponding index of November 2002, while a year earlier, November 2002, the annual rate of change was 3,0%. For the period January-November 2003. the HICP recorded an increase of 4,1% compared to the corresponding period of 2002. The 12-month average rate of change December 2002-November 2003 compared to the index of December 2001-November 2002 was 4,0%. The fluctuations of the Index for the month of November during the last three years, as well as the annual percentage change are illustrated in the following table:
