    <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Speaking to reporters at the US Embassy to </SPAN><st1:City><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Brussels</SPAN></st1:place></st1:City><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US"> yesterday, the US Envoy noted that his country did not see how it would be possible for </SPAN><st1:country-region><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Turkey</SPAN></st1:place></st1:country- region><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN- US"> to begin accession negotiations with the EU unless there was a solution to the </SPAN><st1:country-region><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Cyprus</SPAN></st1:place></st1:country- region><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN- US"> problem.<SPAN style="mso-spacerun: yes"> </SPAN>He added that there was still time to reach a settlement on the basis of the Annan plan before </SPAN><st1:country-region><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Cyprus</SPAN></st1:place></st1:country- region><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN- US">' accession to the </SPAN><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Union</SPAN></st1:place><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US"> on </SPAN><st1:date Year="2004" Day="1" Month="5"> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">1 May 2004</SPAN></st1:date><SPAN style="mso-ansi-language: EN-US">.</SPAN><o:p></o:p>

    <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Mr Weston further noted that the </SPAN><st1:country-region><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">US</SPAN></st1:place></st1:country- region><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN- US"> position on </SPAN><st1:country-region><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Cyprus</SPAN></st1:place></st1:country- region><SPAN style="mso-ansi-language: EN-US"> had not changed since the Hague impasse in terms of its active involvement in the efforts for a settlement and its support of the UN Secretary-General's peace efforts.</SPAN><o:p></o:p>

    <SPAN style="mso-ansi-language: EN-US">As regards confidence-building measures, he stressed that in no case would such measures substitute a comprehensive settlement.</SPAN><o:p></o:p>

    <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US"><o:p> </o:p></SPAN>

    <SPAN style="mso-ansi-language: EN-US">On the recent signing of the so-called “framework agreement for a customs union” between Turkey and the illegal occupation regime, Mr Weston said that it was an issue which concerned the EU and Turkey, adding at the same time that the situation raised serious reservations for the US.</SPAN><o:p></o:p>

    [02] Cyprus sides with EU on nuclear disarmament

    <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">The </SPAN> <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:place><st1:PlaceType> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Republic</SPAN></st1:PlaceType><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US"> of </SPAN><st1:PlaceName> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Cyprus</SPAN></st1:PlaceName></st1:place><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US"> unreservedly agrees with the common position of the EU member states on nuclear disarmament, the Permanent Secretary of the Ministry of Foreign Affairs, Mr Sotos Zackheos, said yesterday, speaking at the Third Conference on the rapid implementation of the Nuclear Test Ban Treaty held in </SPAN><st1:City><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Vienna</SPAN></st1:place></st1:City><SPAN style="mso-ansi-language: EN-US">.<SPAN style="mso-spacerun: yes"> </SPAN><?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /></SPAN><o:p></o:p>

    <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Mr Zackheos added that </SPAN><st1:country-region><st1:place> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Cyprus</SPAN></st1:place></st1:country- region><SPAN style="mso-ansi-language: EN-US"> gave great significance to the rapid implementation of the Treaty, which it considered a very important element for nuclear disarmament and the promotion of peace and stability.</SPAN><o:p></o:p>

    <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">“The ratification of the Treaty by the </SPAN><st1:place><st1:PlaceType> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Republic</SPAN></st1:PlaceType><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US"> of </SPAN><st1:PlaceName> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">Cyprus</SPAN></st1:PlaceName></st1:place><SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US"> on </SPAN><st1:date Year="2003" Day="18" Month="7"> <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US">18 July 2003</SPAN></st1:date><SPAN style="mso-ansi-language: EN-US"> proves our commitment for its implementation and for the non-proliferation of weapons of mass destruction”, he further said.</SPAN><o:p></o:p>

    <SPAN style="FONT-FAMILY: Times New Roman; mso-ansi-language: EN-US"><o:p> </o:p></SPAN>

    <SPAN style="mso-ansi-language: EN-US">Mr Zackheos called on the states that had not yet ratified the Treaty to do so as soon as possible so that it could come into effect and urged all countries to abide by the nuclear test moratorium and refrain from actions that were contrary to the notion of the Treaty.<SPAN style="mso-spacerun: yes"> </SPAN></SPAN><o:p></o:p>

    <SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: Times New Roman; mso-fareast- font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-fareast- language: EN-US; mso-bidi-language: AR-SA">The Third Conference on the rapid implementation of the Nuclear Test Ban Treaty was convened by the UN Secretary-General and is being hosted by the Austrian government.<SPAN style="mso-spacerun: yes"> </SPAN>The Treaty was adopted by the UN General Assembly in 1996.</SPAN>
