[01] Human Rights Court judgments have to be executed, says Council of Europe Secretary-General

The Council of Europe's Committee of Ministers firmly believes that judgments of the European Court of Human Rights have to be executed with no exception.

This was stated by the Secretary-General of the Council of Europe, Mr Walter Schwimmer, at a press conference in Strasbourg on 11 May in reply to a question as to what the Committee of Ministers proposes to do in the event that Turkey refuses to implement the decision as regards the Titina Loizidou case and in view of the fact that it refused to appear before the proceedings of the 4th Interstate Application of Cyprus against Turkey.

He added that the judgment of the European Court of Human Rights on the Fourth Interstate Application of Cyprus against Turkey will be on the Committee's agenda as it is used to dealing with judgments of the Court in special Human Rights Meetings.

"We will study the judgment and then we have to draw consequences from this judgment", he said.

[02] Spokesman says Turkish side should change its stance

The Government has expressed its regret at the reaction of Turkish Cypriot leader, Mr Denktash and of official government circles in Ankara with regard to the decision of the European Court of Human Rights on the Fourth Interstate Application of Cyprus against Turkey.

"Turkey's reaction indicates that it is angry with the decision, which I believe is the wrong approach, and I call on Ankara and Denktash to reconsider," Government Spokesman Michalis Papapetrou said yesterday.

Mr Denktash has said the decision gives him a very good reason not to attend any more peace talks for a settlement, claiming it has left nothing to be negotiated, whileTurkey has described the ruling as "wrong".

"This court ruling offers the two communities on the island and those involved in the Cyprus problem the possibility to deal with the solution of the Cyprus problem on the basis of objective criteria determined by the international law and order and assist the UN Secretary-General's efforts towards this direction", the Spokesman said.

He called on the Turkish side to reconsider its stance, pointing out that no one has so far been able to move forward by violating international laws and standards.

"This road leads nowhere", he said." The sooner Ankara realizes this, the better it will be for the Turkish Cypriots, the people that Ankara pretends to care about".

[03] Almost half a million voters registered

A total of 467.182 voters are registered to cast their votes in the May 27 elections for the 56 seats of the Cyprus House of Representatives.

Of these voters, 172.755 are in Nicosia, 96.082 in Limassol, 93.111 in Famagusta, 45.130 in Larnaca, 35.488 in Paphos and 24.616 in Kyrenia.
