[01] Cyprus Foreign Minister to meet with EU Ministerial Council PresidentForeign Minister Ioannis Kasoulides is due to meet Luxembourg's Foreign Minister and current President of the European Union Council of Ministers Jacques Poos on Tuesday (9.9.97) with whom he will discuss issues concerning Cyprus's EU accession process and efforts for a solution to the political problem. Mr. Kasoulides will conclude a European tour with a visit to Italy on 10-11 September. In Rome he will confer with Foreign Minister Lamberto Dini and will be received by the Italian Prime Minister Romano Prodi.The Cypriot Foreign Minister arrives in Luxembourg following visits to Germany, Estonia, Latvia and Lithuania. [02] Government Spokesman denounces Turkey's treaty violations of free Bosphorus passageThe government of Cyprus is taking legal advice and is consulting with shipping experts with the intention to protest against the violation by Turkey of the International Treaty of Montreux (1936) which guarantees free and safe passage to international shipping through the Bosphorus straits.The Government's decision came following last week's incident when Turkish authorities stopped and searched a Cyprus flagged vessel, "Diamond H", as it arrived to transit the Bosphorus. The vessel was bound from the Ukraine to Alexandria, Egyptl with a cargo of steel products. In recent days other ships, including an Egyptian vessel, were stopped and searched and Turkish senior officials have stated their intention to continue the searches, which, they say, are intended to stop parts of Russian missiles S-300 to arrive in Cyprus. The missile deal is not due until late 1998, and it could be cancelled, according to President Glafcos Clerides if Turkey agrees to the complete demilitarisation of Cyprus. Government Spokesman Manolis Christofides, speaking to the press on Monday (8.9.97), quoted Article Two of the Treaty of Monteux which stipulates: "In time of peace, merchant vessels shall enjoy complete freedom of transit and navigation of the Straits, by day and by night, under any flag and with any kind of cargo, without any formalities". [03] Cypriot Refugee's human rights discussed at Council of Europe's CommitteeThe Council of Europe's Committee of Deputy Ministers has discussed the progress made regarding the implementation of a decision against Turkey, reached on 18 December 1996 by the Human Rights Court, according to which Turkey was found guilty of violating Greek Cypriot refugee Titina Loizidou's right of free access to her property and the enjoyment of her property which is in the Cypriot region of Kyrenia, under Turkish military occupation.A suitable "just satisfaction" or compensation to the refugee was not decided upon. During the discussion at the meeting of the Committee, on 5.9.97 - which Turkey insisted should not have taken place - representatives from many countries said that Turkey must comply with the decision of the Court of Human Rights and proceed to the immediate restitution of the claimant's rights. The Cyprus government representative Thalia Petrides asked that the refugee be granted the right to return to her property and criticized the Turkish side for not presenting to the Ministerial Committee the steps its government intends to take towards implementing the Court's decision. [04] Nicosia and Moscow sign city co-operation protocolThe Mayors of Nicosia and Moscow signed a protocol on Monday (8.9.97) that will increase cooperation between the two cities in matters of local government, city planning, environment, health, transport, sport and culture.Nicosia Mayor Lellos Demetriades was in Moscow for the celebrations of the city's 850 years and held talks with Moscow's Mayor Yuri Luzkov. [05] Figures for visitors to Cyprus in July 1997Figures for arrivals of travellers to Cyprus during July 1997 showed an increase of 7.9%, reaching 336,921, compared to the figures for 1996.According to the government's Department of Statistics, the majority of visitors, 83.2%, came from European countries, with Britain at 31.5% and Greece at 10.9%. In tourist arrivals during the same month, 68.7% came from Europe, with British tourists at 38.5%, Russian at 12.1% and German at 9.4%.
