consolidation Vasiliou [01] GAC Council to prepare EU Summit on the MFF 2014-2020Tuesday's EU General Affairs Council, under the Cyprus EU Presidency, will prepare the extraordinary European Council on 22 and 23 of November on the EU multi-annual financial framework (MFF) for 2014-2020, on the basis of draft conclusions.The conclusions will replace the MFF "negotiating box" while keeping its structure and function, i.e. to outline the main elements and options, hereby facilitating the negotiations and constituting the basis of an agreement. The Council, which will be chaired by Cypriot Deputy Minister for European Affairs Andreas Mavroyiannis, will try to reach, in public deliberation, a partial general approach - a political agreement of the Council pending the first-reading position of the European Parliament- on further elements of the Cohesion Policy legislative package for 2014-2020, which would complement the general approaches agreed in April, June and October. [02] Louka: Deposit guarantee scheme closely linked with banks consolidationThe deposit guarantee scheme is closely linked to the consolidation and development of European Banks, said on behalf of the European Council, Justice Minister Loukas Louka, speaking before the Plenary of the European Parliament in Strasbourg during a debate for the proposed Economic and Monetary Union in Europe.Representing the EU Council Louka, argued that a deposit guarantee scheme in Europe cannot be established, if the issue of banks financing has not previously been clarified. [05] Highly skilled workers will help growth in EU, says Commissioner VasiliouThe economy continues to increase demand for higher skills, however more than 70 million Europeans have only low or no formal qualifications, Commissioner Androula Vasiliou has stressed.Speaking Tuesday at a press conference in Strasbourg where she presented the "Rethinking Education" initiative, Vasiliou noted that youth unemployment is approaching 23% across Europe and at the same time there are over 2 million job vacancies. She added that in 2011, 13.5% of students in the EU dropped out of school after lower secondary education and in 9 member states, more than half of the adult population has no or low computer skills. [06] EU - Tunisia relations reviewed at EU - Tunisia Association CouncilThe EU - Tunisia relations were reviewed Monday during the EU Association Council with Tunisia which took place in Brussels.Cypriot Minister of Foreign Affairs Erato Kozakou Markoullis, who represented the EU on behalf of High Representative Catherine Ashton at the Council, said in a press conference that it was the third Tunisian high level visit to Brussels this year, which proves the intensity of the EU- Tunisia relations. "We are here today to reaffirm, once again, the privileged partnership between Tunisia and the European Union, as symbolised by our political agreement of the new EU Tunisia Action Plan", she said.
