  • [01] UNSG REPORT - CYPRUS

UN Secretary Generals report on his good offices mission in Cyprus is expected to be handed over to the Security Council members on Wednesday.

The report is at the office of the Secretary General for final approval after being examined by the Political Affairs Department.

UN sources have said that the report will be descriptive and any references to the stance of the two Cypriot sides Greek Cypriot and Turkish Cypriot - will be indirect and will derive from the description of their positions on the various issues.

The report will draw conclusions based on the recent meeting, in New York, between UN Secretary General Ban Ki-moon, Cyprus President Demetris Christofias and Turkish Cypriot leader Dervis Eroglu on November 18. It will be discussed at the Security Council on November 30, when its members will be briefed by UN Secretary General Special Advisor Alexander Downer. On December 1 the report on UNFICYP is expected to circulate.

Ban announced after last weeks meeting that the leaders of the two communities in Cyprus decided to intensify their contacts in the coming weeks in an attempt to overcome the major points of disagreement. He also noted that he will meet again with both leaders in January next year in Geneva.

Peace talks between the two communities in Cyprus, under UN auspices, began in September 2008 with a view to find a negotiated settlement to reunite the island, divided since the 1974 Turkish invasion.

The British government is willing to contribute to the Cyprus problem and work is needed to ensure that this contribution will be positive, Cyprus Foreign Minister Markos Kyprianou said after a meeting with the British Foreign Secretary William Hague, in London.

Britain has a special role in the Cyprus problem, he noted.

Asked about Londons evaluation of last weeks meeting in New York between the leaders of the communities in Cyprus and the Secretary General of the UN, Kyprianou said that ``the British position is known. It supports the talks and the format of the talks aiming at a bi-zonal, bi-communal federation.

Kyprianou noted that soon the two communities will enter the next phase of the talks and that Turkey`s accession course will be discussed once again in the framework of the EU Summit in December.

Asked about the role of Britain at this critical period for the talks, Kyprianou said that ``there can be no question that Britain plays an important role``.

[03] JUSTICE MINISTER - CoE CONFERENCE

Cypriot Minister of Justice Loucas Louca travels to Constantinople (Istanbul) on Wednesday to take part in the 30th Council of Europe Conference of Ministers of Justice.

The conference will tackle the issue Modernising justice in the third millennium: transparent and efficient justice; prisons in todays Europe and it is the first major event organised under the Turkish Chairmanship of the Committee of Ministers.

The conference will be opened by Sadullah Ergin, Minister of Justice of Turkey, and Maud de Boer-Buquicchio, Deputy Secretary General of the Council of Europe. Erol Aslan Cebeci, Vice-President of the Parliamentary Assembly of the Council of Europe and leader of the Turkish Parliamentary Delegation, Thomas Hammarberg, the Council of Europe Commissioner for Human Rights, and Stefaan de Clerck, Minister of Justice, on behalf of the Belgian Presidency of the Council of the European Union, will also speak during the opening session.

The ministers will adopt resolutions on modern, transparent and efficient justice, prison policy in todays Europe and protection of data and private life in the third millennium.
