    The House of Representatives has stressed that Cyprus, just like any other EU member state, must not have either guarantors or rights of intervention by outside powers.

    In a resolution approved unanimously during Thursdays plenary session, the House expresses support for the restoration of the sovereignty, independence, territorial integrity and unity of the Republic of Cyprus.

    In the united Republic of Cyprus, member state of the EU, there should not be provisions for guarantors or guarantees, the House resolution says.

    The House underlines that the chapter on security guarantees is a significant issue for the people of Cyprus and a fundamental matter in the efforts to reach a solution to the Cyprus issue.

    The arbitrary interpretation of the Treaty of Guarantee by Turkey, to justify the illegal Turkish invasion of 1974 and the continuing occupation of 36.4% of the territory of the Republic of Cyprus constitute a violation of international law, the resolution points out, adding that the House unanimously condemns the arbitrary interpretation of the Treaty of Guarantee by Turkey to attribute legality to the Turkish invasion of 1974 and the continuing occupation of part of the territory of the Republic of Cyprus.

    It also condemns the flagrant violations of the fundamental rights and fundamental freedoms of Cypriot citizens and calls on Turkey to respect and immediately restore the sovereignty, independence and territorial integrity of the Republic of Cyprus, as well as the human rights of all Cypriot citizens.

    In this way, the House resolution notes that Turkey will be able to practically show its contribution in achieving a just and viable solution to the Cyprus issue, as well as its respect and dedication to international law and all the more to the principles and values of the EU, which it aspires to become a member.

    Cyprus, which joined the EU in 2004, has been divided since 1974, when Turkey invaded and occupied its northern third.

    President of the Republic Demetris Christofias and Turkish Cypriot leader Mehmet Ali Talat have been engaged in UN-led direct negotiations since September 2008, with an aim to reunify the island.

    [02] SPOKESMAN HOUSE - RESOLUTION

    Government Spokesman Stephanos Stephanou confirmed here on Friday that Cyprus President Demetris Christofias discussed with Turkish Cypriot leader Mehmet Ali Talat about the resolution which the House of Representatives approved unanimously on Thursday concerning the issue of guarantees in Cyprus.

    Responding to questions Stephanou noted that President Christofias made clear that the roles of the executive and the legislative authorities in a democracy are distinct, and that since there is an ongoing process in the parliament this is an issue for the parliament and the parties to handle and not for the President of the Republic.

    There was no intervention and I want to make this clear, he added.

    Asked if Talats attempt to make an intervention on this issue has raised any concerns, Stephanou said that the President of the Republic made things clear as regards this resolution.

    Responding to another question, he noted that President Christofias and Talat communicate to discuss various issues.

    [03] PARLIAMENT COPENHAGEN ACCORD

    The House of Representatives, in a resolution, appeals for intensification of efforts, at a parliamentary level among UN and especially EU member states, to allow decisions to be taken to achieve the aims of the Copenhagen Accord and to secure the implementation of the commitments which the governments participating in it have undertaken.

    Stressing the innovative role which the EU can play in the post-Copenhagen era, the House, in a unanimous resolution approved on Thursday, welcomes the provision of the Copenhagen Accord for action in peaking gas emissions by developing countries and to monitor, register and verify these actions in an agreed procedure.

    The House unanimously expresses disappointment over the result of the Copenhagen Conference last December which resulted ΙΝ a non-legally binding accord.

    The House calls on all contributing parties that have not signed the accord to do so and to immediately proceed with its implementation.

    [04] HOUSE EUROCYPRIA CAPITAL INCREASE

    The plenary of the Cypriot House of Representatives has approved a capital increase plan of 35 mln euros, to save the state-owned chartered flight carrier.

    The plan was approved on Thursday after a long debate with a 26-13 majority and namely with the votes of ruling AKEL party, DIKO, EDEK, while opposition DISY and EVROKO parties voted against.

    The plenary also voted against an amendment suggesting that the plan should be reduced to 10 million euro which would cover only the immediate financial needs and the current expenditure of the carrier.

    The report accompanying the bill noted that the government approved the increase of Eurocypria`s share capital given the fact that the firm faced from 2007 serious financial difficulties, which negatively affected its economic situation.
