[01] DOWNER UNSC CYPRUSUN Secretary Generals Advisor for Cyprus, Alexander Downer, is expected to visit New York during the first two weeks of December during which he will hold a meeting with UNSG Ban Ki moon to discuss recent developments regarding the Cyprus issue.According to sources from the UN, Downer will have consultations with the UN team dealing with the Cyprus issue and will inform the UN Security Council about the recent developments regarding the Cyprus issue. Beginning of December the UN Secretary General is expected to issue two reports on Cyprus. The first concerns the UN Peacekeeping Force in Cyprus (UNFICYP) which will be issued December 1st and the second report concerns progress achieved regarding the UNSGs good offices in Cyprus, to be published some days later. According to UN sources, the UNFICYP report will not differ to a great extend from the previous report, despite the fact that a UN team from the peace operations department visited Cyprus to study changes in case of a solution in Cyprus. The second report will assess positively the progress achieved since September 2008 at the negotiating table for a Cyprus solution and will ascertain that there are different approaches between the two sides. The report, according to diplomatic sources, will renew its call towards the leaders of the two communities in Cyprus, Cypriot President Demetris Christofias and Turkish Cypriot leader Mehmet Ali Talat, to intensify their meetings, show political boldness and flexibility for achieving an overall solution in Cyprus. Christofias and Talat began UN-led talks in September 2008 in a bid to achieve a mutually agreed solution to the problem of Cyprus, divided since 1974 when Turkey invaded and occupied its northern third. The two leaders have entered the second phase of the talks for the ``second reading`` of the six chapters of the Cyprus problem, namely, governance and power-sharing, property, EU matters, economic matters, territory and security and guarantees.
