    Russia and Cyprus signed on Wednesday a Joint Declaration to enhance even further bilateral relations on the political, economic and technical level, reiterating their common position for a comprehensive just and viable settlement in Cyprus.

    The Declaration on the further deepening of the bonds of friendship and the overall cooperation between the Republic of Cyprus and the Russian Federation was signed by Cyprus President Demetris Christofias and Russian President Dmitry Medvedev after official talks at the Kremlin, as part of a four-day official visit to Russia by Christofias.

    The two governments reaffirm the need for a comprehensive just and viable settlement in Cyprus, on the basis of the relevant UN Security Council resolutions and the High Level Agreements of 1977 and 1979. These provide for the evolution of the unitary state of the Republic of Cyprus into a bicommunal bizonal federation, with a single sovereignty, a single citizenship, one international personality, which will incorporate political equality, as this is defined in the relevant UN Security Council resolutions.

    The Russian Federation, the Declaration points out, as a permanent member of the UN Security Council, will continue to support a mutually agreed solution between the Greek Cypriot and the Turkish Cypriot communities, without arbitration or artificial timeframes, which will secure at the same time the Cypriot ownership of the negotiating process.

    Nicosia and Moscow, it notes, are guided by the commonly recognised principles of international law, reaffirm their determination to achieve the effective functioning of the system of collective security on a global and regional level and describe international terrorism and cross-border organised crime as the most serious threat for the international community, the security and the stability in the world.

    The two countries express, inter alia, their support to build a united Europe, without dividing lines, to creating conditions for free and unhindered contacts between persons, for the effective protection of human rights and fundamental freedoms and the unified and indivisible security area as well as the development of commercial and financial cooperation.

    Nicosia and Moscow will intensify political contact and cooperation on all levels at various international fora and Nicosia will contribute to further enhancing the dialogue between Russia and the EU.

    The Republic of Cyprus welcomes the proposal by the Russian President to adopt a new legally binding Convention on European Security, the Declaration adds.

    On economic relations, the two governments intend to take measures to promote further bilateral trade transactions to their mutual benefit.

    Nicosia and Moscow intend to examine all the issues relating to bilateral military and technical cooperation on the basis of the Agreement reached in March 1996.

    They also express their intention to draft and sign in the near future a cooperation programme in science, education and culture for 2009-2012.

    [02] GAROYIAN - TURKISH POLICY

    Cyprus Acting President, President of the House of Representatives Marios Garoyian has said that Turkey has not made any concrete moves to abandon a policy which leads the ongoing negotiations for a Cyprus settlement to a deadlock.

    Garoyian also stressed that the Turkish policy is unproductive; therefore, it is time for substantive and real pressure to be exerted on Turkey, if the international community really wants a Cyprus settlement the soonest possible.

    Garoyian was speaking to the press after a meeting with the Australian High Commissioner in Nicosia whom he briefed on latest developments in the Cyprus question, underlining that the Turkish stance does not contribute to efforts to achieve a viable and functional settlement.

    As I noted, everyone must realize that the proposals which our side puts forward are proposals that aim at creating preconditions for the achievement of a functional and viable settlement, he added, noting that these are proposals based on the international law, the UN Security Council resolutions and abide by the acquis communautaire, the EU principles and values.

    [03] CNA - ITAR TASS - AGREEMENT

    The Cyprus News Agency and the Russian News Agency ITAR-TASS signed here today a cooperation agreement in the field of information with a view to enhance relations between the two agencies and promote further existing cooperation.

    The agreement was singed by Foreign Minister of Foreign Affairs Markos Kyprianou and the Director General of ITAR-TASS Vitaly Ignatenko in the presence of President of the Republic of Cyprus Demetris Christofias and the President of the Russian Federation Dmitry Medvedev.

    The agreement will also be signed by the Chairman of the Board of Directors of CNA Kostakis Konstantinou and Ignatenko at a ceremony to take place at ITAR-TASS.
