Cypriot Minister of Foreign Affairs George Lillikas will travel to Tampere, Finland, on Monday to hold consultations with the EU Finnish Presidency, Government Spokesman Christodoulos Pashiardis said here Friday.

Pashiardis said that the removal of the fenced-off city of Varosha from the Finnish proposal would secure the failure of the Finnish efforts.

Noting that no meeting has been arranged so far with Turkish Minister of Foreign Affairs Abdullah Gul, who will also travel to Tampere, in the sidelines of the Euromed Ministerial Summit, Pashiardis said that the procedure of the consultations is up to the Finnish Presidency.

He added however that ``the consultations` positive outcome is up to Turkey, the stance and attitude of which has distanced the prospect of success for the Finnish initiative.``

Commenting on press reports that the return of Varosha to its legal inhabitants has been removed from the Finnish proposal, Pashiardis said ``so far we have no information or sign which confirms some press reports for the removal of the Famagusta issue from the Finnish Presidency`s efforts.``

``On the contrary, we have reasons to believe that it is not possible for the Finnish Presidency to remove from its initiative the return of Famagusta, provided that such a development would be the surest way to secure the failure of the Finnish effort,`` he stressed.

He added that the Finnish proposal envisages two main issues, the operation of Famagusta`s port and the return of Varosha to its legal inhabitants.

``If the return of Varosha to its legal inhabitants takes place directly or through the UN, there is no essential difference for us, provided that there is a clear time prospect for the return of Varosha to its legal inhabitants,`` he concluded.

Cypriot Minister of Foreign Affairs George Lillikas said that he is not optimistic about the results of the Finnish initiative to avert a crisis in EU-Turkish relations, shortly before his departure for Helsinki where he will have consultations with Finnish officials on the Finnish initiative.

``I cannot tell you that I am especially optimistic because the messages we receive from various sources are not optimistic and are not positive on Turkey`s behalf,`` he said.

He noted however that on the Cypriot government`s side ``there is the mood and the good will to work for a result.``
