    Washington, Mar 19 (CNA) -- The US fully expects that all sides in Cyprus will abide by the commitments they made in New York on February 13th, which include sending representatives to the talks in Switzerland next week, State Department's Deputy Spokesman Adam Ereli said yesterday.

    Nicosia, Mar 19 (CNA) -- Hungarian President Ferenc Madl, on a three-day state visit to Cyprus, believes that it is very difficult to imagine a state operating within the European Union having permanent derogations from EU rules and regulations.

    His statement came in the wake of demands by the Turkish Cypriot side for permanent derogations from the acquis communautaire that it wants to incorporate in the terms of a political settlement of the Cyprus issue.

    Cyprus President Tassos Papadopoulos, speaking after official talks with Madl, said that the island's political leadership will examine the situation following an announcement by Turkish Cypriot leader Rauf Denktash that he would not be attending next week's talks in Switzerland.

    UN-led talks between Papadopoulos and Denktash move to Switzerland next week for the second phase with the participation of Greece and Turkey.

    ''The invitation of the UN Secretary General to next week's talks is addressed to the leaders of the two communities and leader means somebody who is elected by the people, not appointed by anybody else,'' President Papadopoulos said, replying to questions.

    He pointed out that the two leaders would serve for 30 months as co-presidents of the state that would emerge from the ongoing talks and wondered what kind of co-presidency would be in place if Denktash continues behaving the way he has been.

    Nicosia, Mar 19 (CNA) -- Cyprus Foreign Minister George Iacovou has made strong representations to the UN Acting special representative in Cyprus and Chief of Mission Zbigniew Wlosowicz about the fact that UN Undersecretary General for Political Affairs Sir Kieran Prendergast, who was in Cyprus this week, visited the so-called Turkish Cypriot prime minister Mehmet Ali Talat at the ''prime minister's'' office in Cyprus' Turkish occupied area.

    Responding to questions on the visit, spokesman to the UN Secretary General Fred Eckhard said there was no issue of recognising the Turkish Cypriot regime, in occupied Cyprus, arising from such a visit.

    Cyprus President Tassos Papadopoulos, speaking after official talks with Madl, said that the island's National Council will examine this afternoon the situation following an announcement by Turkish Cypriot leader Rauf Denktash that he would not be attending next week's talks in Switzerland.

    He further explained that ''the invitation of the UN Secretary General to next week's talks is addressed to the leaders of the two communities and leader means somebody who is elected by the people, not appointed,'' President Papadopoulos said, replying to questions.

    He pointed out that the two leaders would serve for 30 months as co-presidents of the state that would emerge from the ongoing talks and wondered what kind of co-presidency would be in place if Denktash continues behaving the way he has been.

    Papadopoulos also wondered whether Denktash has actually said the last word about attending the talks.

    Asked whether Hungary as a new member of the EU would accept a state with permanent derogationsm, Madl said: ''I must assure you that it is very difficult to achieve a solution with a permanent derogation. This is something Turkey must eventually accept''.

    He also expressed the belief that the possibility of a permanent derogation would contradict the basic philosophy of the EU, adding that if such a solution was allowed ''we would have to reconsider the fundamental political and economic values of the Union''.

    ''The new Constitution of the EU aims at exactly the opposite. It aims at the integration of the European state, and in this integrated state we intend some day to accept Turkey''.

    Madl extended an invitation to President Papadopoulos to visit Hungary.

    Referring to the efforts for a Cyprus settlement the Hungarian President said he is aware that ''great strength, patience and wisdom'' are required so as these negotiations would lead to a united Cyprus.

    Referring to the situation following an announcement by Turkish Cypriot leader Rauf Denktash that he would not be attending next week's talks in Switzerland, President Papadopoulos said the National Council is going to examine the development this afternoon.

    ''I am not certain if Mr. Denktash would indeed not go or whether it is one of his usual tricks to gain something else'', said the Cypriot President, noting that Annan's invitation is addressed to the leaders of the two communities and by this he means the elected leader and not someone who is appointed''.

    He pointed out that according to the Annan plan the two leaders would serve for 30 months as co-presidents of the state that would emerge from the ongoing talks and wondered what kind of co-presidency would be in place if ''one of the co-presidents condemns the plan and tries to bury it, when cooperation and understanding are required for its implementation''.

    President Papadopoulos reiterated the wish for a reunited Cyprus to become a full EU member, noting a solution ''must be functional so as to be viable to the benefit of the island and its people''.

    In his opening statement President Papadopoulos referred to the close bilateral ties, noting there is a great number of agreements between the countries, trade exchanges and approximately 400 Cypriot students in Hungary's universities.

    He also noted that Hungary participates in the UN peacekeeping force in Cyprus with 150 members.

    ''We have confirmed the great possibilities for further bilateral cooperation'', President Papadopoulos said, noting that during the talks he briefed his counterpart over the Cyprus talks and exchanged views on EU matters and the Intergovernmental Conference.

    Cyprus - Hungary agree on need to reunite Cyprus

    Nicosia, Mar 19 (CNA) -- The Cyprus issue has to be settled and the country should be reunited, President of the Cyprus House of Representatives Demetris Christofias and President of Hungary Ferenc Madl said today.

    Madl, on a state visit to Cyprus, pledged his government's support for efforts to find a negotiated settlement and said he would work to enhance the existing very good bilateral ties.

    Cyprus Shipping Council holds annual General Meeting

    Limassol, Mar 19 (CNA) - Cypriot President Tassos Papadopoulos said today that the EU would ''benefit greatly from the accession of Cyprus and the other maritime countries, which will become full members on May 1st'', adding that ''Europe will become the dominant player in international shipping, a position that will enable it to set the rules of the game.''

    In an address to the 15th Annual General Meeting of the Cyprus Shipping Council, which was read out by Presidential Commissioner Polakis Sarris, President Papadopoulos expressed certainty that ''the Turkish embargo, which affects and sets back our development efforts in merchant shipping, will be lifted soon''.

    Nicosia, Mar 19 (CNA) -- The National Council, which convened today under Cyprus President Tassos Papadopoulos, decided that the Greek Cypriot side would meet the commitments it undertook last month in New York.

    Government Spokesman Kypros Chrysostomides told reporters after the meeting that the Greek Cypriot side expected the Turkish Cypriot side to respond accordingly.

    He said the National Council, top advisory body to the President on the handling of the Cyprus problem, decided that ''our side would meet the commitments undertaken in New York.''

    ''We expect that the Turkish Cypriot community will respond accordingly, so that it will be in a position to undertake commitments there and then, as requested by the UN Secretary General,'' Chrysostomides said.

    Asked if the government believed the Turkish Cypriot side could meet those commitments, the Spokesman said ''we await developments.''

    On the work of the technical committees working on certain aspects of a Cyprus settlement, the Spokesman said they had not yet decided on the national anthem of a reunited island, noting that he had no relevant information.

    Nicosia, Mar 19 (CNA)--Cypriot President Tassos Papadopoulos said it is necessary that the solution Plan which will be submitted to the people for approval should be the result of the negotiation between the parties otherwise, whatever its content might be, the Plan would be susceptible to criticism.
