[01] UN Security Council - Cyprus - Statement0935:CYPPRESS:01UN Security Council - Cyprus - Statement by Apostolis Zoupaniotis United Nations, Dec 19 (CNA) -- The UN Security Council expressed full support for the efforts by UN Secretary General Kofi Annan to bring about a settlement of the Cyprus problem by the end of February 2003, on the basis of his revised proposals presented to the Greek and Turkish Cypriot sides on December 10. The members of the Council expressed their regret that Turkish Cypriot leader Rauf Denktash ''had not responded in a timely way to the initiatives of the Secretary General'' and called for his ''constructive efforts'' to reach a settlement in conformity with the timetable proposed by Annan. The Security Council was briefed yesterday, in the presence of Annan, by his special adviser on Cyprus Alvaro de Soto on the negotiations that had taken place in recent months between Denktash and Cyprus President Glafkos Clerides and issued a statement read to the press by Council president Alfonso Valdivieso. During the meeting of the Council, the representatives of a number of members made interventions and expressed support for the efforts of the Secretary General. The representatives of China and Russia said they did not consider February 28, 2003 a binding deadline, but agreed with the text of the joint statement for the sake of unanimity. The statement on Cyprus by the president of the Security Council is as follows: 1. On 18 December the members of the Security Council, in the presence of the Secretary-General, heard a report from the Special Adviser to the Secretary-General on Cyprus on the negotiations that have taken place in recent months, in pursuance of the mission entrusted to the Secretary-General by the Security Council in its resolution 1250, aimed at achieving agreement on a comprehensive settlement to the Cyprus problem which takes full account of relevant Security Council resolutions. 2. The members of the Council commended the Secretary-General for the initiatives he had taken in November and December 2002 to bridge the gaps between the two sides and to enable them to reach an agreement. They expressed the view that the proposal put forward on 11 November as revised on 10 December offered a unique opportunity to reach a settlement in the coming weeks. 3. They regretted that the Turkish Cypriot leadership had not responded in a timely way to the initiatives of the Secretary-General; and they called for its constructive efforts to reach a settlement in conformity with the timetable proposed by the Secretary-General. 4. They welcomed the willingness of both sides to continue the negotiations in the period ahead. They underlined the importance of intensifying the negotiations so that full agreement could be reached before 28 February 2003, in conformity with the timetable proposed by the Secretary-General in his proposals. They urged both sides to work on the basis of the Secretary-General's revised proposals of 10 December. 5. The members of the Council drew attention to the unique opportunity that existed for the settlement of this long-running problem; and to the benefits for all concerned from so doing, so that all Cypriots can benefit from Cyprus's accession to the European Union. They urged all concerned to seize the historic opportunity to bring a peaceful, just and lasting settlement to the Cyprus problem to the benefit of all its people and the wider region. Speaking to journalists at the UN headquarters in New York yesterday, at the end of a meeting of the Security Council which was briefed on efforts to achieve a Cyprus settlement, Annan's special advisor on Cyprus Alvaro de Soto said the Secretary General also drew attention in his letters to the need for work to be done in January in order to achieve agreement. ''The Secretary General has written to the two leaders today, as well as to the two leaders of Greece and Turkey, setting out the road ahead as he sees it and the work he thinks needs to be done and drawing attention to the need to move very quickly on a number of issues that are pending,'' de Soto said. Details about the auction will be published in the form of an Announcement in the Official Gazette of the Republic on Friday 20th December, 2002. The auction will take place on Monday 30th December, 2002. Bids on the prescribed form for 2-year stock will be accepted from 24th December, 2002 until 9.00 a.m. of 30th December, 2002. Application forms, for the submission of bids, and copies of the Announcement on the auction procedures and Terms of Issue for the Stock can be obtained from the Securities Section of the Central Bank of Cyprus. 19 December, 2002 ANNOUNCEMENT SALE OF GOVERNMENT REGISTERED DEVELOPMENT STOCK BY AUCTION ISSUE OF FIRST TRANCHÅ OF SERIES 2003 4,75% 5-YEAR STOCK The Central Bank of Cyprus announces the offer by auction on a bid-price basis of up to £60.000.000 4,75% Government Registered Development Stock with date of issue 1st January, 2003 and repayment at par in five years. Details about the auction are published in the form of an Announcement in the Official Gazette of the Republic on Friday 20th December, 2002. Government Registered Development Stocks (GRDS) offered by auction are issued in series. For 5-year GRDS, Series 2003 4,75% GRDS maturing in 2008 is offered, which will be effected in tranches that will take place during 2003. The issue of the First Tranche of Series 2003 4,75% 5-year GRDS will take place on 1st January, 2003 - being the date of issue of the Series. The auction will take place on Monday 30th December, 2002. Bids in the prescribed form for the 5-year stock will be accepted from 24th December, 2002 until 9.00 a.m. of 30th December, 2002. Only forms designed for the First Tranche Issue should be used. The parties repeated the readiness of the Greek Cypriot side to negotiate the proposal of the UN Secretary-General Kofi Annan, but stressed that more amendments are necessary to the revised plan to make it functional and viable.
