    United Nations, Nov 19 (CNA) -- Turkish Cypriot leader Rauf Denktash failed to meet a deadline on Monday within which he was due to reply to the UN Secretary General saying whether he accepts a UN proposal as a basis for negotiations in Cyprus.

    Strasbourg, Nov 19 (CNA) -- Danish Prime Minister Anders Fogh Rasmussen said here today that Cyprus was one of the issues remaining to be clarified and settled as the enlargement process moved towards completion at the EU summit in Copenhagen on December 12.

    In a speech at the enlargement debate in the European Parliament in Strasbourg this morning, Rasmussen, who is the current president of the European Council, noted that UN Secretary-General Kofi Annan had recently presented a very extensive proposal for a balanced and fair solution for reuniting Cyprus.

    Thanking Annan on behalf of the EU for his effort, Rasmussen said the blueprint was aimed at a peaceful solution to a conflict that has haunted Europe for many decades.

    He called on the parties involved to seize this unique opportunity to secure a solution, so that the EU may receive into its circle of member states a united island at the Summit in Copenhagen.

    Turning to Turkey, a candidate country which had not yet opened accession negotiations, the Danish Prime Minister said it would be considered like all other candidate countries and must fulfil the political criteria before accession talks may be initiated.

    Noting that Turkey had already done much in fulfilling the political criteria, Rasmussen called on Ankara to continue the reform process, not least in the shape of actual implementation of the reforms already adopted.

    EU Commissioner: prepare for non solution in Cyprus

    Brussels, Nov 19 (CNA) -- European Union Commissioner responsible for enlargement Gunter Verheugen has invited member states to begin preparing for the possibility of accepting Cyprus in the Union without a prior political settlement.

    Addressing a working dinner of EU foreign ministers here last night, Verheugen said the non solution scenario is an option, given the view of the Turkish side that time is running out and a settlement cannot be reached by mid December when the EU will hold its summit in Copenhagen.

    According to diplomatic sources, the Commissioner believes that EU heads of state will decide to invite Cyprus to join the Union and attach to that decision a protocol saying that the acquis communautaire will apply in the Turkish-occupied northern part of the island once it is reunited without any further negotiations or consultations.

    Verheugen also said that the solution of the Cyprus question should be resolved without linking the problem with Turkey's accession negotiations and Ankara's earnest demand for a date for the start of membership talks.

    Strasbourg, Nov 19 (CNA) -- European Commission President Romano Prodi said today that the plan for a settlement of the Cyprus problem put forward by UN Secretary General Kofi Annan was a promising turn of events and he called on the parties not to let slip this historic opportunity.

    In a speech this morning to the debate on enlargement at the European Parliament in Strasbourg, Prodi paid homage to Annan, whose unremitting efforts we in the EU wholeheartedly support.

    Prodi said the UN chief had produced fresh proposals for a global settlement which had already been submitted to the parties concerned.

    UN Cyprus peace plan ''historic challenge'', says Pat Cox

    Strasbourg, Nov 19 (CNA) -- European Parliament President Pat Cox said today that the plan for a settlement of the Cyprus issue tabled last week by UN Secretary General Kofi Annan offered a historic challenge.

    Opening this morning the debate in Strasbourg on enlargement, Cox said the UN chief had provided the people of Cyprus with a once in a generation opportunity for a comprehensive settlement and the best chance after decades of deadlock to advance and enable a united Cyprus to join the EU.

    Cox said it was now up to the leaders of the two communities in Cyprus to seize this unique opportunity.

    It will require all the considerable reserves of wisdom and political and moral courage of which President Clerides and Mr Denktash are capable. After a lifetime of dedicated service to their respective communities, I do not doubt that they will seek to rise to the task, he said.

    Nicosia, Nov 19 (CNA) President Glafcos Clerides will meet here tomorrow with Chief UN weapons inspector Hans Blix, who will be returning from Baghdad where he is investigating Iraq's alleged arsenal.

    Cyprus has signed an agreement with the United Nations Monitoring Verification and Inspection (UNMOVIC) allowing weapons inspectors for Iraq to set up regional headquarters in Larnaka.

    DIKO and T/C CLP pledge to work for a Cyprus solution

    Nicosia, Nov 19 (CNA) The Democratic Party (DIKO) and Turkish Cypriot Communal Liberation Party, (CLP), reaffirmed here Tuesday their ''willingness to continue working towards a solution of the Cyprus problem as soon as possible''.

    The position was outlined in a joint statement, issued after a meeting of delegations from the CLP, chaired by its leader, Huseyin Angolemli and from DIKO, chaired by its president Tassos Papadopoulos.

    Speaking through an interpreter, Angolemli said he accepts the Annan plan as a basis for negotiation to solve the Cyprus problem, and that he expects that within the next days the Turkish Cypriot side will give its reply to the UN Secretary-General.

    Democratic Party leader, Papadopoulos, said that the two discussed the plan submitted by the UN on November 11 and expressed hope that a solution will be found the soonest.

    Strasbourg, Nov 19 (CNA) Enlargement Commissioner, Gunter Verheugen, made it clear that the European Union (EU) will make a decision for Cyprus accession to the EU during the Copenhagen European Council in December and that there is no way to postpone it.

    Strasbourg, Nov 19 (CNA) - The chairman of the group of the European People's Party in the European Parliament Hans-Gert Poettering said here today that all citizens of the EU, inside and outside the Union, should have equal treatment and noted that there could not be different legal approaches to similar issues within the EU.

    Poettering was responding to a question from the Cyprus News Agency on how his group reacted to the concern voiced in Cyprus that certain provisions of the UN plan for a comprehensive settlement, including the right to free settlement and acquisition of property anywhere in the island, ran against EU principles and legislation.

    Enrique Baron Crespo, chairman of the group of Socialists in the EP, said, responding to the same question, that he had not studied the UN proposals on Cyprus and was not in position to comment.

    However, he recalled that there was a permanent derogation from EU legislation on the purchase of land in Denmark by non-Danes, which had not been revoked by the European Court of Justice.

    European Liberal Democrat leader Graham Watson, speaking on the side of this morning's debate in the EP, commented on remarks made by the leader of the Turkish AKP Tayyip Erdogan at the weekend during his stay in the Turkish occupied northern part of Nicosia, that Cyprus and Turkey should join the EU at the same time.

    Brussels, Nov 19 (CNA) The Danish Presidency of the European Union (EU) welcomed the decision of the UN Secretary-General Kofi Annan to submit to the two sides in Cyprus his proposal for a Cyprus settlement.

    At the same time it expressed hope that the proposals would form the basis for a negotiated agreement.

    Constantinople, Nov 19 (CNA) US State Department Special Coordinator for Cyprus, Thomas Weston, said it now was the time to solve the long-standing problem in Cyprus.

    Speaking in Ankara where he held talks with officials of the Turkish Foreign Ministry, Weston said that the US wants the two sides to work hard and in a planned and serious way, adding the two sides need to make reciprocal concessions.'' He also said the UN Secretary General's plan for a Cyprus settlement, laid the ground for negotiations and to this end, the US strongly supported it.''

    Annan still hopeful for an agreement before Copenhagen

    Nicosia, Nov 19 (CNA) United Nations Secretary General Kofi Annan said Tuesday he was hopeful the two sides in Cyprus could reach an agreement on Cyprus before the Copenhagen European Council in December.

    The Secretary General said once he has the reaction of the Turkish Cypriot side, then he would determine how to proceed to the next phase, AFP quoted Annan as saying.
