Eckhard: de Soto in New York to consult with Annan

United Nations, Oct 28 (CNA) - UN Secretary-General's Special Adviser on Cyprus Alvaro de Soto will be in New York next week for consultations with UN Secretary General Kofi Annan, in view of a proposed decision to put forward or not a solution plan to the Greek Cypriot and the Turkish Cypriot sides.

Clerides says Copenhagen meeting went exceptionally well

Amsterdam, Oct 29 (CNA) President of the Republic Glafcos Clerides said the Copenhagen meeting where the 13 EU candidate states were informed by the Danish Presidency on the Brussels European Council decisions went exceptionally well.

In statements to CNA from Amsterdam, on his way to Cyprus, Clerides said the candidate states were informed on the various decisions taken by the European Union at the Brussels EU Summit.

None of these decisions affect Cyprus and its european path, the President said, adding that no country has remarked whether there is a solution or not, to the Cyprus problem.

Referring to Turkey, President Clerides said that a road map will be given to her and once it meets its terms, then a date for accession talks to commence will be given.

Regarding the brief encounter he had in Copenhagen with Turkish President Ahmed Sezer, Clerides said they exchanged views mainly on the delay of the UN-sponsored Cyprus talks, due to Turkish Cypriot leader Rauf Denktashs illness.

The President told CNA that Sezer asked him whether the technical committees, set up within the framework of the direct talks, began their work.

Cyprus on Simitis-Blair agenda

London, Oct 29 (CNA) Greek Prime Minister Costas Simitis cautioned that extra care should be taken as regards Cyprus accession to the European Union and the Cyprus problem.

Speaking here after a working luncheon with his British counterpart, Tony Blair, Simitis assured that everything regarding Cyprus accession will progress without problems.

However he said there is now a situation where the Greek Cypriot side wants to go ahead with accession and others might think that there is an opportunity to introduce some issues which, under other circumstances, the Greek Cypriot side and Greece would not accept.

The Greek Premier said it is necessary to investigate what the situation is regarding these intentions and to point out that there are Security Council decisions and that any solution should allow the Cypriot state to function within the EU, to take decisions and allow the full implementation of the acquis communautaire.

CoE should take measures against settlers in occupied Cyprus

Nicosia, Oct 29, (CNA) ---- Jaako Laakso, raporteur of the Council of Europe Parliamentary Assembly (PACE) on the Colonization of the occupied part of Cyprus, believes the Council of Europe (CoE) should take certain measures on the issue and proposes a population census.

''There is a real danger that the Turkish Cypriot community is becoming a minority in its own area. That is why it is necessary for the CoE to take certain measures'', Laakso said after a meeting here with President of the House of Representatives Demetris Christofias.

Nicosia, Oct 29 (CNA) Finance Minister Takis Klerides is in Brussels where he will sign today the association agreement on the 17.5 billion Euro Sixth EU Research Framework Programme (FP6 2003-06).

Commission President Romano Prodi, Research Commissioner Philippe Busquin and Enlargement Commissioner Gunther Verheugen will welcome the candidate countries Research Ministers to sign Memoranda of Understanding.

UCJ appeals against Levents scheduled re-appearance before illegal court

Nicosia, Oct 29 (CNA) The Union of Cyprus Journalists (UCJ) denounced and condemned the continuing inexorable persecution of Sener Levent, publisher and editor-in-chief of the daily Turkish Cypriot newspaper Avrupa-Afrika who together with other T/C journalists will appear before a so called military court in Cyprus occupied north.

Levent was released on October 3 by the illegal regime together with journalist Memduh Ener of the same paper. They were illegally imprisoned on August 8 after they were found ''guilty'' of ''libel'' against Turkish Cypriot leader Rauf Denktash, the Turkish occupation army and ''motherland'' Turkey and were sentenced to six-months imprisonment each.

In a written appeal, the executive committee of the UCJ said Levent and other journalists will be soon taken before an illegal military court charged with insulting and undermining the so-called Turkish Republic of Northern Cyprus and the Turkish occupation army.

Ábout 25 Turkish Cypriot journalists and trade unionists will be charged with participating in a demonstration against the dismissal of school teacher Nilgun Orhon, who criticized and opposed the Denktash regime.

In its appeal, the UCJ declares its firm solidarity with the Turkish Cypriot journalists in opposing the oppressive measures of the Turkish army and the Turkish controlled regime of Rauf Denktash and in fighting to ensure freedom of the press and expression.

Poos: Window of opportunity for a Cyprus settlement still open

Nicosia, Oct 29 (CNA) European Parliament Rapporteur on Cyprus accession to the European Union Jacques Poos said the window of opportunity for a Cyprus settlement is open until December, when the EU Copenhagen Summit will be held.

Noting his visit here is taking place at a crucial and decisive time for Cyprus and the EU, Poos said he did not consider an impediment a plan for a Cyprus settlement before the islands accession.

Poos, who met today with House President Demetris Christofias, President of Social Democrats Movement Yiannakis Omirou and Democratic Rally leader, Nicos Anastasiades, said the European Parliament fully agrees with the Commission's 2002 report on Cyprus' accession in the EU.

Speaking after meeting House President Christofias, Poos said all reports on Cyprus accession are positive but there is still a problem which must be resolved and that is the political procedure which must conclude somehow.

If a united Cyprus enters the EU, it will be to the benefit of all the people of the island and Cyprus will act as an independent and sovereign state within the EU, he said.

Poos added he intends to give the same message to the Turkish Cypriots during the contacts he is expected to have at Cyprus Turkish occupied territories.

Regarding a plan for a Cyprus settlement, Poos said he believes it has been delayed and added that the UN Secretary General should play an active role and submit a plan which will respect the decisions of the UN and the human rights of all the people of Cyprus.

[10] Christofias: Any plan on Cyprus to be judged by its contents

Nicosia, Oct 29 (CNA) Any plans for a Cyprus settlement will be judged by its contents, said Acting President of the Republic, House President, Demetris Christofias and expressed the hope the US will work hard so that the UN Secretary General and all those involved will not submit a proposal in the form of an ultimatum to the Greek Cypriot side, which has shown good will all these years.

Speaking after meeting US Special Coordinator on Cyprus, Thomas Weston, Christofias said the American official assured him there is no such intention and that they will work so that the positions laid out in a possible solution plan will not infringe on the red line which our side has set.

Christofias explained that the red line is the issue of sovereignty, territorial integrity of the Republic of Cyprus and issues concerning territory, return of refugees and securing the human rights of the people of Cyprus.

Cyprus signs FP6 EU programme

Brussels, Oct 29(CNA) Cyprus Finance Minister Takis Klerides signed here today the association agreement on the 17.5 billion Euro Sixth EU Research Framework Programme (FP6 2003-2006).

Klerides said Cyprus respects the targets set by the Lisbon European Council to make the EU the most competitive and dynamic economy in the world by 2010, able to achieve continued development with more work opportunities and greater social cohesion.

He referred to the measures to be taken by Cyprus to make better use of the programme and expressed the hope Cyprus research institutions and researchers will make the most of the potential offered in the programme.
