Clerides to attend meeting with EU candidates in Copenhagen

Nicosia, Sep 20 (CNA) - President of the Republic Glafcos Clerides will participate in a meeting on October 28 of the heads of state or government of the 13 candidate for EU accession countries, in Copenhagen.

Government Spokesman Michalis Papapetrou said Danish Prime Minister Anders Fogh Rasmussen extended the invitation and President Clerides has already replied he will attend.

Nicosia, Sep 20 (CNA) - Portugal has reaffirmed its support to Cyprus' struggle to secure the implementation of UN resolutions, reunify of the island and join the European Union.

The position was outlined by Portuguese President of Parliament Joao Bosco Mota Amaral and Deputy Foreign Minister in charge of European Affairs Costa Neves, to President of the Cyprus House of Representatives Demetris Christofias, during the latter's talks in Lisbon.

Nicosia, Sep 20 (CNA) - Central Bank Governor Christodoulos Christodoulou leaves on Sunday for London to represent Cyprus on Monday at the 2nd Conference of Central Bank Governors of Commonwealth Countries.

The main issue on the agenda will be the role of Central Banks in promoting competition in the monetary and economic sector.

The Central Bank Governors' meeting precedes the Commonwealth Finance Ministers meeting, to be held on September 24 to 26.

Nicosia, Sep 20 (CNA) - Minister of Commerce, Industry and Tourism Nicos Rolandis conveyed the greetings of President Glafcos Clerides to Lebanon's President Emile Lahoud and Prime Minister Rafiq Hariri, during an official visit he is conducting in Lebanon at the invitation of Lebanese Energy and Water Resources Minister, Mohammad Abed El Hamid Baidoun.

An official statement said President Lahoud asked Rolandis to convey once again to President Clerides an invitation to visit the country.

Cyprus Foreign Minister addresses UN General Assembly

United Nations, Sep 20 (CNA) - Cyprus has called upon Turkey and the Turkish Cypriot side "to heed the call of the international community and abandon its unacceptable policy of division and communal segregation".

Addressing the 57th session of the UN General Assembly in New York, Minister of Foreign Affairs Ioannis Kasoulides said "their position for a 'two sovereign states' solution and the denial of the rights of refugees to their properties represent an anachronism in a globalised world", and such a policy "cannot lead to a settlement or reconciliation, thus perpetuating the suffering and the plight of all Cypriots".

Referring to the island's aspirations to join the European Union in the next enlargement phase, Kasoulides said "we see the future of our country as a reunited federal State, member of the EU" and observed that "the overwhelming majority of Turkish Cypriots share this vision and long for reunification, and a common future in the European Union".

He also said Cyprus reaffirms its strong devotion to the United Nations and its commitment to the cause of international cooperation and multilateralism, reiterated the need for joint efforts in implementing the Millennium Development Goals and the Monterrey Consensus, and, referring to last year's September 11 terrorist attacks in New York and Washington, said Cyprus believes in the necessity of global mobilisation and collective action against terrorism, under the aegis of the UN.

The Minister also said the Middle East issue "remains fragile and constitutes a major threat of instability, with repercussions extending far beyond the region" and reiterated Cyprus' "condemnation of all acts of terror, including suicide bombings".

Pointing out that it is "our firm belief that the international community should act in accordance with the principles of the UN Charter and that all UN resolutions should be implemented", the Minister said, "in the case of Cyprus, numerous resolutions of the General Assembly and the Security Council have yet to be implemented".

The Minister said "contrary to its obligations under the Charter, Turkey shows its defiance by calling for the acceptance of the so-called 'realities', brought about by its aggression".

Cyprus has been divided since 1974, when Turkey invaded and occupied its northern third.

Kasoulides pointed out that "the government of Cyprus, however, does not want to engage in polemics with Turkey".

"On the contrary, we believe that we should move beyond confrontation, towards a common future of prosperity, democracy and regional cooperation", he said.

"The time to engage in a serious, meaningful dialogue is now, in view of the unique convergence of positive factors such as the renewed interest of the international community, the personal involvement and commitment of the Secretary-General Kofi Annan and the European Union accession process of Cyprus", the Minister added.

Regarding the UN-led direct negotiations, Kasoulides said President Glafcos Clerides, "who has been participating in the talks in a constructive and positive manner, earning the respect of the international community, will continue to show the same determination and farsightedness, so as to fully safeguard the interests of Cyprus and its people".

On the terrorist attacks of September 11, 2001, against the United States, the Minister said they "dramatically changed the international political climate".

"The immediate actions of the United Nations in the aftermath of the attacks have reaffirmed the strong determination of the international community to counteract the global threat of terrorism, which transcends geographical regions and religions", he said.

Furthermore, he said "Cyprus believes in the necessity of global mobilisation and collective action against terrorism, under the aegis of the United Nations" and "reaffirms its commitment to this struggle through full implementation of all relevant international Conventions and Protocols relating to terrorism, as well as Security Council resolutions".

The Minister noted that Cyprus attaches great importance to the role of the United Nations in the field of disarmament and will "continue to support international action aimed at strengthening multilateral instruments on disarmament and the non-proliferation of weapons of mass destruction".

He also informed the General Assembly that the government has recently proceeded, in cooperation with the United Nations Peacekeeping Force in Cyprus, with the destruction of a significant number of weapons and has decided unilaterally for the demining of the buffer zone.

Moreover, Cyprus is in the final stage of ratifying the Ottawa Convention on Anti-Personnel Mines, he said.

In addition, Kasoulides said two recent international events deserve special mention, the First Meeting of the States Parties of the Rome Statute, which he said "has been a veritable landmark against impunity and of deterrence against genocide, war crimes, crimes against humanity and aggression", and the World Summit on Sustainable Development, which "reaffirmed the necessity for coordinated and effective international action, in a joint effort to overcome the challenges of economic disparity and environmental degradation".

Cyprus also reiterates the need for joint efforts in implementing the Millennium Development Goals and the Monterrey Consensus and attaches particular importance to the strengthening of the New Partnership for Africa's Development (NEPAD), which represents a viable opportunity for the African continent to escape marginalisation and underdevelopment, the Minister added.

Regarding the Middle East, he said the situation "remains fragile and constitutes a major threat of instability, with repercussions extending far beyond the region".

"Cyprus, as a neighbouring state with close relations to the parties involved, supports all initiatives towards a just settlement, based on international law and UN resolutions, including those of the Quartet", he said.

Kasoulides says Turkish intransigence blocking reunification

United Nations, Sep 20 (CNA) - The main obstacle to the reunification of Cyprus is the insistence by Turkish Cypriot leader Rauf Denktash on "two separate sovereignties", Cypriot Minister of Foreign Affairs Ioannis Kasoulides told a press conference in the United Nations.

Kasoulides, who is to address tonight the 57th Session of the UN General Assembly, explained that "having known the recent past history with the presence of the Turkish army and the de facto division of the island, we believe that separate sovereignties mean the legal right for legal partition in the future".

"It is unthinkable for our side to accept terms of a settlement which will prepare the ground for a legal divorce", he stressed.

The Minister also talked about UN-led directs talks taking place in Cyprus between President Glafcos Clerides and Denktash, and about the UN Secretary General's efforts to break the impasse.

Kasoulides said Kofi Annan's recommendations and thoughts, which he expressed to President Clerides and Denktash, "may help in breaking the present impasse".
