CNA MCH/1999ENDS, CYPRUS NEWS AGENCY1535:CYPPRESS:02[02] Russia - Yugoslavia - CyprusNicosia, Mar 31 (CNA) -- A senior Russian diplomat believes that ground forces may get involved in the crisis in Yugoslavia and indicated his country no longer observes the UN arms embargo on Yugoslavia since it has already been violated by NATO.Russian Ambassador to Cyprus, Georgi Mouradov, has also expressed fears that NATO is trying to apply a new world order which entails recognition of the right of powerful nations to set up a separate state through military intervention and occupation of part of a smaller state. Speaking after a meeting with House President Spyros Kyprianou, he called for "reason" which should prevail in these difficult circumstances. Asked if the lifting of the arms embargo is on the cards, Mouradov said "I believe the issue is no longer at hand because arms provisions are already finding their way into Kosovo openly by NATO forces to Kosovo army." He said NATO has violated and relevant UN resolution and added "we have certain indications that a ground offensive is being prepared." Speculating on NATO's plans, he said some American politicians talk about Kosovo's secession, which effectively means giving the right to powerful states to create a separate state with military means. "This is terrible because it has ramifications for many other countries," he warned. The Russian diplomat conveyed to Kyprianou a statement by the State Duma on the situation in Yugoslavia which considers NATO's aggression as "a serious threat to the security of the Russian Federation" and calls for "an immediate cessation of military attacks." The statement recommends, among other things, to the Russian President and the Russian government to "take measures on increasing the readiness of the military forces of the Russian Federation" and calls for an extraordinary session of the UN General Assembly to discuss the aggression against a UN member. CNA MM/MCH/1999ENDS, CYPRUS NEWS AGENCY1725:CYPPRESS:03[03] Greek municipality - FamagustaNicosia, Mar 31 (CNA) -- The municipality of Salamina has called on the UN and the international community to avert Turkish plans to settle Varosha, the new ton of Famagusta, occupied by the Turks since they invaded the island in 1974.In a resolution, the sister town of occupied Famagusta, urges the Secretary-General, the permanent members of the UN Security Council, the European Union and the European Parliament to "urgently take all measures to avert the settlement by Turkey of the town of Famagusta". It also calls for the return of the town to its legitimate inhabitants, as provided by the high level agreement of 1979 and Security Council resolution 550. The Municipality of Salamina further "calls on the municipalities of all European and Mediterranean countries to act together to end Turkish provocations in Cyprus" and to urge the relevant governments to take measures against Turkey. It also expresses its "solidarity with the Mayor, the municipal council and the people of Famagusta" in efforts for the immediate return of the town to its legitimate inhabitants. The eastern coastal town of Famagusta, once a thriving tourist resort, today remains a desolated "ghost town" and Turkish troops in the occupied areas prevent the return of its Greek Cypriot legitimate inhabitants. Varosha was abandoned by its inhabitants in the face of the Turkish military advance. Denktash has repeatedly used Varosha as a blackmail card, threatening to settle the fenced area. Security Council resolution 550 of 1984 "considers attempts to settle any part of Varosha by people other than its inhabitants as inadmissible and calls for the transfer of this area to the administration of the UN". Cyprus has been divided since 1974 when Turkish troops invaded and occupied 37 per cent of the island's territory. Some 200.000 Greek Cypriots, one third of the island's population, were forcibly uprooted from their homes by the Turkish troops that invaded the island. CNA EC/MCH/1999ENDS, CYPRUS NEWS AGENCY1725:CYPPRESS:04[04] Cypriot-American - AwardNicosia, Mar 31 (CNA) -- The medal for outstanding services of the Republic of Cyprus was today awarded to the Cypriot-origin American Ambassador Clay Constantinou.Speaking at the award ceremony, President of the Republic Glafcos Clerides who awarded the medal, said Constantinou "has served successfully" the Cypriot community in the US and "has promoted the social, cultural and educational goals of the community". Constantinou's appointment as the US Ambassador to Luxembourg makes all Cypriots proud as it was the first time a Cypriot-origin American was appointed to that post, President Clerides said. Clerides praised Constantinou's commitment to promoting Cyprus' just cause and ending both its division and occupation by the Turkish troops. He said he was confident Constantinou will support his country of origin until a just solution to its political problem is reached. A solution securing human rights and peace for all Cypriots, President Clerides pointed out. On his part, Constantinou said the award honours all Cypriots and Greeks of the diaspora and added "we will continue to fight for a just, viable solution to the Cyprus problem, for peace to all Cypriots". Foreign Minister Ioannis Kasoulides, the Ambassador of Greece to Nicosia Kyriakos Rodoussakis and the Ambassador of the US to Nicosia Kenneth Brill also attended the award ceremony. Constantinou was born in 1951 in New York to Cypriot parents and studied Law and Political Science in the US. He was an associate of Bill Clinton's in the 1991 election campaign and was then appointed as the US Ambassador to Luxembourg in 1994, a post he held for five years. His services to the Greek and Cypriot communities in the US are highly appreciated, especially during the four-year period to 1990 when he was President of the Cyprus American Federation. Last week Constantinou was appointed as Dean of the Department of Diplomacy and International Relations of Seton Hall University of New Jersey. CNA GG/MCH/1999ENDS, CYPRUS NEWS AGENCY2000:CYPPRESS:05[05] Foreign Minister - YugoslaviaNicosia, Mar 31 (CNA) -- The Cyprus government is not happy with the situation in Yugoslavia and would like to see a more active involvement of the Security Council on the issue.A statement by the Foreign Ministry said here Wednesday that the government "cannot be happy with what is happening today in Yugoslavia, just as it cannot be happy with the military intervention of NATO, because of the violation of the human rights of the people of Kosovo". "Cyprus continues to firmly support the right of the people of Kosovo for respect of their human rights, their cultural identity and their autonomy within the borders of a new Yugoslavia," the statement said. Noting that the government hopes that "diplomatic efforts for a peaceful solution will continue and will succeed", the statement added that in "many instances, like this one, we would have liked a more active involvement of the Security Council". The Foreign Ministry expressed "great concern over reports about atrocities against civilians" noting that "we believe that those who are proven guilty of any crimes against humanity should be decisively handled by the international community".
