CNA MA/GP/1999ENDS, CYPRUS NEWS AGENCY1215:CYPPRESS:02[02] President Clerides - MaddenNicosia, Feb 23 (CNA) -- British High Commissioner to Cyprus David Madden today discussed ways of achieving progress in the implementation of UN resolution 1218 on Cyprus with President Glafcos Clerides.Speaking after meeting the President, Madden said Britain is working for the implementation of resolution 1218 which backs Kofi Annan's efforts for the reduction of tensions and a comprehensive settlement on the island. "The British government is continuing to work for the implementation of Security Council resolution 1218," he said, adding that one of the purposes of his meeting with the President was "to talk through some of the issues in 1218 and to see what progress could be made." He pointed out that resolution 1218, approved December 1998, sets out "various objectives and things the Security Council wants to see" and said Britain is discussing the resolution "with all the parties". Referring to a visit to Washington by London's envoy for Cyprus Sir David Hannay, Madden said "one of the purposes is to discuss the Cyprus problem and ways forward" and added that Sir David "is still extremely active" in the Cyprus question. Invited to outline the official British position on the issue of guarantee's, in the light of a report in the local daily "Politis" that Sir David has supported they remain unaltered after a settlement, Madden said "the Treaty of Guarantee exists as part of the 1960 agreements". Britain, Turkey and Greece guaranteed the Republic's independence and sovereignty, when Cyprus was granted independence from colonial rule in 1960. The government's position is that these guarantee's should be broadened in a future settlement in Cyprus, divided since Turkish troops invaded and occupied 37 per cent of its territory in 1974. Madden said that "obviously security will be a very important part of the future settlement. It's up to the two sides here to talk about the security arrangements which will make them feel comfortable in a settlement." Asked if his country would support the deployment of a multinational force on the island, he said this is "one of the ideas on the table and is being discussed." The British High Commissioner said he did not discuss with President Clerides the issue of Kurdish rebel leader Abdullah Ocalan, who was abducted by Turkey last week. He also refrained from commenting on statements made on the issue by the Turkish Cypriot leader, noting he will be meeting Rauf Denktash later this week.
