0850:CYPPRESS:01[01] US State Department - Denktash's threatsWashington, Aug 4 (CNA) -- The US State Department refrained from commenting on threats by Turkish Cypriot leader Rauf Denktash not to enter talks for a Cyprus settlement because of a European Court for Human Rights (ECHR) decision ordering Turkey to pay compensation to a Greek-Cypriot refugee.Replying to questions, State Department Spokesman, James Rubin, said it is up to the Turkish Cypriot leader "to clarify his remarks. It is not up to us to describe them," he added. Denktash's new provocative treats came after ECHR's decision ordering Turkey to pay some 600.000 US dollars of compensation to Titina Loizidou, from the Turkish-occupied town of Kyrenia, for the continued violation of her right to peaceful enjoyment of her property. Turkish troops have been occupying 37 per cent of Cyprus territory since 1974, in violation of repeated UN resolutions calling for their withdrawal. Rubin stressed "the need to begin a process that addresses the full range of issues in a Cyprus settlement," and expressed the hope "the parties can engage in a process that leads to negotiations," towards this goal. "So I have no comment on what Mr. Denktash has said about the decision and he is really the one who ought to explain it," the State Department Spokesman remarked. "We want to continue to work on the Turkish Cypriot, we want to continue to work on this issue and we want to make progress. That is what we want to see," he said. The American official added "we think a process needs to begin that addresses the full range of issues in a Cyprus settlement." "That is what we have been doing, that is what Ambassador Richard Holbrooke has been doing and that is what Ambassador Thomas Miller has been doing," Rubin concluded. Earlier this month the US State Department refrained from commenting on the ECHR decision, stressing the need for "a process to address the full range of issues in a Cyprus settlement". CNA DA/MCH/GP/1998ENDS, CYPRUS NEWS AGENCY1240 CYPPRESS:02[02] Famagusta - Anti-occupation eventNicosia, Aug 4 (CNA) -- The Famagusta Municipality is organising a gathering next Saturday to declare the determination of the lawful inhabitants of Famagusta to return to their hometown occupied by Turkish troops since 1974.Famagusta Mayor, Andreas Pouyiouros, pointed out today, speaking at a press conference, that "although peaceful these events will be of an anti- occupation character". "With these events we honour all those who shed their blood for freedom and democracy for Cyprus," he added, making special reference to Tasos Isaak and Solomos Solomou, who were brutally murdered by Turkish "Grey Wolves" extremists during anti-occupation protests in 1996. Pointing to High Level Agreements and UN resolutions calling for the return of Famagusta to its rightful inhabitants, Pouyiouros expressed disappointment for the inability of the international organisation to implement its own resolutions. Pouyiouros made special reference to the 1979 High Level Agreement signed by former President Spyros Kyprianou and Turkish Cypriot leader Rauf Denktash and to UN Security Council Resolution 550 (1984), considering: "Attempts to settle Varosha by people other than its inhabitants as inadmissible" and calling "for the transfer of this area to the administration of the UN". The anti-occupation event will take place on Saturday, August 8, at Dherynia, the eastern end of the division line, and will be attended by local and foreign personalities, including British MPs Tom Cox, Eddie O'Hara and Simon Hughes, British former MP Ian Twinn and President of the Portuguese-Cyprus Friendship Group in the Portuguese Parliament, MP Rosa Maria Albernaz. Primate of the Orthodox Church in Cyprus, Archbishop Chrysostomos, House President, Spyros Kyprianou and Pouyiouros will address the event, which will also include a cultural programme. The Famagusta Municipal Council has also sent petitions to foreign heads of state and government as well as members of the US Congress, the British House of Commons and the European Parliament, asking for their assistance towards the implementation of international law in Cyprus. CNA MA/1998ENDS, CYPRUS NEWS AGENCY1445:CYPPRESS:04[04] Cyprus - AIWCS CongressNicosia, Aug 4 (CNA) -- Cyprus will host the sixth Association of Inter- Balkan Women's Cooperation Societies Congress from October 23 to 27.The Congress dedicated to "Environment and Women" is organised by Protoporia Women's Organisation and UNESCO Centre for Women and Peace in the Balkan Countries. Its objectives include the increasing of decision-makers' awareness of the need for greater commitment in improving environment quality standards. It also aims at placing greater focus on women's and NGOs responsibility in lobbying and supporting initiatives in favour of environmental protection. Participants from Albania, the Federal Republic of Yugoslavia, Greece, Bulgaria, Rumania, Turkey and Cyprus will attend the Congress, to be held under the auspices of President Glafcos Clerides. European Commissioner and Former Prime Minister of France Edith Cresson was invited to act as honourary president of the Congress. The provisional list of participants includes Council of Europe Secretary General, Daniel Tarschys, members of European Parliament, Philippe Monfils, Katerina Daskalaki and Antonios Trakatelis as well as representatives from FAO and the UN Department of Economic and Social Affairs.
