[01] Visa levy drives G/Cy press away from meeting

The reporters were told by Taner Etkin, self-styled minister of the regime, that "we will implement all the principles at the borders after this meeting and we will ask you, the media, who want to come to the north to fill the forms and pay the visa charges."

The move by the regime comes in retaliation to this morning's development when Turkish journalists, who arrived on the island through an illegal port of entry in occupied Cyprus, were not allowed by the Cyprus police to cross into the government controlled areas of the Republic to cover a meeting between President Glafcos Clerides with US emissary Richard Holbrooke.

Ports of entry in the northern part of Cyprus, occupied by Turkish troops since they invaded in 1974, have been declared illegal and anybody wishing to enter the Republic of Cyprus should do so through points controlled by the Cypriot authorities.

The Turkish Cypriot regime imposes what it calls "visa charges" at the only crossing point between the northern Turkish occupied areas and the southern government controlled part of Cyprus.

Holbrooke, who arrived here Friday, has been having talks with the two sides in a bid to resume the stalled dialogue between them.

Jiro Ono, chief of Interpol in Tokyo, said court procedures against Toshiyasu Ouchi are at a "very initial stage, so we have to ask the Cyprus authorities to continue our cooperation for the investigation and prosecution."

Ono, here with First Secretary of the Japanese embassy in Athens, Ikuya Yoshimura, said he came here to see chief of police Panicos Hajdiloizou and other responsible officers of the Cyprus government to "express our heartfelt thanks and appreciation for the cooperation with regard to the deportation case of Ouchi."

Ouchi, now before the Japanese courts, was deported from Cyprus last month after police located him and revoked his temporary permit of stay. CNA MAN/KN/MM/MA/1998

[03] No resumption of talks after Holbrooke's talks

"We do not have a resumption of a dialogue to settle the Cyprus problem, " reliable sources have said, noting "Holbrooke's talks have ended."

The outcome of Holbrooke's discussions was announced earlier this afternoon by Turkish Cypriot leader Rauf Denktash who said the American official's current mission is over and he will not be returning next week as originally reported.

The Cyprus government, in keeping with the prescribed agreement not to disclose anything about the content of these confidential talks, has not made any statement.

President Glafcos Clerides intends to brief party leaders about his discussions with the US presidential emissary, who arrived here Friday and has had repeated meetings on both sides of the divide.

The Athens government has been kept updated on the talks held over the past few days.

Early this evening Holbrooke had a second 60-minute meeting with President Glafcos Clerides after talks with Denktash earlier in the afternoon.

No statements were made after the meeting with the President and Holbrooke referred journalists to his press conference tomorrow morning, prior to his departure.

According to the French News Agency (AFP), Denktash told the press after his last meeting in Turkish occupied Nicosia "this series of shuttles by Mr. Holbrooke is over. He will leave Cyprus tomorrow and won't come back on Saturday."

Denktash also said that US State Department Coordinator for Cyprus, Thomas Miller, will also be leaving on Monday.

Miller was scheduled to remain on the island to continue consultations until Holbrooke's return.
