[02] UN chief reports on UNFICYP

Nicosia, Feb 20 (CNA) -- A UN report estimates that the cost of maintaining the UN peace-keeping force in Cyprus (UNFICYP) for the 12-month period from July this year to June 1999 amounts to 45,436,200 US dollars gross.

UN Secretary-General Kofi Annan's report on the financing of UNFICYP said this amount reflects an overall decrease of 5.3 per cent in gross terms when compared with the resources approved for the preceding 12-month period.

The cost estimates provide for maintaining the Force, consisting of 1.230 contingent personnel and 35 civilian police monitors and supported by 351 (44 international and 307 local) civilian staff.

The 45-page report deals with the Force's political mandate, operations, financial status and personnel matters and points out that the action to be taken by the UN General Assembly at its resumed 52nd session in connection with UNFICYP financing is subject to extension of the Force by the Security Council.

Referring to UNCIVPOL (UN civilian police), it notes that its responsibility is to maintain "close cooperation and liaison with Greek Cypriot and Turkish Cypriot police" on matters such as assisting investigations, contributing to law and order in the buffer zone and assisting UNFICYP humanitarian activities.

The report also notes the 1993 decision of the General Assembly that costs of the Force should be treated as expenses of the Organisation to be borne by member states and not as previous arrangements set out, by the governments providing contingents, the Cyprus government and voluntary contributions to the Force.

The governments of Cyprus and Greece made voluntary contributions amounting to 21,321,234 US dollars in 1997. Cyprus paid up 14,821,234 dollars and Greece 6,5 million.

The current composition of the Force, according to the 13 February report, is as follows: Argentina 411, Austria 258, Canada 2, Finland 1, Hungary 105, Ireland 31, Slovenia 10 and the UK 411.
