    [01] No Turkish response on missing persons' question

    Nicosia, Nov 12 (CNA) -- The Greek Cypriot side is still awaiting for the Turkish Cypriot side to honour its commitment and provide information on persons listed as missing in Cyprus.

    At the same time, it is making representations to the UN to speed-up the process of exchanging information on the issue, Government Spokesman Manolis Christofides told his daily press briefing Wednesday.

    "We reiterate our wish that this information will be submitted and that we will not face a new negative stance," he said.

    The Spokesman added the Greek Cypriot side's conviction that the agreement of July 31, 1997, was "helpful to both sides' benefits and that everything agreed should be honoured."

    The agreement between President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash stipulated they will provide each other immediately and simultaneously with information already at their disposal on the location where remains of persons listed as missing are buried.

    They had also agreed to designate a person who by the end of September, 1997, would exchange the information.

    "We are already out of the agreement's timetable so we started making representations to the UN to speed-up process," he said, noting the Greek Cypriot side would not indefinitely await for this information.

    UN resident representative, Gustave Feissel, said in September the two sides had confirmed they had identified locations where remains of missing persons were buried.

    The Greek Cypriot side expressed its readiness to give information on 200 Turkish Cypriots and 15 Greek Cypriots.

    A total of 1619 Greek Cypriots and Greeks were listed as missing persons after the 1974 Turkish invasion and occupation of the island's northern third.

    The Turkish Cypriot side gave a list of 500 persons listed as missing since 1963, when intercommunal clashes broke out.

    [03] UN top envoy in Cyprus next week

    Nicosia, Nov 12 (CNA) -- UN Secretary-General's special advisor for Cyprus, Diego Cordovez, arrives on the island Tuesday on a four-day visit for talks with the leaders of the two communities.

    "Cordovez will be here late Tuesday night and the following day he will meet President Glafcos Clerides," UN Spokesman Waldemar Rokoszewski told CNA today.

    After the meeting, the President will host a lunch for the UN official.

    Later on the same day, he will cross into the northern Turkish occupied part of the island for a meeting and a dinner with Turkish Cypriot leader Rauf Denktash.

    On Thursday, Cordovez will tour the UN controlled buffer zone and familiarise himself with the UN operation on the ground.

    He will then have lunch with party leaders from both communities at the residence of UN Resident Representative, Gustave Feissel, situated in the UN controlled area near the now defunct Nicosia airport.

    On his last day on the island, Cordovez will meet the Ambassadors of the five permanent members of the UN Security Council and immediately afterwards give a bicommunal press conference before leaving.

    [04] Cyprus welcomes start of US initiative

    Nicosia, Nov 12 (CNA) -- US Presidential Emissary for Cyprus, Richard Holbrooke, did not leave empty-handed, Foreign Minister Ioannis Kasoulides said here today.

    Pointing out it was amiss to remark that Holbrooke's brief visit to Cyprus was not useful, Kasoulides stressed the US Emissary achieved his goal.

    Holbrooke himself had stated his intention was to listen to President, Glafcos Clerides, and Turkish Cypriot leader, Rauf Denktash, and discuss all issues concerning the Cyprus problem, without proceeding to negotiations at this stage.

    The Foreign Minister said Holbrooke's experience of listening to the two leaders would facilitate his mission in the future.

    He also stressed that the Greek Cypriot side was not asked to change its positions on the Cyprus problem during yesterday's meeting between the US Emissary and the two community leaders.

    Meanwhile, the Government expressed satisfaction with the start of a process it describes as "decisive" towards a Cyprus settlement, based on combined UN and US efforts.

    Government Spokesman, Manolis Christofides, told his press briefing today, "the dynamism of the US initiative, is implemented in practice".

    "We welcome the fact that the American initiative has been launched and the ground is being prepared for a decisive involvement after the elections" of February 1998, he said.

    He also expressed satisfaction with the US initiative, noting it would help UN efforts towards a settlement and described as "politically unwise" any attempts to diminish Holbrooke's efforts.

    "We have to welcome this process and the interest shown," he said, adding "it is our duty to cooperate for a just Cyprus settlement".

    The Spokesman stressed that "a Cyprus solution appears to be a matter that would serve everybody's interests".

    Commenting on the criticism the US Emissary made on his country's policies in the 1960s and 1970s concerning Cyprus, Christofides described it as "very responsible".

    [05] Government supports rapprochement, says Kasoulides

    Nicosia, Nov 12 (CNA) -- The Cyprus government encourages and supports rapprochement between Greek and Turkish Cypriots, Foreign Minister Ioannis Kasoulides reiterated here today.

    He clarified however, the government would never patronise or attempt to direct such actions, the way the illegal regime in the Turkish-occupied areas does.

    Rapprochement is conducive to efforts for a Cyprus settlement, Kasoulides said, pointing to the usefulness of exchange of views between Greek and Turkish Cypriots concerning the Cyprus problem and their common future.

    He stressed, however, that such actions should not lead to recognition of the secessionist entity unilaterally declared in the Turkish-occupied northern part of the island.

    Kasoulides was invited to express the government positions in the House Foreign Affairs Committee, on a subject raised by MPs Katerina Pantelidou and Marios Matsakis, who argued rapprochement and visits by Greek Cypriots to the island's Turkish-occupied part might endanger the Cyprus cause.

    The government, he added, favours rapprochement efforts initiated by Cypriot organised groups, such as political parties and trade unions, which are not directed by foreign embassies.

    The Foreign Minister also pointed out that Turkish Cypriots who take part in such events are under constant attack by the occupation regime.

    [06] Cyprus dismisses allegations on US plan

    Nicosia, Nov 12 (CNA) -- Cyprus today categorically dismissed allegations of a Turkish Cypriot daily that the US engineer a plan that would eventually lead to the island's division in three parts.

    Government Spokesman Manolis Christofides told his daily briefing similar allegations were also made in the past and were dismissed.

    Turkish Cypriot daily "Birlik" claimed yesterday the US promote a plan for a Cyprus settlement allegedly providing for the division of the island in three parts.

    It claimed the largest part of the Turkish-occupied areas would remain under Turkish control with the presence of occupation troops, the southern part would remain under the control of the Cyprus Republic, while the UN- controlled buffer zone would be made wider.

    The report said security would be safeguarded by a NATO multinational force, the majority of which would be US soldiers.

    "Confidentiality of the talks does not cover imaginary cenarios," the Spokesman pointed out, adding: "I dismiss that such an issue was discussed or presented at negotiations."

    [07] Cyprus to host European Task Force meeting

    Nicosia, Nov 12 (CNA) -- The next meeting of the "European Task Force" on Emerging Markets of the Federation of European Stock Exchanges will be held in Cyprus, probably in March 1998, Dinos Papadopoulos, Chairman of the Cyprus Stock Exchange (CSE) announced today.

    Speaking at a press conference for the CSE first Annual Report, Papadopoulos said the CSE is trying to introduce new rules, which would allow offshore companies based on the island, to invest in it.

    He said, however, that there are arguments from the government against such a development, concerning those companies' status as offshore, in case they are allowed to earn revenues in Cyprus.

    Referring to the CSE's strategy implemented in 1996, Papadopoulos said a number of amendments to its legal framework were introduced last year, with the aim to modernise the Stock Exchange and render it more flexible.

    All possible measures towards the CSE promotion in Cyprus and abroad were taken, while a high level of computerisation was achieved in 1996, he added.

    Papadopoulos urged the government to envisage the necessary incentives, in order to "encourage the listing of new companies", and attract new investors to the Stock Exchange.

    [08] Cyprus government declares ready for new joint meeting

    Nicosia, Nov 12 (CNA) -- The Cyprus government would not rule out the possibility of a new meeting between the leaders of the two communities, during a visit here by a top UN envoy for Cyprus, later this month.

    This was pointed out today by Government Spokesman Manolis Christofides.

    He said if Advisor to the UN Secretary-General for Cyprus, Diego Cordovez, calls for a joint meeting of President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash "we will not refuse".

    Cordovez in expected in Cyprus on November 18 for a four-day visit.

    "Once Cordovez arrives and calls on the two leaders to meet, I don't believe we would have the luxury to refuse", he said.

    President Clerides and Denktash had Tuesday a four-hour long joint meeting with US Presidential Emissary for Cyprus, Richard Holbrooke.

    [09] Leading businessmen to attend seminar on Cyprus

    Brussels, Nov 12 (CNA) -- Leading Greek and Turkish Cypriot businessmen along with colleagues from Greece and Turkey will gather here Thursday to attend a joint non-governmental seminar.

    The seminar entitled, "In economic cooperation lies mutual benefit" is organised by the Columbia University, New York, and the Peace Research Institute in Oslo (PRIO), between November 13 and 15.

    So far 10 Greek Cypriot businessmen, 12 Turkish Cypriots, 3 Greeks and four Turks, have responded to the invitation to attend the two-day seminar, according to the organisers.

    The seminar was organised at the initiative of US Presidential Emissary for Cyprus, Richard Holbrooke, who will be a key-note speaker and will brief participants on his recent meetings in Nicosia and Ankara.

    Britain's Special Representative for Cyprus, Sir David Hannay, and US State Department Cyprus Special Coordinator, Thomas Miller, will also take part along with two personalities from the US and three from Norway.

    Apart from businessmen the seminar will be attended by Norwegian Deputy Foreign Minister Jan Egeland who has recently been handpicked by Holbrooke to a team of Cyprus peace mediators.

    The seminar, which aims to promote joint business activities between Greek and Turkish Cypriots, will start tomorrow night with a dinner.

    Prior to the dinner, Holbrooke will have a meeting with European Union's External Affairs Commissioner Hans Van den Broek, to discuss latest developments of the Cyprus problem.

    Over dinner, the US Envoy and EU Commissioner will make remarks on the seminar and talk about prospects for a settlement of the protracted Cyprus problem.

    Egeland will be among speakers at the seminar's panel of discussion.

    The British envoy for Cyprus and Van den Broek as well as entrepreneurs from Cyprus, Greece and Turkey, will address the seminar on Friday.

    Two meetings have already been held recently between this group of business people, the first in Constantinople (Istanbul) and the other in Athens.

    Former Cyprus Chamber of Commerce (KEVE) President Phanos Epiphaniou and ex-deputy Constantinos Lordos are among the Greek Cypriot businessmen to attend the seminar.

    Engin Arl, of Turkish Cypriot Young Businessmen's Association and Onder Konunoglu, President of the Federation of Turkish Cypriot Labour Unions, will also be among participants.

    Leading businessmen Costas Karras and Symeon Tsomokos from Greece and Sarik Tara and Asaf Gunerl from Turkey, will take part as well.
