CNA MM/1997ENDS, CYPRUS NEWS AGENCY1615:CYPPRESS:02[02] Non-Aligned concerned about Turkish threatsNicosia, Sep 26 (CNA) -- Foreign Ministers of non-aligned countries are gravely concerned at threats to use force against Cyprus and urge the UN to take resolute action for a viable solution to the Cyprus problem. In a communique, issued Thursday in New York, Non-Aligned Ministers expressed "grave concern" over recent Turkish threats against Cyprus and "attempts to integrate the island's occupied areas with Turkey". They also expressed "deep regret and disappointment" over Turkish positions at recent UN talks and commended President Glafcos Clerides in his efforts for successful results. Stressing the need to implement UN resolutions on Cyprus, the Non- Aligned pointed out that "the UN Security Council should take resolute action and the necessary measures including steps for the demilitarization of Cyprus" as proposed by President Clerides. The need to implement UN resolutions on Cyprus was also stressed by Cyprus Foreign Minister Ioannis Kasoulides in his address to a NAM meeting. "As a result of the non-implementation of relevant UN resolutions, not only does the Cyprus problem remain unsolved for twenty-three years, but moreover, we now face new Turkish threats of annexing the occupied part of Cyprus", he said. Kasoulides thanked the Non-Aligned Movement for the consistent and continued support and solidarity in the case of Cyprus. The Cypriot Minister backed reforms in the UN as "a fundamental priority" and welcomed the Secretary-General's recent comprehensive package of proposals to this effect. He also said the Security Council should increase its membership, be transparent in its working methods, and adhere to the principle of equitable geographic distribution and the restriction in the scope and applicability of the veto. Denktash arrived first at Feissel's residence followed by President Clerides. Clerides' car carried the flag of the Republic of Cyprus, while Denktash's car the flag of the illegal entity unilaterally declared in the areas occupied by Turkish troops since 1974. CNA MM/MCH/GP/1997ENDS, CYPRUS NEWS AGENCY1745:CYPPRESS:04[04] Turkey should assist demilitarisation efforts, says RussiaNicosia, Sep 26 (CNA) -- Turkey should assist efforts towards the demilitarisation of Cyprus rather than threatening this country, a Russian official said today. In a statement to Russian news agency "Novosti", Foreign Ministry Spokesman, Valeri Nesteruskin pointed out that demilitarisation is a prerequisite for a Cyprus settlement and that efforts should be towards that direction. "Rather than resorting to threats against Cyprus or repeating claims that the S-300 defence missile system can carry nuclear, biological or chemical heads, Turkey could take those steps that could lead to demilitarisation of the island", he said. Commenting on Turkish claims that Russian-made S-300 surface-to-air missiles would endanger the security of Turkey and the security of the other countries in the region, Nesteruskin pointed out that demilitarisation would eliminate any such possibility. He said Ankara acts in a way that questions the right of the Republic of Cyprus and the Russian Federation to conclude any kind of agreement within the framework of international cooperation. Ankara has repeatedly expressed strong opposition to the purchase by the Cyprus government of S-300 anti-aircraft missiles, threatening with military action against the island. The Cyprus government decided to purchase the Russian-made S-300 in January. The missiles are expected to be deployed next year. CNA MCH/GP/1997ENDS, CYPRUS NEWS AGENCY1955:CYPPRESS:07[07] Security talks step in right direction, says top UN envoyNicosia Sep 26 (CNA) -- Today's first discussions on security matters between the Greek and Turkish Cypriot sides is an initial good step in the right direction, UN resident representative Gustave Feissel said here today. He also said the objective of these talks is to produce common views on security matters that will be endorsed by the two sides in a common statement. "The two leaders had a good discussion on security issues in a friendly atmosphere," Feissel said after the 90-minute long meeting between President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash. He said it was agreed "that I meet with them separately in order to try to come up with a package of common views on security matters, which they will then agree on when they meet again during the next few days." These views, he explained, "will then be endorsed and agreed to, if it works, by the two sides in a common statement." Replying to questions, Feissel described today's meeting as a "a step in the right direction" which will hopefully lead to a common statement. The UN envoy said he hopes to have a second joint meeting before Thursday, when President Clerides leaves for New York to address the General Assembly. Feissel said the issue of security is "very important and one of the key elements of an overall settlement" and should not be expected to be solved "in one go". He expressed the hope this would be "an important, very useful step in the right direction which we hope will give a number of very important, clear messages on which the two sides agree on this issue." The UN official said there are areas on which the two leaders can find common views. No statements were made by the two leaders as they agreed not to make public statements about what they talked about.
