1150:CYPPRESS:01[01] Constitution, territory on the agenda of talksNicosia, Mar 28 (CNA) -- UN Secretary-General's top envoy in Cyprus, Gustave Feissel, has acknowledged that the constitutional and territorial aspect of the Cyprus question are part of the ongoing proximity talks he is conducting with the Greek and Turkish Cypriot sides.He has also said that both community leaders expect to hold direct negotiations by the middle of this year. Speaking after today's meeting with President Glafcos Clerides, Feissel said he discusses "many things relating to the Cyprus problem"' but avoided to say if the various aspects of the problem are being dealt with separately or as a package. Asked if the constitution is one of these issues, Feissel replied "obviously that is one of these" noting that the matters under discussion are well known. Invited to assess the progress, if any, on the territorial issue, the UN top aide said he could not reveal any details and added "obviously territory is one of the issues." Replying to questions, Feissel dismissed press reports quoted him as saying President Clerides and Turkish Cypriot leader Rauf Denktash being ready to have a face-to-face meeting and explained that "what I said is that in my view we will have these direct talks by the middle of this year." Both leaders, he added, have "an expectation of that." Feissel said he talks about "a number of good will gestures the two sides will hopefully implement very soon" but refrained from disclosing what these gestures might be. Replying to questions, he said the UN is pleased with "everybody's involvement" in efforts to find a settlement in Cyprus and welcomed in particular the support of the five permanent members of the UN Security Council. "We particularly want the support of Turkey and Greece which is very important," he added. Asked what the UN plans to do about the restrictions of free movement a Greek Cypriot enclaved teacher, Eleni Foka, has to endure in the Turkish- occupied northern part of Cyprus, Feissel said the UN was dealing with this matter in its own way and avoided any further comment. Turkish troops have been occupying 37 per cent of Cyprus territory since 1974, in violation of repeated UN resolutions calling for their withdrawal. CNA MM/GP/1997ENDS, CYPRUS NEWS AGENCY1200:CYPPRESS:02[02] Cypriot refugees want UNHCR to stayNicosia, Mar 28 (CNA) -- Cypriot refugees have asked UN Secretary-General Kofi Annan to reconsider a decision taken by the UN to close the office of the UN High Commission for Refugees (UNHCR) in Cyprus.The refugees' request is included in a letter sent to Annan by the President of the Cyprus Union of Refugees Christos Artemiou. Artemiou says in his letter that the refugee problem in Cyprus continues to exist, therefore the aid and services provided by the UNHCR are essential. He refers to the violation of the human rights, the consequences of the Turkish invasion and the occupation of part of Cyprus, with no signs of progress in the efforts for the solution of the problem because of the Turkish intransigence. Turkish troops have been occupying 37 per cent of Cyprus territory since 1974, in violation of repeated UN resolutions calling for their withdrawal. Some 200.000 Greek Cypriots, making one third of the island's population, have been forcibly uprooted from their homes by the Turkish invasion troops. CNA RM/GP/1997ENDS, CYPRUS NEWS AGENCY1220:CYPPRESS:03[03] Sandy Berger on Clinton's second term foreign policy agendaWashington, Mar 28 (CNA) -- The encouragement of the positive forces of global integration - economic, technological and political - while preventing the forces of disintegration from dominating the future, is the focus of President Clinton's foreign policy agenda, according to his National Security Advisor Sandy Berger.Berger described the philosophical basis of the administration's foreign policy in a major foreign policy speech yesterday at the Centre for Strategic and International Studies. In his speech, entitled "A Foreign Policy Agenda for the Second Term", the National Security Advisor said President Clinton has six key strategic international objectives: - Working for an undivided, democratic peaceful Europe for the first time in history, - forging a strong, stable Asia-Pacific community, - Embracing US role - prudently but not fearfully - as a decisive force for peace in the world, - building the bulwarks against transnational security challenges, - creating jobs and growth through a more open and competitive trading system, - maintaining a strong military and fully-funded diplomacy to get the job done. Berger said the United States must acknowledge the strategic and economic potential of South Asia, as well as that of Caucasus, Central Asia and Turkey. On Turkey, the National Security Advisor said "it is profoundly in our interest to help Turkey, at a strategic and cultural crossroads, remain anchored in the West, committed to democracy and working to resolve its differences peacefully with our Greek ally". In a related matter when the State Department's spokesman was asked to react to statements by German Foreign Minister Klaus Kinkel regarding Turkey's accession to the EU, Mr Dinger described the US policy as follows: "This decision is one that the EU has to make. It is not our decision. We, nevertheless, have made clear our view that we support closer, cooperative interaction between Turkey and Europe".
