1430:CYPPRESS:01[01] EU Irish representative arrives for extensive talksNicosia, Nov 27 (CNA) -- The representative of the European Union Irish presidency, ambassador Kester Heaslip, is scheduled to have wide ranging talks with the Greek and Turkish Cypriot sides during his week-long visit to Cyprus, which starts later today.Tomorrow Heaslip will be received by President Glafcos Clerides and have a meeting with Foreign Minister Alecos Michaelides. He will also have a working breakfast with UN Secretary-General's resident representative in Cyprus Gustave Feissel, whom he will see again next week before leaving. On Friday, Heaslip will have consecutive meetings with parliamentary party leaders. Later the same day he will be joined by EU official Serge Abou, who will accompany him. Nicosia mayor Lellos Demetriades will see the Irish ambassador on Saturday. On Monday and Tuesday, Heaslip will see Turkish Cypriot leader Rauf Denktash and meet Turkish Cypriot party leaders, businessmen and academics. He is scheduled to give a press conference on Tuesday afternoon at the Ledra Palace check point, in the UN-controlled buffer zone in Nicosia. Heaslip will meet the ambassadors of EU member states in Cyprus. He leaves on 5 December. CNA MM/GP/1996ENDS, CYPRUS NEWS AGENCY1530:CYPPRESS:03[02] Government insists on common groundNicosia, Nov 27 (CNA) -- The government has reiterated its firm conviction that the views of the Greek and Turkish Cypriot sides on fundamental aspects of the Cyprus question must converge before direct negotiations begin.The government has also indicated that it would not be adverse to continuous talks with a view to conclude a deal. ''If the preparatory work leads us to serious expectations that common ground between the two sides exists and can lead to a conclusion, then we are ready to look into this in a positive spirit,'' Government Spokesman Yiannakis Cassoulides said today after a cabinet meeting. Cassoulides underlined the need to ''find common ground'' when asked to comment on a statement by a top UN envoy that the UN would favour talks along the same lines as those held in Dayton, US, for the crisis in former Yugoslavia. He said former US Assistant Secretary of State Richard Holbrooke referred to a conference where contracting parties will negotiate until an agreement is reached, away from publicity, in an interview with the ''Washington Times". ''If this is what we mean with the term Dayton, then it is something different from a kind of international conference, such as the one that took place in Dayton,'' the Spokesman explained. Commenting on an ongoing military dialogue, under UN auspices, with the two sides, Cassoulides did not think an agreement on the issues under discussion could be announced by December 12, when the UN Secretary-General is due to publish his report on Cyprus. ''Military talks are still in their first stages,'' he said and confirmed reports that military chiefs have outlined their positions on some of the UN proposals put forward to both sides. The proposals concern the extending of an unmanning agreement to cover the length of the ceasefire line, the removal of loaded weapons from posts in close proximity and the definition of the code of conduct of soldiers serving along the ceasefire line. Replying to questions, Cassoulides did not rule out the possibility of new appointments in the US administration to undertake matters relating to the Cyprus question. Recent press reports have suggested that US presidential emissary for Cyprus Richard Beattie will leave his Cyprus job. Earlier, Jim Williams, of the US State Department, also left his status as special Cyprus envoy.
