[01] Military dialogue underway, UN says

''The talks are underway and we are going to pursue them very energetically. We expect the two sides will cooperate with us so that we can reach an agreement very quickly and without delay,'' Feissel said after a meeting here today, with President Glafcos Clerides.

The UN, he explained, has ''specific proposals'' to put forward to the two sides on unmanning, including the prohibition of loaded weapons, and ''we hope the two sides would have the right guidance to make sure that we can conclude these discussions very quickly.''

''The President reconfirmed his support and agreement to separate talks between UNFICYP and the military on each side,'' he added.

Feissel described the 1989 unmanning agreement as an ''unqualified success'' and said there is no reason why the same approach should not be applied to other areas of Nicosia and outside Nicosia where the two sides are in close proximity to each other.

He said the UN proposal to prohibit loaded weapons along the 180-kilometre long ceasefire line would help avoid tragic incidents to occur (four unarmed Greek Cypriots were killed in the past few months along the line by Turkish occupation troops and one Turkish soldier was found dead in his sentry post).

''Experience has shown there is absolutely no need for any loaded weapons along the ceasefire line,'' he explained.

The UN envoy also pointed out that the rules of engagement on each side of the ceasefire line will have to be worked out to prevent tragic incidents.

Replying to questions, he said ''the military sides'' are involved in the talks which, he noted, do not annul a US proposed dialogue between the military commanders of the National Guard and the Turkish occupation troops. This dialogue never took off the ground because of a Turkish Cypriot demand to participate.

He said the UN has ''well established mechanisms'' to monitor the implementation of any agreement on unmanning and the prohibition of loaded weapons.

Feissel has already talked to Turkish Cypriot leader Rauf Denktash about unmanning and he too backs an agreement on the matter.

He also stressed that UN efforts do not concentrate solely on the military talks but encompass the essence of the Cyprus question.

''You should realise we can do more than one thing at a time,'' he told the press.

Referring to the latest killing of an unarmed Greek Cypriot along the ceasefire line, Feissel said this was ''unacceptable and very dangerous'' and pointed out that ''very effective measures must be taken without delay'' to ensure this does not recur.
