    Serbian President Slobodan Milosevic received on Tuesday Belgian Defence Minister Jean-Paul Poncelet who is paying an official visit to Yugoslavia together with his aides.

    The talks focused on the promotion of relations and cooperation between Yugoslavia and Belgium as well as on efforts to strengthen peace and stability in the region.

    Milosevic and Poncelet welcomed the fact that the two countries had regular political contacts.

    The talks dealt also with issues concerning the U.N. Transitional Administration in Eastern Slavonia (UNTAES) that is of special interest to Belgium because of its participation in it. Confidence was expressed that the Multinational Force that plays a vital role in the region would continue to carry out its tasks successfully and act in line with its mandate and the Erdut Agreement.

    Also present were Yugoslav Defence Minister Pavle Bulatovic, Belgian Ambassador to Yugoslavia Jan Matthysen and other Yugoslav and Belgian officials.

    [02] SERBIAN REFUGEE COMMISSIONER: 76,000 VOTERS REGISTERED IN YUGOSLAVIA

    The Serbian Refugee Commissioner told a news conference on Tuesday that 76, 000 persons that were to vote in Bosnia's local elections on September 13- 14 had been registered in Yugoslavia between May 5 and June 14.

    Bratislava Morina, head of the Yugoslav Commission for assisting refugees in local elections, said no incidents had been registered during the registration of voters through efforts by teams made up of representatives of the Serbian Refugee Commissioner and 35 monitors of the Organisation for Security and Cooperation in Europe (OSCE).

    Morina said, 'Yugoslavia has again done everything to implement consistently provisions of the Dayton Peace Accords enabling all entitled to the right to vote to exercise that right, which has been positively assessed by the OSCE representatives.'

    Morina said she hoped that this well-done job had brought Yugoslavia a step closer to the OSCE and other European institutions and that the country would soon be granted full membership in them.

    Zivota de Luca of the OSCE Belgrade Office said that, of the 76,000 registered voters, 90% wanted to vote in municipalities where they had lived until 1991, while only 7.2% (5,400 persons) decided to vote in their future place of residence.

    Only 2,100 persons lodged complaints because they were not on voters' lists based on the 1991 census. Their complaints were forwarded to the Sarajevo- based Electoral Sub-Committee that will deal with them and duly inform persons concerned.

    De Luca confirmed that no incidents had been registered during the registration, denying that refugees had been prevented from deciding freely where they would vote.

    [03] MONTENEGRIN PRESIDENT RECEIVED HEAD OF U.S. MISSION TO YUGOSLAVIA

    Montenergin President Momir Bulatovic received in Podgorica on Tuesday head of the U.S. Mission to Yugoslavia Richard Miles.

    The talks focused on the latest political developments in Yugoslavia and its Republic of Montenegro.

    Bulatovic stressed that, despite internal political problems, Montenegro was firmly committed to the democratic development and economic reforms, saying it would continue contributing to the stabilisation and democratic development of Yugoslavia.

    It was stated that headway had been made in developing control mechanisms of power in the Republic as well as in the opening of media and the need for political and state institutions to act publicly and in line with regulations and their respective responsibility.

    Bulatovic said he was confident that Montenegro and its parent Yugoslavia would soon be allowed to take part in the international community's activity, in the process of which he said the United States played a vital role. He said he hoped the United States would back Yugoslavia's reintegration into the international community.

    He said he was confident that the United States had seen for itself in peace processes for the former Yugoslavia to date that Yugoslavia played a vital and constructive role in maintaining stability in the region.

    [04] YUGOSLAV DELEGATION LEAVES FOR SKOPJE

    A Yugoslav delegation, which is a part of a joint diplomatic-expert commission for determining and describing the state border between the Federal Republic of Yugoslavia and the Republic of Macedonia, left on Tuesday for Skopje to take part in the Commission's fourth session.

    The session will continue discussing the exchanged proposals for the determination of the mutual state border. The debate on this issue started in Belgrade on May 6-8, 1997.

    The head of the Yugoslav part of the Commission and the Yugoslav delegation is Radomir Bogdanovic, who is also an Ambassador at the Federal Foreign Ministry, while the Macedonian part of the Commission is headed by Branislav Stojanovski who is Macedonian Assistant Foreign Minister.

    [05] FEDERAL PARLIAMENT DELEGATION TRAVELS TO MACEDONIA

    A delegation of the Yugoslav Federal Parliament, headed by the President of the Chamber of Citizens Foreign Policy Board, Ljubisa Ristic, travels to Ohrid, Macedonia, on Wednesday to attend a Seminar organized by the NATO assembly and the Macedonian Parliament on 'security and stability in the Balkans.'

    The delegation consists of the Deputy-President of the Chamber of Republics Foreign Policy and Economic Board Zoran Zizic, member of the Chamber of Citizens Foreign Policy Board Ivica Dacic and the Secretary of the Chamber of Citizens Foreign Policy Board Dusan Maksic.

    The Seminar will discuss prospects for regional security, the prevention of conflicts and relations between the Balkan countries.

    The Seminar is being held within the 'Ros-Rot' NATO initiative, and this is the third participation of the Yugoslav Parliament.

    [06] ZELENOVIC RECEIVED CHINESE DELEGATION

    Yugoslav Minister for Development, Science and the Environment Jagos Zelenovic received on Tuesday a delegation of the Chinese State Committee for Science and Technology.

    According to the Yugoslav Information Secretariat, talks dwelt on the traditionally friendly relations between the two countries and it was stressed that China was one of the few countries which never interrupted its political presence in the Federal Republic of Yugoslavia.

    Expressing satisfaction with the meeting, minister Zelenovic pointed to the amazing scientific-technological development of the People's Republic of China in the past 15 years.

    That is all the more reason for intensifying cooperation between the two countries in the field of science, through the exchange of experience and to work on projects of joint interest.

    The Accord on scientific-technical cooperation and the Mixed Commission constitute a good institutional framework for intensifying further relations between Yugoslavia and China in the field of science, it was said at the talks.

    [07] HUGE CONTRIBUTION TO STRENGTHENING BILATERAL RELATIONS

    A Yugoslav Deputy Foreign Minister Radoslav Bulajic and Italian Senator and Foreign Ministry Undersecretary Patrizia Toia said that the just signed Program on cultural cooperation between the two countries till the beginning of the next century will help further strengthen relations in all fields.

    Following the signing of the Program, Yugoslav Deputy Foreign Minister told reporters that the Program will enable the two friendly countries to cooperate more successfully in the future in the field of education, culture, science and sports.

    'Friendly, neighbouring Italy is our traditional partner in all fields of cooperation, and at this moment, thanks to our traditional ties, this is an exceptionally important field to contribute to better understanding and cooperation, Bulajic said.

    According to his assessment, the signed Program of cooperation is very constructive and full of different activities, which should be realised in the next four years.

    Patrizia Toia said the signing of the Accord was significant, as it will help further revive cooperation between the two countries in the field of culture, which, as she said, was always good.

    'Culture always works for general progress both on the social and economic level. That is why I believe the Agreement on cultural cooperation will help develop economic cooperation between the two countries and enable Yugoslavia to gain better knowledge about the culture of another country and develop its cooperation with the international community,' Toia said.

    The Accord, Toia said, opens possibilities for the better education of young people.

    The Program will enable young people to stay in other countries, gain an education and get to know better other countries, Toia said.

    Toia said the Accord opened possibilities for spreading the knowledge of the Italian language in Yugoslavia and at the same time strengthening cultural links with Italy, and for a better knowledge of Italy in our country.

    [08] YUGOSLAVIA AND ITALY SIGN PROGRAMME ON CULTURAL COOPERATION

    A Yugoslav-Italian Programme on cultural cooperation between the years 1997 and 2000 was signed in Belgrade on Tuesday during a visit of an Italian Foreign Ministry delegation, headed by Senator and Foreign Ministry Undersecretary of State Patrizia Toia.

    The Programme was signed by Senator Toia and Yugoslav Deputy Foreign Minister Radoslav Bulajic.

    Both sides agreed that Yugoslavia and Italy had a long-term successful cooperation in the field of education, culture and science and that this was a very important element in the promotion of friendly bilateral relations.

    It was said that the Programme, which defines concrete forms, scope and priorities of ties in the field of education, culture and sports, was a framework for an even more successful and fruitful cooperation between the two countries educational, cultural, scientific and sports institutions.

    The Programme envisages direct cooperation among universities, exchange of professors and scientists and cooperation in the field of secondary school education, language teaching, exchange of lectors, participation in language seminars and mutual recognition of diplomas.

    The two countries will exchange scholarships, their cultural institutions will cooperate, they will organise exhibitions, theatre performances and concerts, cooperation between museums, film institutions and participation in festivals.

    The two countries will also cooperate in the field of monument protection, including the protection of Serbian monuments in Italy, especially the Serbian cemetery and the Serbian Orthodox Church in Trieste, and the making of joint projects and exchange of experts in the field of conservation, restoration and archaeology in Bar's Old City.

    Cooperation between archives, libraries, publishers, radio, television and press and exchange in the field of sports and youth programmes were also envisaged.

    [09] YUGOSLAV FOREIGN MINISTER RECEIVED BELGIAN DEFENCE MINISTER

    Yugoslav Foreign Minister Milan Milutinovic on Tuesday received Belgian Defence Minister Jean-Paul Poncelet, who is on a visit to Yugoslavia at the invitation of his Yugoslav counterpart Pavle Bulatovic.

    Poncelet's visit marks the continuation of a regular political dialogue with Belgian representatives. Milutinovic visited Belgium in mid-May.

    The two ministers discussed the regional situation, Belgium's engagement and role in the stabilisation of peace in the Srem-Baranja Region and implementation of the basic agreement.

    It was said that the Belgian contingent in the U.N. Transitional Administration of Eastern Slavonia had professionally and responsibly carried out its role and tasks.

    Interest and need was expressed for Belgium to continue its role and engagement in the region until the end of the transitional period in the interest of peace, permanent stability and preservation of the region's multiethnic character.

    The head of the Yugoslav part of the Commission and the Yugoslav delegation is Radomir Bogdanovic, who is also an Ambassador at the Federal Foreign Ministry, while the Macedonian part of the Commission is headed by Branislav Stojanovski who is Macedonian Assistant Foreign Minister.

    [41] YUGOSLAV FOREIGN MINISTER RECEIVED BELGIAN DEFENCE MINISTER

    Yugoslav Foreign Minister Milan Milutinovic on Tuesday received Belgian Defence Minister Jean-Paul Poncelet, who is on a visit to Yugoslavia at the invitation of his Yugoslav counterpart Pavle Bulatovic.

    Poncelet's visit marks the continuation of a regular political dialogue with Belgian representatives. Milutinovic visited Belgium in mid-May.

    The two ministers discussed the regional situation, Belgium's engagement and role in the stabilisation of peace in the Srem-Baranja Region and implementation of the basic agreement.

    It was said that the Belgian contingent in the U.N. Transitional Administration of Eastern Slavonia had professionally and responsibly carried out its role and tasks.

    Interest and need was expressed for Belgium to continue its role and engagement in the region until the end of the transitional period in the interest of peace, permanent stability and preservation of the region's multiethnic character.
