[01] NORMALIZATION OF RELATIONS WITH WTO IS YUGOSLAVIA'S STRATEGIC INTERESTB e l g r a d e (Tanjug) - The Federal Republic of Yugoslavia has a strategic interest in normalizing its relations with the World Trade Organization as this would lead to its reintegration in world economy on an equal footing. This was concluded at a meeting Monday between Yugoslav Prime Minister Radoje Kontic and representatives of relevant State bodies and scientific institutions, which focused on issues regarding the normalization of relations with WTO.Joining the WTO would also enable Yugoslavia to take advantage of the most favoured nation status in foreign trade relations. The initial talks on regulating relations with WTO were successful and normalization can be carried out taking into account the interests of both sides, it was noted at the meeting. The participants noted that the normalization process would involve serious and complex tasks such as the drawing up of a Yugoslav Memorandum on Foreign Trade and of its Lists of Concessions in Agriculture and Industry. The Foreign Trade Institute is drawing up at the Government's request the Lists of Agricultural Concessions in the spirit of a relevant WTO agreement, which will be very important for the development of Agriculture and Yugoslavia's integration in WTO, it was noted at the meeting. [02] RS DELEGATION BEGINS TALKS WITH U.N. TRIBUNALB e l g r a d e (Tanjug) - The first top-level delegation from Republika Srpska (RS), the Serb entity in Bosnia and Herzegovina, to visit the Tribunal for War Crimes in the former Yugoslavia, held talks Monday with officials of the Tribunal's Administrative Department.The AP news agency quoted lawyer Igor Pantelic, a member of the RS three-strong delegation, as saying that the talks pertained to 'technical questions concerning the transfer of documents and the position of a liaison officer from the Republika Srpska.' The RS delegation is headed by Justice Minister Marko Arsovic. Pantelic assessed the two-hour talks here on Monday as successful and said that 'more sensitive issues' would be discussed in the next two days. Arsovic told a press conference in Belgrade before leaving for the Hague, that the extradition of RS citizens was not in line with the RS constitution and would take place when the bodies of Bosnia and Herzegovina start to function since the Dayton Agreement stipulates that the issue is in their competence. The bodies of Bosnia and Herzegovina shall be constituted after first post-war elections scheduled for September 14. Before leaving for the Hague, Arsovic announced that he would discuss with Tribunal officials indictments against political and military leaders of the Muslim-Croat Federation. [03] LARGE NUMBERS OF REFUGEES FROM BIH APPLY FOR VOTING AT ELECTIONSB e l g r a d e (Tanjug) - Response of refugees who register themselves for voting at the upcoming elections in Bosnia and Herzegovina (BiH) is very good, according to the early unofficial results, said on Monday Chairwoman of the Yugoslav Government Commission for extending assistance to refugees in Yugoslavia concerning elections in the BiH Bratislava Morina. 'The response of refugees from the BiH in Yugoslavia is remarkable, and extending the deadline for registry into voters books by August 5 will make it possible for all to check, without haste, whether their names are on the 1991 BiH lists of voters,' said Morina.In her words, the good response means that the refugees had declared themselves that, in the first place, they want to go personally and give their votes to the municipalities in the territory of the Republika Srpska (R.S.) irrespective of the fact that they had earlier lived in the municipalities that now belonged to the Muslim-Croat Federation. 'The Serb refugees in Yugoslavia are well aware that, with their votes at the forthcoming elections in the BiH, they are in real fact struggling for the state of the R.S., without obligation to return there,' Morina stressed. [04] GEN. WALKER ON IMPLEMENTATION OF MILITARY ASPECT OF DAYTON AGREEMENTD o b o j (Tanjug) - The Commander of IFOR ground troops U.S. Gen. Michael Walker said Monday in Doboj, a town in the north of Republika Srpska (RS), that he was satisfied with the implementation of the military aspect of the Dayton Agreement. Gen. Walker and Doboj Mayor Drago Ljubic held a meeting which was also attended by the Commander of the Nordic-Polish Brigade with IFOR, Gen. Jan Berhstrom. Walker said that a new attempt by Muslims to cross into Doboj without any control may be expected.Walker agreed with Ljubicic that these attempts were a result of manipulation by forces in the Muslim-Croat Federation opposed to peace. [05] STEINER PERSONA NON GRATA IN MOSTARB e l g r a d e (Tanjug) - The Mayor of the Croat part of Mostar, Mijo Brajkovic, told the Croatian Radio on Monday evening that there was no room for Michael Steiner, the Deputy High Representative for the implementation of the civilian aspect of the Dayton Agreement, in that city in the South of Bosnia-Herzegovina.Brajkovic thus reacted to Steiner's statement that the Croat part of Mostar was ruled by political mafia. Brajkovic also rejected a statement by the European Union that a Mostar Mayor would be elected even without the approval of the Croat side if it continued to boycott the setting up local bodies. The Croatian Democratic Union of Mostar will not yield, Brajkovic said. [06] U.S. NAVY VICE-ADMIRAL JOSEPH LOPEZ TO TAKE OVER COMMAND OVER IFORW a s h i n g t o n (Tanjug) - U.S. Navy Vice-Admiral Joseph Lopez will take over command over the NATO-led Peace Implementation Force in Bosnia (IFOR) later in the week, replacing retiring U.S. Admiral Leighton Smith.Lopez, who joined the Navy as an enlisted man 36 years ago, took part in the Vietnam war and was three times decorated. He was commander of the U.S. Sixth Fleet in the Mediterranean and Head of NATO Strike Forces in Southern Europe in 1992 and 1993. Lopez, who has been named to become a four-star full Admiral by U.S. President Bill Clinton, will also replace Smith as Commander of NATO's Southern Command and Head of U.S Naval Forces in Europe. [07] DINI: CROATIAN-YUGOSLAV COOPERATION IMPORTANT FOR REGIONAL STABILITYR o m e (Tanjug) - Italian Foreign Minister Lamberto Dini said here Monday the establishment of diplomatic ties and other forms of cooperation between Croatia and the Federal Republic of Yugoslavia was important for the stability of the entire region. Speaking at a joint press conference with Croatian Foreign Minister Mate Granic after their talks, Dini said Granic had informed him that relations between Zagreb and Belgrade were constantly improving.Dini said the settling of the Mostar crisis was of key importance for the holding of general elections in Bosnia-Herzegovina in September, which should result in the forming of new democratic institutions in Bosnia-Herzegovina. Granic agreed with Dini on the importance of the elections in Mostar within the framework of the upcoming general elections in Bosnia, but pointed out that any unilateral pressure would be counter-productive. [08] YUGOSLAVIA RETURNING TO WORLD THROUGH LONDONL o n d o n (Tanjug) - London as well as Britain are becoming increasingly important for Yugoslavia's return to the world business and financial community, Financial Times of London said Monday.Commenting on the last week's talks between a Yugoslav delegation and the London Club of commercial banks, creditors of the former Yugoslavia, the paper quoted Yugoslav Minister Vuk Ognjanovic as saying the talks were a step ahead in Yugoslavia's return to the world financial market and in the resolution of issues surviving the former Yugoslavia. Ognjanovic, who headed the Yugoslav delegation to the talks, described the three-day talks in London as constructive and friendly. The paper also said Yugoslavia's major advisor in business and financial negotiations with the international community was Natwest Markets which it said belonged to the biggest British banking system. the London-based Lowe Bell Financial Agency is also Yugoslavia's advisor. The Agency was set up by Tim Bell, the leading strategist of the British Conservative Party, the paper said. The paper described Lowe Bell Financial as one of the leading and most successful agencies of its kind in Britain and the world, saying acting as advisor to Yugoslavia would be a challenge for the Agency.
