[01] MILOSEVIC, HOLBROOKE DISCUSS IMPLEMENTATION OF BOSNIA PEACE PLANB e l g r a d e, July 19 (Tanjug) - Serbian President Slobodan Milosevic and U.S. Special Envoy Richard Holbrooke on Thursday discussed the implementation of the Bosnia Peace Plan, especially the comming elections. In an exhaustive discussion, representatives of the Federal Republic of Yugoslavia, the Republika Srpska and the United States agreed on the questions of interest for the speedy normalization of the situation in Bosnia.They agreed on the adequate preparation of elections for legal institutions, whose establishment would undoubtedly help consolidate peace and stability and get a positive approach to the restoration of cooperation and trust among the peoples in the region. The talks were attended by Montenegrin President Momir Bulatovic and Republika Srpska top representatives Momcilo Krajisnik and Aleksa Buha, Yugoslav Deputy Prime Minister Nikola Sainovic and Yugoslav Foreign Minister Milan Milutinovic. [02] HOLBROOKE SAYS KARADZIC'S WITHDRAWAL AGREED ONB e l g r a d e, July 19 (Tanjug) - U.S. Special Envoy Richard Holbroke, who had 10- hour talks with the Yugoslav and the Republika Srpska leaderships on Thursday, said on Friday that the withdrawal of Radovan Karadzic from the office of the Republika Srpska President had been agreed on.The agreement also envisages the freezing of all his powers at the office of the Serbian Democratic Party President and his giving up of all political and public functions in future. Holbrooke told reporters that the United States was not fully satisfied with such results of the talks, but that an agreement with the Republika Srpska leadership, which, according to the United States, would ensure the fulfilment of what had been agreed in Dayton, was in the interest of a speedy holding of elections and stabilizaion of the peace process. [03] YUGOSLAV GOVERNMENT ADOPTS PLATFORM FOR MILUTINOVIC-POOS TALKSB e l g r a d e, July 18 (Tanjug) - The Yugoslav Government on Thursday adopted a platform for talks between Foreign Minister Milan Milutinovic and his Luxembourg counterpart Jacques Poos who will arrive on a two-day official visit to Belgrade on July 21.In a session chaired by Prime Minister Radoje Kontic, the Government said Milutinovic-Poos talks would provide an opportunity to better understand Yugoslavia's role in the implementation of the peace process and cooperation in the region as well as its relations with the European Union. All this should speed up Yugoslavia's return to the international community and its major institutions, the Government said. The Government also adopted a platform for talks between Vice-Premier Nikola Sainovic and Libyan officials during his visit to Libya in late July as well as for talks between Minister of Development, Science and Environment Janko Radulovic and Officials of the International Centre for Genetic Engineering and Biotechnology in Trieste and Rome on July 23-27. [04] YUGOSLAV GOVERNMENT DRAFTS AGREEMENT WITH IFORB e l g a d e, July 18 (Tanjug) - The Government of the Federal Republic of Yugoslavia on Thursday drafted an agreement between the Federal Republic of Yugoslavia and the IFOR on the use of the Federal Republic of Yugoslavia air space for backing the UNTAES for Eastern Slavonia, Baranja and Western Srem.The agreement adopted at a session, presided by Yugoslav Prime Minister Radoje Kontic, regulates technical questions of implementing the general frame peace agreement. Provisions of the agreement pertain to the activity of the particular systems of the Yugoslav anti-aircraft defence during the restricted use of the Yugoslav air space by IFOR in case of the need for air support to the UNTAES in the Srem-Baranja Region. [05] YUGOSLAV COMMISSION APPROVES REPORT OF TASK FORCE ON SUCCESSIONB e l g r a d e, July 18 (Tanjug) - The relevant Governmental Commission approved in Belgrade on Thursday the report by the Yugoslav task Force on Talks held in Brussels on July 8, a Government statement said.The Commission for relations with the peace implementation council and world financial and trade bodies approved also the report by the Yugoslav delegation to London talks with the International Coordinating Committee of Commercial Banks held on June 27-28. The body decided that the Yugoslav delegation to upcomming talks with the London club of creditors offer as a model for reorganising the country's foreign debt the conversion of this debt into foreign investment. The Commission, whose session was chaired by Prime Minister Radoje Kontic, took the view that, after the lifting of years-long sanctions, this would facilitate the Yugoslav economy's resumption of normal production and servicing of its foreign debt. The body reviewed also the method of work and conceptual approach of the task force on succession. The intention is to bring the positions of the Federal Republic of Yugoslavia and the former Yugoslav republics on the division of assets and liabilities of the former federation closer together in the fourth round of talks, scheduled for September. The Commission adopted a platform for the resumption of talks with the International Coordinating Committee of Commercial Banks, to be held in London on July 24-26. [06] REGISTRATION OF BOSNIA REFUGEES WITH RIGHT TO VOTE TO BEGIN ON MONDAYB e l g r a d e, July 18 (Tanjug) - The registration of refugees who have the right to vote in Bosnia's elections scheduled for September 14 will begin in Yugoslavia on Monday.Yugoslavia will open 8,000 registration stations for refugees who want to register to vote, it was stated in Belgrade on Thursday. Head of the Yugoslav Government Commission for Participation of Refugees in the Elections, Bratislava Morina, said the refugees' massive participation in Bosnia's first democratic elections would make it possible to build a lasting peace there and secure the future for the Republika Srpska. All refugees sheltering in Yugoslavia who were registered as Bosnia's citizens in the 1991 census have the right to vote, Vladimir Cucic, the Commission's Secretary, said. About 50,000 refugees who have fled the Republic of Serb Krajina can vote in the Republika srpska, but have to register to vote first and vote personally in a Republika Srpska municipality they choose. Cucic said about 150,000 refugees from Bosnia could decide whether they wanted to vote in Yugoslavia or to go to Bosnia and vote there. Refugees who have fled areas currently under control of the Moslem-Croat Federation and want to vote for federation candidates can do so in Yugoslavia. If, however, they want to vote for Republika Srpska candidates, they have to vote in a Republika Srspka municipality they choose. BOSNIA - HERZEGOVINA[07] BILJANA PLAVSIC RECEIVES ROBERT FROWICKP a l e, July 19 (Tanjug) - Republika Srpska acting President Biljana Plavsic on Friday met with head of the Bosnia mission of the Organization for Security and Cooperation in Europe Robert Frowick. Details about the meeting, which was brief, were not available.IFOR[08] IFOR ACCUSES MUSLIMS OF INCIDENT AT USCE NEAR DOBOJ, NORTHERN BOSNIAD o b o j, July 18 (Tanjug) - Spokesman for the Nordic-Polish brigade serving on the IFOR Cap. Frederik Amland has accused local Muslims of provoking an incident on July 5 following the opening of a bridge over the Usora river, near Doboj in the Republika Srpska.Amland specified at a news conference in Doboj that this was a criminal incident provoked by the Muslims and that IFOR would no longer tolerate any such incidents. Several hundred of Muslims from Tesanj had then tried to break into neighbouring Doboj, but were prevented by several thousand of Doboj inhabitants. In the incident, Muslims beat two reporters of the Doboj independent fortnightly alternative. SREM-BARANIA REGION[09] SERBS IN EASTERN SLAVONIA CALL FOR EXTENSION OF UNTAES MANDATEV u k o v a r, July 18 (Tanjug) - The Assembly of the Serb region of Eastern Slavonia, Barania and Western Srem on Thursday called on the U.N. Security council to extend mandate of the UNTAEs for another year.The assembly said it expected the Security Council to persuade Croatia to alter its amnesty law which it said was partial, selective and unobjective. The Security Council described the law in much the same terms in its May 22 session, the assembly said. The assembly expressed discontent with Croatia's inconsistency in implementing article 4 of the agreement stipulating that conditions be created for the return of all refugees and displaced persons. In this connection, the Assembly said Croatia had approved 7,000 Serb requests for the return home, but said only 1,500 people had returned up to this point. Despite the fact that their requests have been approved, male members of families do not dare return home because the amnesty law refers to the Serb region of Eastern Slavonia, Barania and Western Srem only, the Assembly said. The Assembly also said it must not be forgotten that about 500,000 Serbs had fled Croatia since the outbreak of war. More than 70,000 Serb refugees from Northern Dalmatia, Lika, Banija, Kordun and other parts of Serb Krajina have found shelter in the region. The assembly called attention to constant violations of Serb human rights in Croatia, and said the latest report by the U.N. Human Rights Commission's Special Rapporteur Elisabeth Rehn listed a large number of instances of human rights violations, murders, maltreatment of civilians, destruction of private property and preventing Serb refugees from returning home.
