ARE WITHDRAWING INFORMATION ABOUT SARAJEVO SHELLING MILOSEVIC - HOLBROOKE TALKS YUGOSLAV, CROATIAN, BOSNIAN MUSLIM-CROAT OFFICIALS TO MEET IN GENEVA B e l g r a d e, Sept. 1 (Tanjug) - The first preliminary conference of delegations of the Yugoslav federation of Serbia and Montenegro, Croatia and the Bosnian Muslim-Croat federation will be held in Geneva late next week. The delegations will be headed by foreign ministers, and will be meeting under the aegis of the five-power Contact Group for Bosnia, it was announced in Belgrade late on Friday, after talks between Serbian President Slobodan Milosevic and a U.S. negotiating team. Milosevic on Friday again received U.S. Assistant Secretary of State Richard Holbrooke, who heads the high-ranking U.S. team which comprises representatives of the White House, the Pentagon, the joint chiefs of Staff and the State Department. They discussed the most important questions concerning the Yugoslav crisis, in an effort to create the necessary preconditions for the next stage in the peace process, a statement released from the Serbian President's Cabinet said. Both sides expressed satisfaction with the headway made in the course of the talks to date, and hoped that the U.S. peace initiative would be successful. They said the initiative offered a constructive framework encompassing key elements of importance to a political settlement of the crisis, and the commitment that the crisis be ended through talks and coordination among its acters on the basis of full equality. They agreed that ministerial delegations of Yugoslavia, Croatia and the Bosnian Muslim-Croat federation meet in Geneva late next week under the Contact Group's auspices for a first preliminary meeting in preparation for an international conference on peace in the region. They stressed that efforts at this time should be concentrated in the direction of establishing a lasting and stable peace as soon as possible. This necessitates the laying down of a foundation for a comprehensive peace settlement, which includes also agreement about principles on which such a comprehensive political settlement should be based, it was heard at the meeting. The meeting was attended also by Yugoslav Foreign Minister Milan Milutinovic and U.S. Charge d'Affaires in Belgrade Rudolf Perin. AKASHI - EASTERN SLAVONIJA KRAJINA SERBS ACCEPT PEACEKEEPERS' NEW MANDATE E r d u t, Sept. 1 (Tanjug) - Krajina Serbs in the Eastern Slavonija region accepted on Friday a proposal put forth by U.N. Special Envoy Yasushi Akashi for a new mandate for U.N. peacekeepers in sector East. Akashi made the announcement to reporters after meeting with local Serb representatives, and the acceptance of the offer was confirmed by Serb Krajina Assistant Defence Minister Milan Milanovic, who headed the Serb delegation. After hours of talks in Erdut, Eastern Slavonija, Milanovic said that Akashi's proposal had been accepted, and that the most important thing was that the 'new mandate does not prejudice a political settlement.' Explaining the offer, Akashi said that the new mandate meant re-establishing the ceasefire signed in Zagreb on March 29, 1994, and implementing the Dec. 2, 1994 agreement on economic cooperation between the Republic of Serb Krajina and Croatia. Akashi said he felt greatly encouraged by the positive attitude of the Serbs side, and would soon be meeting with the Croatian side, after which he should recommend to the U.N. Secretary-General that the implementation of the mandate begin as soon as possible. INTER-PARLIAMENTARY UNION UN DISCREDITED BY NATO INVOLVEMENT IN BOSNIA N e w Y o r k, Sept. 2 (Tanjug) - NATO's military involvement in the civil war in Bosnia-Herzegovina on the side of one party to the conflict does not contribute to peace and discredits the peace-making and impartial role of the United Nations, Vice-President of the Yugoslav Inter-Parliamentary Union Goran Percevic said in New York. In a speech delivered at a special session of the Council of the Inter-Parliamentary Union at the United Nations Friday evening, Percevic pointed out that the use of force, particularly through sanctions, could not bring about solutions to international conflicts, particularly not to civil wars. The use of force cannot replace a peaceful and political settlement of the problem, Percevic told representatives of about 100 countries taking part in the special session on the occasion of the U.N. jubilee. The session, which will focus on the 'Parliamentary vision of international cooperation in the 21st century,' is attended by a delegation of the Federal Republic of Yugoslavia, headed by the speaker of the Chamber of the Republics, Milos Radulovic. Percevic said that, in its international relations, Yugoslavia was giving absolute priority to political means in resolving all conflicts and disputes. Speaking about the role of the United Nations, Percevic stressed that the principles of the U.N. Charter should be the corner-stone of all future U.N. activities. Yugoslavia is ready to take active part in the overall transformation of international relations and contribute to revitalizing the U.N. and upgrading its effectiveness. In order to achieve these aims, Yugoslavia is ready to fully cooperate with the world organization, Percevic said. FROM FOREIGN PRESS GREEK POLITICIANS AND MEDIA FOR URGENT HALT TO NATO STRIKES A t h e n s, Sept. 1 (Tanjug) - The Greek government and leaders of all political parties are united in their stand that there is no reason for NATO to continue attacks on Bosnian Serb targets. Any continuation of the bombardments could cause unforeseeable damage to the peace process, the mainstay of which is Belgrade, Greek Foreign Minister Karolos Papoulias said Friday in an interview to Mega TV station. In his telephone conversation with Russian Foreign Minister Andrei Kozyrev Thursday night Papopulias said that Russia and Greece expressed an identity of viewpoints regarding the dramatic events in Bosnia caused by NATO strikes. Greek radio and TV stations SKY and Antena said Friday, quoting unofficial NATO sources, that there is no conclusion in the U.N. report about Bosnian Serbs being responsible for the Sarajevo Monday shelling and the massacre of civilians which served as a false alibi to bombard them. Although it was not specified who leaked this information it was said that NATO action was based on a pure fabrication of facts. U.N. ARE WITHDRAWING INFORMATION ABOUT SARAJEVO SHELLING B e l g r a d e, Sept. 1 (Tanjug) - The U.N. has kept as top secret information about the exact location from where shells were fired on Sarajevo monday, killing 37 people, and blamed the Bosnian Serbs, said the ITAR-TASS correspondent at the U.N. Boris Sitnikov said this served as an excuse for launching the NATO military campaign against the Bosnian Serbs. U.N. officials reiterated that the shells were fired from Bosnian Serb positions, but when asked to give the exact location, U.N. spokesman Fred Eckhard replied he was not at liberty to say, said ITAR-TASS. Eckhard did promise, however, that the U.N. Secretary-General would draw up a report on the issue. Similar events followed the 1994 explosion on the Sarajevo Markale market, which served as an excuse to launch a NATO military campaign. At the time, certain sources claimed that U.N. experts were drawing up a report putting the blame on the Bosnian Muslims. However, the report was never made public, said Sitnikov. Eckhard said the U.N. military command this time immediately concluded that the Bosnian Serbs were to blame, judging by the appearance of the crater, radar shots and testimonies by eyewitnesses.
