NEWS REVIEW, REPUBLIKA SRPSKA

PALE - The Republika Srpska (RS) Prime Minister, Milorad Dodik, will have talks in Pale with Municipal leadership and local businessmen.

VIENNA - The Croatian authorities are obstructing return of Serb refugees, promising whole contingent of returnees and after that, making impossible conditions, warned today in Vienna the President of the Serbian Society "Scd Nikodin Milas for democracy and return of refugees", Milovan Skoric. In a statement for SRNA he said that "Croatia is using tactics of deceiving of the international community and making promises which she never fulfils".

KRAGUJEVAC - A member of Forum for the Serbia European Movement international relations, Ilija Djukic, said that with refusing of internationalisation of Kosovo, the FRY President Slobodan Milosevic confronted the whole world. In a statement for SRNA he stressed that "a problem of Kosovo is already internationalised and became an internal matter of all neighboring states, in spite Milosevic who claims that Kosovo is an internal matter of Serbia".

SOFIA - The Albanian Prime Minister Paskal Milo will visit Sofia where he will have talks with the Bulgarian Foreign Affairs Minister Nadezda Mihajlova about situation in the region, especially in Kosovo. As it was announced, Milo will also have talks with the Bulgarian President Petar Stojanov and the Prime Minister Ivan Kostov.

BANJALUKA - The RS President Biljana Plavsic will have talks tomorrow in Sarajevo with the French President Jacques Chirac, who is coming in a two days' visit in B&H, it was stated for SRNA from president's Cabinet. Together with Biljana Plavsic the RS vice-president Dragoljub Mirjanic and the adviser of the RS President for economic affairs Rajko Tomas will also be there.

SARAJEVO - The RS Prime Minister Milorad Dodik and Pale municipal leadership reached an agreement on building of residential building for 20 families of killed soldiers." The Government will provide the assets and the Municipal will provide the location and infrastructure for building", said Dodik. The RS Prime Minister said again that no man, employed in special service of the former Government will lose his job. "They will be engaged in services connected with the Council of Ministers, Cabinet of the B&H Presidency member, Momcilo Krajisnik and the RS delegation in the B&H Parliamentary Assembly", said Dodik. The RS President stressed that from 9 millions of DM from Fund budget for help to economy a six millions will be invested in the eastern part of RS, among other things for "Famos" in Koran

SARAJEVO - The RS Prime Minister Milorad Dodik and representatives of the "Famos" - motor factory from Koran reached an agreement on joint effort in Europe in order to provide market and marketing for products, which production exceeds the RS market. "Social or any other problem can not be solved without increasing of production. The Government is ready to give full support in solving of problem for successful production", said Dodik.

BANJALUKA - The President of the Serbian Party of Krajina and Posavina (SSKiP), Predrag Lazarevic, said at a press-conference in Banjaluka that a problem of refugees in B&H would not be solved until a problem of exiled Serbs from Croatia was solved. Referring to a round table held recently in Laktasi on return of refugees from Krajina and Croatia, Lazarevic said that absence of the relevant RS Minister and relevant representatives of the international community showed that neither RS nor the international community were not interested in solving of that problem.

BANJALUKA - The International Community High Representative Carlos Westendorp and the OSCE chief of mission in B&H Robert Barry decided to stop further work of the Srebrenica Municipal Assembly and establish temporary Executive Board, because results of the municipal elections in Srebrenica have not been implemented in due time. At a joint press- conference in Banjaluka the Deputy International Community High Representative Hans Schumacher and Robert Barry said that the new transitional board would be chaired by the international representative. "The chairman and members of temporary Executive Board, composed of four Serbian and four Muslim members, will be appointed in the next ten days by the High Representative and myself", said Barry.

AMSTERDAM - The International Crisis Group (ICG) announced new changes of rules of the election system in RS, FB&H, as well as a correction of some parts of the Dayton Agreement. "Change of the election regulations, before the September, will make possible for multinational and united stated to be created. These changes are aiming to eliminate influence of national parties and strengthening of civil coalitions, that will be more cooperative toward requests of the international community", said the ICG.

BELGRADE - Representatives of the Serbia Assembly should discuss tomorrow abut proposal of the Government on referendum on foreign mediation in Kosovo on April 23. The assembly adopted changes of the Law on referendum, by which a deadline for implementation of referendum is reduced from 30 to 15 days.

BRCKO - The American congressman and a member of the Republic Party John Harrisburg said in Brcko that there was serious possibility of imposing sanctions against FRY unless FRY President Slobodan Milosevic agreed to have talks with Albanians from Kosovo. After a meeting, Harrisburg said that a problem of Kosovo had to be solved by a dialogue with no force.

SARAJEVO - The President in the B&H Presidency from RS Momcilo Krajisnik had talks in Pale with the RS Prime Minister Milorad Dodik. After the meeting behind closed doors Krajisnik and Dodik did not give any statements for the press.

SARAJEVO - The RS and FB&H Prime Ministers Milorad Dodik and Edhem Bicakcic signed an agreement in Sarajevo, with the presence of the International Community High Representative Carlos Westendorp, on founding of a Public Corporation of the B&H railroad transportation. The RS Prime Minister expressed hope that in due time more such agreements would be signed, and maybe citizens of both entities would unburden themselves of "the recent past". "In future we expect to solve a series of questions still unsolved", said Dodik and confirmed that the RS Government supported the Dayton Peace Accord.

BRCKO - A group of the American congressmen repeated its assessments during talks with the Brcko municipality leadership, that a significant progress has been made in implementation of the Dayton Peace Accord, bigger than in other parts of B&H. Members of the American Congress, Marc Kirk and Clifford Capceen, the democrats, and John Harrisburg, a republican, said that Brcko should serve as an example to other cities in B&H. The U.S. will urge on the Government in Sarajevo for Serbs to come back to Sarajevo.

BANJALUKA - The president of the RS Union of Syndicates, Cedo Volas forwarded a request to the RS President Biljana Plavsic and the RS Prime Minister Milorad Dodik for them to have meeting as soon as possible in order to discuss social problems of workers and pensioners. In the request a discontent of workers has been emphasised because of the lowest price of work amounting 40 DM and because of the delay in passing of the Law on Enterprises and Privatisation.

BIJELJINA - A public discussion was held in Bijeljina about the Draft of Law on Enterprises, organised by the Bijeljina chamber of the economy and the RS Ministry for Industry and Technology. A member of the expert team, who had participated in compilation of the Law on Enterprises, Veljko Dakic said that the Law on Privatisation would introduce a capitalistic forms of organising to RS, adding that the law was composed of 435 articles.

BELGRADE - The refugees help Association in FRY said that the Serbia Electrical Industry issued high accounts to the refugees, in spite promises given by the Electrical Industry. "These accounts came as a consequence of depths from the period of time when they were promised not to pay the electricity" - is said in the statement delivered to SRNA.

BELGRADE - The President of the Serbian Democratic Party Dragoljub Kojcic accused authorities in Serbia because of their incapability to solve national tensions in Kosovo. "The FRY President Slobodan Milosevic failed to prevent interfering in internal matters of Serbia by diplomatic means, so with this referendum he is shifting the responsibility to the people" - said Kojcic at a press-conference in Belgrade.

NEWS REVIEW, REPUBLIKA SRPSKA

RUDO - Representatives of the Rudo Municipal leadership announced talks with the RS Prime Minister Milorad Dodik about launching of production at the industrial capacities dislocated from Srpsko Sarajevo.

PRISTINA - Sali and Brahim Berisa, Brahim Suljaj, Fadilj, Ramadan and Brahim Zogaj are Albanians from Kosovo whose bodies were found in Carevac on the road for Malisevo , southwest of Kosovo. They were loyal to Serbia authorities There was no blood on the place they were found , so there is assumption that they were killed somewhere else. There are still no official information. There is on-going inquiry.

PRISTINA - Remains of the terroristic groups of the Albanians from Kosovo attacked Serbia MUP police stations four times, in Drenica, but there were no victims. A police station near the village of Klina was attacked three times, and police station near the village of Brocna once.

PRISTINA - A leader of the Albanians from Kosovo Ibrahim Rugova included Fehmi Agani, Veton Suroi, Mahmut Bakali and Pajazit Nusi in a team for talks about Kosovo's problem. The same source said that Albanians from Kosovo would participate only if the international community representatives were there.

TREBINJE - At the Museum of Hercegovina in Trebinje a traditional cultural manifestation "Ducic's nights of poetry" was opened with the archeological exhibition. Exhibits dates from 12th, 13th and 14th century.
