NEWS REVIEW, REPUBLIKA SRPSKA

NEW YORK - A member of the RS Expert Commission for Relations with the Hague War Crimes Tribunal, Darko Trifunovic, is participating the session of U.N. Preliminary Committee for forming of an international war crimes tribunal. Last night he stated for SRNA that it has been proposed for this court to be independent on the U.N.. Trifunovic explained that the financing of the court was seriously debated and that in the end it was decided that the court should be related with the U.N. only regarding the money which would be drawn from the organisation's regular budget. Members of the Preliminary Committee talked also about applicable law and necessity of establishing a law hierarchy composed of the statute, international contracts and conventions which would be implemented.

BERLIN - On April 28 or 29 a conference on B&H will be held in Berlin. Economic issues and the problem of refugees' return are to be discussed at the conference, the Berlin daily "Tagesspiegel" reported. According to the paper, the German Senator for Foreigners Barbara Jon called, among the others, the RS Prime Minister Milorad Dodik and the Deputy International Community High Representative for B&H Hans Schumacher to take part in the session.

GENEVA - Every months 30-35 persons are hurt or killed by remained land mines in RS and the Muslim-Croat Federation, it is said in the study of the International Committee of the Red Cross and UNHCR, yesterday presented in Geneva. Experts of these organisations are of opinion that these deadly devices are obstructing reconstruction and agriculture and endangering economic and social development of the region.

DOBOJ - The Centre for Mines of SFOR Multinational Division the North said in Tuzla that there are 8,000 mine field and about 350,000 land mines in the region under its jurisdiction, adding that are records for only about 60% of the mines. As it has been planned, about 2,000 mines should be destroyed every months, using the demining device given by Germany which is currently on probing in the basis "Orao" in Tuzla.

SRBINJE -Yesterday the president of Srbinje Serb Radical Party (SRS) Municipal Board, Zoran Nikolic, said that the Serb Radicals had voted for legislative part, and not the part concerning the implementation of the OSCE Arbitration Decision on implementation of the local elections in the municipality. At a press-conference he said that legislative authority represents responsibility toward the voters and that SRS is obliged to observe it, but the executive authority would mean a triple coalition, in the case the representatives of the Coalition for Whole and Democratic B&H were a part of it.

BELGRADE - The Polish Foreign Affairs Minister and chairman of the OSCE Bronislav Geremek will have talks in Belgrade with Yugoslav representatives of authority and opposition on the situation in Kosovo and Metohija. As SRNA has learned, the meeting of Geremek and the president of Serbia, Milan Milutinovic, has been scheduled for 11.30 am. The Polish Minister is due to have talks with the Yugoslav Foreign Affairs Minister, Zivadin Jovanovic, as well. Geremek will leave for Pristina after a press-conference scheduled for 3.00 pm was held.

PODGORICA - Tomorrow the Montenegrin President will have talks in Podgorica with the U.S. Special Envoy for the Balkans Robert Gelbard and political director of the Foreign Office, Greenstock, about U.S. and EU help for Montenegro, the Montenegrin Foreign Affairs Ministry announced. After the talks Djukanovic and Gelbart will make statements for the press.

AMSTERDAM - The recent visit of the Muslim-Croat Federation's delegation from Sarajevo to the members of the Dutch Parliament in The Hague resulted in a bitter knowledge that even two years after the Dayton, the ideas, stances and positions of the factions in B&H are diametrically opposed and diverged, an analyst Cohen Cohn wrote in the daily "Trau". Those who were present immediately noticed and after that ironically commented the fact that the Muslim delegation was under full patronage of the U.S. diplomats, it is written in the text. Giving a full description of the meeting, Cohn says that every time when a member of the Muslim delegation made a mistake or an uncontrolled statement, an American representative helped him and directed the conversation in the positive direction.

DOBOJ - The SFOR Nordic-Polish brigade opened an office called the Cimic House in Doboj, which aim is to improve the cooperation with authorities and inhabitants of the Doboj Municipality, was confirmed for SRNA in the press centre of the Nordic- Polish brigade's headquarters in Doboj. The office will begin to function on April 1, working from Monday to Friday, from 4,00- 5,00 pm.

BELGRADE - The Cabinet of president of Republika Srpska /RS/ denied in Banja Luka the information published in particular media, especially in Belgrade's daily "Blic", concerning yesterday's meeting of premier Milorad Dodik and president of National Party Novak Kilibarda in Podgorica. "Blic" published that in the joint public statement Dodik and Kilibarda concluded that "greatest damage to Serbian interests do just politics of Slobodan Milosevic", what Cabinet of president of Government energetically denies and qualifies as disinformation.

PODGORICA - Al state and independent media in Montenegro gave great publicity to the two days visit of ten members of RS Government headed by Milorad Dodik to Montenegro /CG/. The Podgorica's "Pobjeda" /victory/, close to CG Government, in text "Decisively for peace and development" brings detailed report from the meeting of RS premier and CG president Milo Djukanovic in which in which is especially stressed the commitment of RS and CG in respecting and implementing Dayton Agreement and its crucial significance for both republics.

BANJA LUKA - The delegation of RS Government, lead by minister for Refugees and Displaced persons Miladin Dragicevic, will talk in Zagreb with the chief of Office for matter of Refugees and Displaced persons of Republic of Croatia Lovro Pejakovic and his associates - was confirmed for SRNA in the Cabinet of RS premier. It is expected that delegations will talk about problems of return of refugees and solving property-legal issues of refugees and displaced persons, as well as about economic cooperation of RS and Croatia.

BRCKO - The minister for information of RS Rajko Vasic announced soon establishing link connections between correspondent offices of Serbian Radio-TV /SRT/ in Brcko and centre of this media house in Banja Luka. "Certain steps are already undertaken in technical regard, part of equipment necessary for establishing links exist, and municipal authorities had promised that they will provide adequate premises" - said minister Vasic after talks with representatives of municipality and employees in the branch of SRT in Brcko.

PRNJAVOR - Municipal Board /OO/ of Serbian Democratic Party /SDS/ of Prnjavor most vigorously condemned the way in which RS Government is selecting members of steering boards, assessing that as the result of internal narrow calculations of representatives of Socialistic Party of RS and Serbian People's Union. "By enthroning the new government, in Republic is underway unprecedented cutting of successful directors, while were ignored all their successes as well as the attitudes of local authorities" - is said in public announcement of OO SDS.

BELGRADE - The director of the Centre for international studies in Houston Ronald Hatchet stated that the agreement similar to Dayton's the former RS president Radovan Karadzic had proposed already in august 1994. "That document Karadzic forwarded to me personally and I am ready, if he ever appears in Hague, to testimony on his behalf" - said Mr. Hatchet in an interview to the Belgrade's "Blic". According to him, in Karadzic's peace plan RS leadership agreed with the central government in B&H, but with autonomy for RS and participation of Serbs in joint government. That proposal, which president Karadzic gave personally to Mr. Hatchet, according to his claims, was delivered to U.S. charge d'affaires to Belgrade, and afterwards to personal friend and counsellor of president Bill Clinton Gerry Moroe.

DOBOJ - The provisional electoral commission /PEC/ in Sarajevo verified the results of September's elections for local organs in the municipality Doboj - announced the representatives of Regional Office of OSCE from Banja Luka. The decision about verification of results for Doboj municipality PEC has brought on March 18, and certificate was delivered to president of municipal assembly Mirko Stojcic by the officer of the Field Office of OSCE in Doboj Nay McNeal, yesterday.

BANJA LUKA - The spokesman of UNHCR in Banja Luka Vendy Rapaport condemned the behaviour of Croatian police, which had recently prevented the visit of expelled Serbs to their homes in Vojnic. At the press conference she stressed that despite the obstruction of Croatian administration will be organised visits of expelled Serbs to the places throughout Croatia and that one such visit is anticipated for next week. Mrs Rapaport announced that six specialised teams of this international organisation started yesterday the action of main clearance in the regions of RS and FB&H.

DOBOJ - The spokesman of SFOR Multi-national division /MND/ North Jim Yonts stated in Tuzla that this division is contented with the action "Harvest" on collecting arms from civilian population in B&H. Yonts explained that "delivered arms is being stored in military store-houses of entity under SFOR supervision, in order to prevent its return to people".

BELGRADE - The ministers of Foreign Affairs of FR Yugoslavia and Poland Zivadin Jovanovic and Bronislav Geremek are talking in Belgrade about current problems in Kosovo, which solution the presiding of OSCE sees in the dialogue at the round table. After this meeting, Mr. Geremek should be received also by the president of Serbia Milan Milutinovic.

PRISTINA - The leader of Albanian separatists Ibrahim Rugova stated in Pristina that "Albanians expect 'much more' from Contact Group", in its efforts to start the dialogue between Belgrade and Serbian Albanians, but he did not precisely said what he expects - reports AFP. At the press conference in Pristina, after last night's visit of the U.S. special envoy for Balkans Robert Gelbard, Rugova said that Albanians welcome "energetic engagement of U.S. State Secretary Madelaine Albright in Contact Group, but in the same tame demand full implementation of stances of six concerning Kosovo". On Wednesday the Contact Group had postponed passing final decision about eventual imposing new sanctions to FRY for four weeks, with the aim to force Belgrade, as stated, on "true dialogue with ALbanians".

PRISTINA - Around 12,00 h on the plateau in front of the Philology Faculty in Pristina started the rally of students who wish to defend their university and protest against signed Agreement about education. "The students of Pristina University, as well as other students in this country, who think with common sense do not accept this agreement signed by the group 'three plus three'" - said the president of the Association of students of Pristina University Zivojin Rakocevic. The rector of Pristina university prof. D.Sc. Radivoje Papovic scheduled for today the Rector's conference, but, as SRNA learns unofficially in the Rectorate, the Ministry of education of Serbia informed rectors of another universities that the conference was postponed.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic pointed out in the course of today's talks with minister of Foreign Affairs of Canada Lloyd Axworthy in Banja Luka that authorities of federation B&H are drastically violating Dayton agreement. In the last seven days some secret police in federation is arresting people" - precisely stated president of RS and warned that this cannot be qualified as accidental. "It seems that it is being lead the policy in that direction", assessed Mrs. Plavsic and concluded that the freedom of movement is drastically violated. Expressing the contentment because of the visit of Canadian minister, president of RS highlighted that they talked about overall situation in B&H, and that some issues were moved, i.s. the ways how Canada could help to RS. The Canadian minister of Foreign affairs Axworthy stressed that his country will give full contribution to the correct implementation of Dayton Agreement and added that about issues moved by president Plavsic he will talk tonight in Sarajevo.

BANJA LUKA - The president of RS Government Milorad Dodik talked in Banja Luka with Finish Ambassador to B&H Tim Koponen about basic directions of acting of Government in the field of economic reconstruction and economic development of RS. Ambassador Koponen, along with respecting efforts and concrete results of RS Government, stressed the up to now engagement of Government of Finland on rehabilitation of system of water management in RS.

SARAJEVO - On the occasion of March 28., the Day of Republic of Serbia, the president in presidency of B&H from Republic Srpska /RS/ Momcilo Krajisnik sent the congratulation to the president of Serbia Milan Milutinovic, as well as to its citizens, with the wish that Serbia and its people at the end of this century take a place which belong to them between members of community of European nations. "In the time in which you are marking your day of stateship there are lot of various challenges and temptations, but the experiences gained through centuries enabled Serbia to come out of any obstacle stronger and more stable, what, I hope, also this time will be confirmed", is said in the congratulation.

PODGORICA - While making prognosis about next September elections the premier of RS Milorad Dodik stated that president of Republic will remain Biljana Plavsic and the member of Presidency from RS will become Mladen Ivanic. In tonight broadcasted interview for the Radio-TV of Montenegro Dodik made prognosis that "next government will be formed by Serbian People's Union of Biljana Plavsic, Socialistic Party and Party of Independent Social-Democrats".

BANJA LUKA - The members of the team of Commission for exchange of POWs and civilians identified in Banja Luka another eleven Serbian fighters and civilians which bodies were exhumed from the mass grave in the Tzar's field near Jajce. Identified are Zoran Cutkovic /1972/, Milos Crnadak /1970, and Dusan Dragojevic /1968/ - all from Banja Luka, Drago Jerkic /1961/, Stevo Plavsic /1956/ and Zeljko Jandric /1970/ - from Sipovo, Nedeljko Cegar from Jajce, and civilians Staka Rakita /1913/ and Milorad Bilic /1956/ from Mrkonjic Grad and Srbislav Celebic /1926/ from Jajce.

SARAJEVO - The Serbian Democratic Party /SDS/ issued today the announcement on the occasion of memories on March 27, 1941, hen patriotic and decisive for freedom Serbian people, the only one in almost completely enslaved Europe said NO to Hitler. "Hundred of thousands of Serbs came out in the streets of Belgrade and overthrown marionette and non-people's government Cvetkovic-Macek, which because of peace had sold Serbs to fascism and served to the bloodiest ideology in the world" - is stressed in the announcement and added: "Only because of that Serbs were cruelly punished, Belgrade almost completely destroyed and fascist machinery committed the most atrocious genocide in Serbian regions, with help of its faithful slaves betrayers of our people.

ROGATICA - The Red Cross /RC/ of RS, in cooperation with International Federation of associations of Red Cross and Red semi-crescent, organised today in Borike near Rogatica the Seminary of voluntary giving blood for activists and multiple blood donators. The seminary was opened by the secretary general of RC RS Stanimir Djokic, who stressed that it is necessary to strengthen the municipal and local organisations of Red Cross as well as that this organisation this year will engage itself more in voluntary giving blood.

ZAGREB - The criticism of the High International Representative for B&H Carlos Westendorp uttered on account of Croatia do not take in account the real state - is said in the announcement of the Ministry of Foreign Affairs of Croatia, along with the assessment that the treats with sanctions are not appropriate. Westendorp warned yesterday the Croatian president Franjo Tudjman that in the deadline of 15 days he must make progress in implementation of Dayton agreement, i.e. to ease the return of refugees.

SRBINJE - The president of Serbian Radical Party /SRS/ of RS Nikola Poplasen is content with the mood and orientation of people in Srbinje. According to him, Srbinje, as well as many other cities, have a series of problems related to the standard of people and lack of resources, but that is all the common job which will be solved in next months.

PRNJAVOR - The municipal Board of the Serbian Democratic Party /OO SDS/ of Prnjavor most vigorously condemned the act of delegate of Coalition for whole and democratic B&H Nedzad Sasivarevic at the last session of National Assembly of RS and demanded from the competent authorities to bring against him a criminal charge and his recall.

TREBINJE - The Executive Board of Municipal Assembly of Trebinje concluded that complex situation in the state enterprise in the region of this municipality cause the technicaltechnological stagnation, especially for productive entities and some services, and that the majority of enterprises is not able to make the basic rehabilitation of war destructions and damages on facilities. It was warned that there exist the chronic lack of turnover capital for start-up of production, broken connections on the market, as well as the presence of the black economy and unfair competition in the sphere of catering, trade, construction engineering and other services.

VLASENICA - For the vice-president of municipal assembly was elected Mensur Sehagic from the Coalition for whole and democratic B&H, and delegates from the Coalition have elected one member in Executive Board and assembly commissions, in accordance with results of local elections. Also was adopted the Budget for this year amounting 3,375,500 dinars.
