NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The President of Republika Srpska (RS) Biljana Plavsic assessed last night in Banjaluka that the decision of the Arbitration Tribunal for the Inter-Entity Boundary Line (IEBL) in the region of Brcko to prolong the status quo until the end of the year "could not have been different regarding this year's events". Mrs. Plavsic emphasised in an interview with the Serbian Television that "RS had right to ask for the final decision according to which Brcko would definitely stay in her composition", with the obligation to implement all demands of the Dayton peace accord and arbitration decision. She underlined that that would be a fair solution. The Presidnet denied responsibility and rejected requests for RS Government's resignation, because "the arbiter, our agent and the whole process was offered by the former government".

AMSTERDAM - The International Crisis Group had decisive influence on the Arbitration Commission for Brcko - all its basic proposals, published in three official project analysis, are accepted, and the final goal concerning the future of Brcko has not been changed in one item, regardless of political changes in RS.

BRCKO - The acting director of the head of Posavina's parish, Mato Madzarevic, is unpleased with the Arbitration Tribunal's decision because he thinks the town should have belonged to the Posavina's parish, i.e. the Muslim-Croat federation - the Croatian radio Herceg-Bosna reports. "When there are talks about how Brcko should belong to the Muslim-Croat federation, the Muslims are on the first place, forgetting that the Croats from Brcko and Posavina are those who fought for it and defended it", Madzarevic said.

SREBRENICA - The OSCE's arbitration decision about constituting of the Municipal Assembly of Srebrenica is one-sided document, because it was proposed by Coalition for Whole and Democratic B&H, which, thanks to irregularities in the local elections, has the majority in the municipal parliament. The President of the Serbian Democratic Party's (SDS) Municipal Board, Momcilo Cvjetonovic, stated this for SRNA, adding that his party's appeal was ignored, but that SDS would nevertheless observe the arbitration decision, which confirmed that this party had 12 of 45 board members' seats in the municipal parliament.

SOKOLAC - After a meeting in the Bishopric in Tuzla bishops of the Serbian Orthodox church and bishops of the Catholic church in B&H forwarded a request to representatives of RS and Muslim- Croat federation authorities and the international community to enable freedom of movement and religious serving for all priests and clergymen. SRNA reports the entire public announcement from the joint meeting of the two churches' dignitaries.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic will give the Decoration of Njegos of the First Order to the chief of Russian diplomacy Yevgeniy Primakov and his deputy Nikolay Afanasievski in Banja Luka tomorrow - was announced from the Cabinet of president Plavsic. Mrs. Plavsic and premier Milorad Dodik will receive twelve members delegation of Russin federation tomorrow at 15,00 h.

BANJA LUKA - The premier of RS Milorad Dodik stressed in Banja Luka that the Government of Japan allocated to the Government of RS the million $US for creating preconditions for its work and that this aid will very soon became effective. "We expect that in this year will be realised certain programme of Japan Government amounting 4.2 $US for procurement of necessary commodities for rS", added Dodik. The president of RS Biljana Plavsic and premier Dodik talked separately with Ambassador of Japan to B&H Jushi Takashi, about all forms of assistance and cooperation of these two states.

BELGRADE - The president of Government of RS Milorad Dodik precisely stated in an interview for "Nedeljni telegraf" that for this year with international community was agreed and secured financial assistance totally amounting 500 millions of German marks. Premier Dodik rejected the remarks that this will be just declarative promises, explaining that all agreements and arrangements imply certain procedure and time, and some of them the procedural procedure in Parliament of B&H, which is one of factor which slow down the process.

SARAJEVO - The spokesman of the Office of High Representatives Aisling Byrne called the authorities in RS and Federation B&H to implement entirely and respect arbitrage decision about the demarcation line in the region of Brcko, which was announced on Sunday, March 15. "We are emphasising that the final decision is not made yet and that it depends on what will be happening in several next months" said Mrs. Byrne for SRNA.

BRCKO - The arbitrage decision for Brcko did not bring expected decision, but it did not constraint in anything performing administration in this region, and passing final decision next year" - is the stance of Serbian National Union Brcko.

DOBOJ - The decision of the International Arbitrage Tribunal for Brcko about postponement of the final decision about status of this town for Doboj's independent Social-Democrats is expected, but there is some optimism that at the end nevertheless will be brought just decision and that Brcko will belong to RS.

SARAJEVO - The presiding of the presidency of B&H Alija Izetbegovic, contrary to majority of Moslem officials is not to much discontent with the delay of final decision about the status of Brcko - writes Moslem news "Dnevni avaz". Calling upon this news, the Croatian radio Herceg-Bosna conveys Izetbegovic's stance "that careful reading of the decision of arbiter Owen reveals a numerous important messages".

PRISTINA - In the centre of Pristina was held the most massive protests of Albanians until now, and according to some assessments the number of protesters reached the figure of 60,000 - report SRNA correspondent from the spot. The greatest number of ALbanians was gathered around the house of Government of Serbia in Pristina, where at 11,00 h had to begin the negotiations of delegation of Government of Serbia and representatives of minority nations in Kosovo and to explained their gathering as response on offered dialogue of Serbia authorities. The protesters who gathered after the call of the forum of Youth of Democratic Union of Kosovo, along with accordance of Ibrahim Rugova, peacefully scattered around 12,00 h, and police did not intervene.

BANJA LUKA - The spokesman of Socialistic Party /SP/ of RS Igor Radojcic thinks that the National Assembly have to adopt the Law on banking,a s well as the condition for influx of foreign capital into RS, and adopt the amended laws on privatisation, housing relations and enterprises.

DOBOJ - The Danish members of SFOR from the composition of Nordic-Polish brigade collected and delivered the humanitarian aid for 700 Serbian expelled persons accommodated in the border settlements of Doboj municipality, announced the Staff of SFOR in Doboj.

BRUSSELS - In the Cabinet of the Belgian minister if Foreign Affairs Eric Derejk SRNA unofficially learns that SFOR in B&H will follow not particular but joint troops of EU, and that, if the crisis in Kosovo and Metohija were not solved politically, EU could send their its forces in order to prevent escalation of conflicts.

HAGUE - In the International court for war crimes for the former Yugoslavia /ICTY/ in Hague will be held the status conference, on which the judges would decide do they accept the proposal of Prosecutor about changing the indictment against Dario Kordic - stated Kordic's lawyer Mitke Naumovski.

SARAJEVO - The international community has a patience no more to play games with those who obstruct animation of Federation, stated for Radio Sarajevo the international mediator for establishing FB&H Christian Schwartz- Shilling. "The impressions are more than worrying, because the situation in the field is gloomy, regarding the return of refugees", said Shilling.

STOLAC - The chief of the OSCE mission for Hercegovina David Foley pointed out the unbearable living conditions of 83 Moslem families, who returned to Stolac after five years of exile - report media in Federal part of Sarajevo.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic talked in Banja Luka with the heads of Serbian municipality Ilidza, who acquainted her with the situation in the municipality. "The objective of the visit is to acquaint president Plavsic about creating better living conditions of the people in this region" - said Obren Zeljaja, the president of Serbian municipality Ilidza, and added: "We pointed out all activities in our municipality about accommodation of displaced persons and revitalisation of economic facilities, and we met wide understanding of President Plavsic".

BANJA LUKA - The president of RS Biljana Plavsic and premier Milorad Dodik received in Banja Luka in farewell visit the Ambassador of Holly See to Sarajevo Francesco Monterisi with his assistants. According to minister of Religions of RS Jovo Turanjanin, at the meeting were reached satisfactory agreements about normalisation of religious life in Banja Luka's bishopric.

SARAJEVO - The president in Presidency of B&H from RS Momcilo Krajisnik thinks that it is essential that Russia takes a stance that imposing solution in work of joint organs of B&H and avoid revision of Dayton agreement, which is very present, and ensure equal treatment of both entities. In the statement for SRNA after the meeting of the tripartite Presidency of B&H with Russian minister of Foreign Affairs Yevgeniy Primakov in federal part of Sarajevo Mr. Krajisnik warned on three, as he said, very important issues for survival of B&H. "These are balance of state integrations between B&H and entities, respecting rights on establishing special relations with neighbouring countries and equality of all three peoples and both entities", said Krajisnik.

BANJA LUKA - The premier of RS Milorad Dodik scheduled the Tenth session of Government in Banja Luka at 17,00 h, at which will be considered the proposal for access of RS to EU Initiative for stability and good- neighbouring in South-East Europe. Besides that, it will be considered the organising and way of work of Government, as well as the Report of representative of RS in Arbitrage process for the disputable part of inter- entity boundary line in the region of Brcko.

BIJELJINA - The minister for Trade and Tourism in RS Government Nikola Kragulj and minister of Agriculture Milenko Savic reached, at the meeting in Bijeljina with the directors of millprocessing organisations, the agreement on forming the Association of millers of RS. At the meeting was initiated allocating the mill industry, which formerly was in the composition of Ministry for Industry, to the ministry of Agriculture.

KOZARSKA DUBICA - In the centre for physio-therapy, rehabilitation and health tourism "Mljecanica", near Kozarska Dubica was elaborated the text of agreement of the ways and conditions of healing and rehabilitation of war veterans of RS. The text of agreement was harmonised at the meeting of the vice-president of RS Government and minister for Veterans and War Victims Affairs, Tihomir Gligoric with the president of Association of veterans of RS Milenko Djakovic, the manager of the Army Medicine Centre in Banja Luka Nevenko Jovicic, and most responsible representatives of the spas Dvorovi, Slatina, Vrucica, Mljecanica and Institute for rehabilitation "Miroslav Zotovic M.D.".

NOVI SAD - Without Brcko there will not be neither RS nor Dayton peace - warned the president of Socialistic party of RS Zivko Radisic at the public tribune in Novi Sad in Home of Army of FR Yugoslavia. According to him, Dayton Agreement is not a punishment for Serbian people, but the real basis for preserving its statehood, constitutional legal status and territorial compactness.

BANJA LUKA - The president of Alternative Ministerial Council /AMB/ of B&H Sejfudin Tokic confirmed in Banja Luka that new and reconstructed "shadow government" in the future will have twelve, instead of like previously eight resor ministries. At the press conference Tokic precisely stated that instead of Milorad Dodik, who in the meantime was elected for premier of RS, on the post of minister for development was appointed Nenad Bastinac, the secretary general of the Party of Independent Social- Democrats of RS.

BANJA LUKA - The president of alternative government of RS Dubravko Prstojevic sent the requirement to the Government to write-off the debts of citizens for electrical energy, explaining that by the difficult social situation in Republic and unemployment. At the press conference in Banja Luka, attended by ministers for veterans issues, Diaspora, refugees, tourism and information in alternative government, announced that in preparation is the critical review of the work of Government of Milorad Dodik after first hundred days of mandate.

TREBINJE - The current political situation in RS is characterised by the political and national disunity on the inner plan and wide diapason of pressures imposed by international factor, concluded municipal board of Serbian Democratic Party /SDS? Trebinje. These claims of municipal board of SDS Trebinje in the announcement he supports by the analysis of the last session of National Assembly of RS, citing that "as especially difficult were considered the issues of Brcko and postponement of solutions of this problem, which are not sufficiently reflected on the new government".

DOBOJ - The international police forces /IPTF/ will make their efforts in the future to reveal, by unannounced controls of prisons, the unaccounted for, hidden POWs, stated for SRNA in DOboj the spokesman of IPTF Andre Agnelli. The IPTF spokesman confirmed that first greater control of prison locations IPTF conducted in the Central Prison in Tuzla, searching the places in which POWs could be hidden.

PRISTINA - The stamp on events in Kosovo gave the Albanian protests in all greater settlements, and counter-protests of Serbs, talks between Gelbard and Rugova, as well as announcement that heads of diplomacies of Germany and France tomorrow in Belgrade will promote the initiative about special status of Kosovo. These events and international diplomatic offensive completely overshadowed the more days attempts of delegation of Government of Serbia to start the dialogue with leaders of greater Albanian political parties in Kosovo, who persistently insist on mediating of international factors and internationalisation of Kosovo issue.

PRISTINA - The Pristina's non-party Association of Serbs "Postojbina" /homeland/ called upon its membership and followers to join the protests organised by Serbian students from the University in Pristina and to show with dignity that Serbia is being defended in Kosovo. "We shall not allow to various worldwide missioners to decide bout the destiny of Serbs in Kosovo and bring into question integrity of territory of our state", is said in the announcement of this association.

PRISTINA - The twelve armed and masked terrorists invaded last night the home of 56 years old Blagoje Jovanovic in the village Kostrec, in Srbica municipality, and physically mistreated the host and his wife - report the SRNA correspondent. Jovanovic said that terrorists came into his house around midnight.

BANJA LUKA - The premier of Republika Srpska /RS/Milorad Dodik confirmed that the ministers concluded that it is necessary to establish sound cooperation and coordination of Government with Cabinet of president of RS, National Assembly and other state organs and that in the future president of RS Biljana Plavsic will attend the sessions of government. After the discussion about the first item on agenda, in the presence of Biljana Plavsic, stressed that "such work of the government will be permanent practice". Mrs. Plavsic assessed that president of Republic must have insight in whole work of government and that it was agreed once monthly, if necessary more frequently, to organise sessions to which she will attend. The tenth regular session of RS Government is continued with report of representative of RS in Arbitrage process for the region of Brcko.

NEW YORK - The U.S. State Secretary Madeleine Albright demanded from US Congress additional billion and nine hundred million $US for the mission of SFOR, for which until now was spent seven billions of dollars. Mrs. Albright, US Defence Secretary William Cohen and head of joint head quarters in Pentagon general Sheldon expressed, during testimony before the Congress about the situation in B&H the contentment with the successes of SFOR mission.

BERLIN - The former US envoy for Balkans and one of the creators of Dayton Agreement Richard Holbrooke stated for SRNA in Berlin that the then president of Serbia Slobodan Milosevic in Dayton dad been very tough negotiator. "Milosevic was very tough in defence of his interests. He gave nothing for granted. I would like if I could get more from him in Dayton", said Holbrooke commenting the claims that Milosevic was completely indifferent for interests of Serbs in Republika Srpska.

PRISTINA - The Albanian protesters on the access roads to Pec were shooting on the members of ministry of Internal Affairs /MUP/, and on that occasion, as SRNA reporter learns on the spot, was killed one of protesters. Two policeman injured by stones thrown by Albanian protesters got a medical help in Pec hospital.

PODGORICA - The US administration is leading anti-Serbian policy and by all means supports ethnical cleansing of Serbs from Croatia and B&H, and now in Kosovo - assessed in Podgorica the director of Centre for international studies in Houston Ronald Hatchet on the lecture organised by the Metropolitan Montenegrocoastal and Foundation of Lord Byron for Balkan studies, stressed that US administration officially supports multi-ethnical societies but did not preserve the multi-ethnic Yugoslavia.
