NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The President of Republika Srpska (RS) Biljana Plavsic and mediator of the German Government for refugees Hans Swarcshiling agreed that without economic revival and opening of new jobs, problem of refugees would not be adequately solved. After she had talks with Swarcshiling in Banjaluka, RS President said that atmosphere in RS has been changed since his last visit in December. Economic experts made a study on return of refugees, which will be delivered to the executive organs of authority as a strategy. The German mediator expressed satisfaction with the achieved progress in RS.

BANJALUKA - RS President Biljana Plavsic and Panajotis Rumeliotis, coordinator in process for stability and cooperation in Southeast Europe, assessed in Banjaluka that problems concerning return of refugees were connected with continuation of democratic processes and economic revival. As it has been stated from President's Cabinet, they were discussing current political situation in RS and pointed out the need for rapid help of the international community in the economic revival.

BANJALUKA - Rector of Banjaluka University ScD Dragoljub Mirjanic had talks in Banjaluka with coordinator in process for stability and cooperation in Southeast Europe Panajotis Rumeliotis about cooperation between Universities at the regional and European level. This cooperation would include joint classes, joint research centres which would be organised in Banja Vrucica near Teslic and Bardaci near Srbac.

SARAJEVO - Special Representative of the Head of the Mission and Provisional Election Commission Member Vladimir N. Kuznetsov stated after a meeting with the President in B&H Presidency from RS Momcilo Krajisnik in Pale that elections in September would have great importance for future and development of RS and Muslim-Croat federation. In a short statement he emphasised that, at the moment, the most important thing is for the elections to be conducted in a best possible way.

PODGORICA - The President of the Montenegro Government Filip Vujanovic announced that an agreement on political and economic cooperation between RS and Montenegro would be signed in Podgorica by the end of March.

BRCKO - The mayor of Brcko Borko Reljic expressed hope that the decision of the Arbitration Tribunal for inter-entity boundary line IEBL in the region of Brcko would be fair, because, as he put it, every fair decision suits RS. " City of Brcko according Dayton Agreement is not in dispute but IEBL in the region of Brcko is", Reljic said in a local Radio programme.

BIJELJINA - Democratic Party of RS expects that Arbitration decision for the region of Brcko will be fair and in accordance with the Dayton accord, by which continuity of entities and their territorial integrity has been anticipated. The DS spokesman Dusan Tuzlancic warned at a press-conference in Bijeljina that every other solution would mean destabilisation of democratic and peace process and division of RS in two.

NOVI SAD - After the arbitration decision, in Brcko will stay status quo, because that suits to those who want destabilisation of the region and whole of RS, stated for SRNA President of the Serbian Radical Party County Board (SRS) and a delegate in the Serbia's National Assembly Milorad Mircic. At a pressconference in Novi Sad he said that he personally believed in wisdom of delegates of the RS National Assembly.

DOBOJ - The SFOR representative in Doboj Sjak Hahajm denied information on SFOR participating in the action of returning of arms in VRS warehouses. " SFOR did not initiate this action nor it is at the head of this action," stated Hahajam at a pressconference adding that SFOR will supervise VRS, FB&H Army actions of de-mining.

PRISTINA - In front of the American Informative Centre in Dragodan in Pristina, more that 50,000 Albanian terrorists are being gathering and many more are still to come. As SRNA correspondent reports form Pristina demonstrators are shouting words "Drenica,Drenica", "We love Drenica", "Ibrahim Rugova" etc. Police forces are regulating the traffic.

BANJALUKA - At the fourth session of the RS National Assembly (NA), which will be held in March 14 in Banjaluka, delegates should discuss a Draft of amendment on the RS Constitution by which is anticipated for Parliament to have three instead of previous two vice-presidents' seats. According to the proposed agenda, forwarded to the delegates by Dragan Kalinic, a Draft of RS Budget will also be discussed at the session.

SARAJEVO - The President in the B&H Presidency from RS Momcilo Krajisnik informed in Pale the Special Representative of the Head of the Mission and Provisional Election Commission member Vladimir N. Kuznetsov that only the RS National Assembly had the authority to decide about the OSCE engagement on forthcoming elections in RS and Muslim-Croat federation. At the meeting they were discussing all problems concerning forthcoming elections, scheduled for September 12 and 13.

BANJALUKA - The President of the RS National Assembly Dragan Kalinic had talks in Banjaluka with Holland Parliamentary's delegation about current political situation in RS and possibilities for its faster economic development.

BANJALUKA - The RS Prime Minister Milorad Dodik had talks in Banjaluka with the Greek Ambassador to B&H Prokopios Manzuranis and EU coordinator in process for stabilisation and cooperation in Southeast Europe Panajotis Rumeliotis about economic cooperation between two countries. It has been stated from the Premier's Cabinet that Greek was pleased with previous results of the RS Assembly and gave full support to the Dodik's Cabinet.

SARAJEVO - Deputy Foreign Affairs Minister in the B&H Council of Ministers Dragan Bozanic informed in Pale a newlyappointed Russian Ambassador to B&H Filip Filipovic Sidorski, about RS intentions to implement the Dayton Accord and work of the common institutions. Bozanic pointed out proposals of Serbian side to Sidorski about organising common institutions in RS and Muslim- Croat federation, according to which their seat would be in Sarajevo.

BANJALUKA - The RS will have in the future significant role in stabilisation and establishing of good relationships in the Balkans, stated in Banjaluka EU coordinator for stabilisation and cooperation in Southeast Europe Panajotis Rumeliotis. At a press-conference he emphasised that the EU has been pleased with the work of the RS Government.

SARAJEVO - Telephone communications in B&H between RS and Muslim-Croat federation has been reestablished again, stated in Sarajevo, head of the EU project for making telephone communications, Robert Taylor. According to him, capacities will be restricted in the beginning, while digital machines will enable making phone calls through out the whole region of B&H.

NOVI SAD - The vice-president of the Executive Board of Democratic Party (DS) and president of the DS City Board Novi Sad Borislav Novakovic stated for SRNA that the only acceptable solution of the Arbitration Commission is for Brcko to stay within RS.

BANJALUKA - The RS Government accepted in Banjaluka a Draft of amendment on the Article 79.of the Constitution, by which is anticipated that NA in the future has two instead of three vicepresidents' seats. According to Tihomir Gligoric, the vicepresident of the Government and Minister for War Veterans and Victims of War, obligations of the Government to the NA have been established.

BANJALUKA - Assistant RS Minister for Refugees and Displaced Persons Petar Dzodan pointed out problems in work of relevant Ministry to the mediator for refugees Hans Christian Swarschiling in Banjaluka, emphasising that without creating normal life conditions, programme for return of displaced persons would not be realised. Great number of refugees in RS do not want to come back to their previous homes. One of the main problems is lacking of space and impossibility for refugees from collective shelters to be settled adequately.

ZVORNIK - RS Socialist Party (SPRS) do not agree with premature moves of the Government, especially in a personnel field in firms - said SPRS vice- president Dragutin Ilic at a pressconference in Zvornik. SPRS warned Prime Minister that personnel policy must be carried out in a different way, hoping that parties will not interfere in work of firms in the future.

BANJALUKA - Association of Serbs' refugees from Krajina and Croatia and Association of refugees and displaced Croats have made a decision in Banjaluka to form a joint Commission for return of refugees in RS, FB&H, Croatia and FRY. In a joint statement it has been agreed that in ten days time technical and personnel preparations for forming of this commission must be carried out.

GENEVA - RS and FB&H representatives have reached an agreement in Geneva on a Draft of general law on telecommunications, by which, according to the Advisor of the International Union of telecommunications Mohammed Harby, the first step toward reconstruction of telecommunication network in B&H has been taken.

SARAJEVO - The OSCE international supervisors for elections have decided, in accordance with their arbitrage authority, to appoint a Muslim mayor of Srebrenica, Reuters reported. The OSCE representative Craig Jenees said that the new mayor of Srebrenica would be elected from Coalition for Whole and Democratic B&H and his deputy from Serbian Democratic Party (SDS) or Serbian Radical Party (SRS).

THE HAGUE - The President of the Court Council of the Hague war Crimes Tribunal Antonio Caseze did not take into consideration a confession of Dragoljub Kunarac from Srbinje that he was guilty for raping Muslim women in former Foca in 1992, because the accused one is not aware of implications concerning his statement, Reuters reported.
