NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The B&H Council of Ministers will hold a session at 12.00am in Srpsko Sarajevo. The main issue will be implementation of the Law on Council of Ministers, with stress on the discussion of the Book of Rules and internal organisation, and finding of common location of this organ, as well as the budget and the Law on Fulfilment of B&H Budget. Discussion on an Agreement between the Commodity Credit Corporation U.S.A. and B&H Council of Ministers on handing over of agriculture commodities, as well as on participation of B&H at the World Exhibition '98 in Lisbon, are on an agenda.

AMSTERDAM - U.S.A. are planning to place at the RS Government's disposal $40,000,000, but that help is directly conditioned with consistent implementation of the Dayton peace accord, especially regulations on return of refugees and cooperation with the Hague war crimes tribunal - is said in an analysis of the American Balkan Institute. " First of all, all suspects who are in Banjaluka, Brcko, Sipovo and Samac have to be extradited to the Hague war crimes tribunal" - is said in the report. It is also being reminded that " the American President Bill Clinton have signed personally binding protocol recently, i.e. foreign policy document for this year, which has been symbolically named after its ideological founder - a Senator Leutemberg - 'Leutemberg's Law'".

HAGUE - The defence lawyer of Milan Simic and Miroslav Tadic in a trial before the Hague war crimes tribunal Borislav Pisarevic from Samac stated for SRNA that the evidences which had been presented by the tribunal were not proving the guilt of the accused. Reminding that Tadic and Simic, after reading the indictment, have pleaded not guilty on Tuesday, Pisarevic said that the defence has been allowed the inspection of indicting material for the first time then, which has been exclusively at disposal of the main prosecutor of the tribunal Louise Arbour.

SARAJEVO - On the third day of preparations of the newly appointed Ambassadors to B&H in headquarters of the Ministry of the Foreign Affairs (MIP) in Sarajevo a lecture will be held about current global economic relations and current international relations in Europe. As it has been stated for SRNA, a lecture of the counsellor in B&H MIP Sahbaz Dzihanovic about international documents and protection of physical and legal rights of persons from B&H who are abroad has been scheduled for the afternoon.

DOBOJ - Journalists of agencies and media in the region of the Municipality of Doboj stopped cooperation with SFOR because its administration have refused, by constant conditioning, to issue them accreditations for monitoring of activities of SFOR in B&H. Previous accreditations of SFOR for Doboj's journalists have expired in December, but the new ones have not been approved. SFOR administration in Sarajevo asked from the agencies to take over responsibility for eventual misuses of press-cards and many other things.

SREBRENICA - Representatives of parties which have delegates in the Municipal Assembly (SO) of Srebrenica - Serbian Democratic Party (SDS), Serbian Radical Party (SRS) and Coalition for Whole and Democratic B&H - will have talks in Srebrenica about distribution of positions in the municipal authority. As it has been confirmed for SRNA, the fourth consultative meeting of the parties which participate in the local power of Srebrenica would also be attended by the deputy chief of OSCE mission Richard Elerkman.

VIENNA - A two day's session of OSCE parliamentary assembly, which will be opened by the chairman of that institution, the Polish Foreign Affairs Minister Bronislav Germek, will began in the capital of Austria. Regarding that the agenda of the parliamentary assembly had not been adopted, it is being expected that review of the crisis regions, in which OSCE is taking part, will be made in the framework of the session. As it is learned, one of the subjects will be the current situation in Kosovo and Metohija, which has been assessed in the last OSCE report as a very dramatic one. GM/e2

HAMBURG - The president of Republika Srpska /RS/ Biljana Plavsic stated in an interview for the German "Junge Welt" that "the chances for division of RS very small", thanks to, as she said, wish for cooperation and opening towards the world". "RS will survive and very soon economically it will stand better than Serbia. Only Bosnian Moslems wish unitary central Bosnia. Serbs and Croats are the majority of population and they are strictly against such state. Neither Serbs nor Croats will allow creating the Bosnia in which will dominate Moslems" - concluded the president of RS.

WASHINGTON - The premier of RS Milorad Dodik, who is at the head of delegation of RS Government, should talk in Washington on the third day of visit to U.S.A., with the representatives of World Bank about allocation of credit for RS amounting US$ 20 million. The RS premier talked yesterday with the special envoy for Balkans Robert Gelbard and representatives of the World Bank about the new project of support for reconstruction and development of RS, which would be realised through credit line intended for revitalisation of enterprises and banks and boosting employment.

BANJA LUKA - The minister in RS Government lieutenant general Manojlo Milovanovic received in the separate visits the attache of France and Slovenian embassies in B&H Alain Milleot and Dragutin Mate. The details of talks were not published.

BELGRADE - The head of General Staff of RS Army major general Pero Colic stated that the process of taking over duty for this post will be performed through the natural course and strictly in the spirit of the legal regulations of RS. In the statement for "Blic" Colic, who until the March 16 would deliver his duty to the newly appointed head of General Staff of VRS Momir Talic, stressed that "the taking over of the duty must be performed in the way appropriate for two close war veterans, colleagues, Serbian patriots". He wished luck for his successor, and prosperity for RS and its Army.

SARAJEVO - The members of the Council of Ministers of B&H at the session in the Serbian Sarajevo are talking about the implementation of the Law on Council of Ministers, and about determining the joint location for this organ. Between topics are the budget and Law on B&H Budget performance. The discussion about the Agreement between the Commodity Credit Corporation USA and Council of Ministers of B&H about selling the agricultural articles, as well as the participation of RS at the World exhibition Expo '98 in Lisbon.

SARAJEVO - The international crisis group /ICG/ proposed to RS and Federation B&H /FB&H/ alternative solution in the dispute about inter- entity boundary line in the region of Brcko, according to which "the whole pre-war municipality, including town, its surroundings, and the territory under control of FB&H, would be under shared jurisdiction of two entities". In the detailed analysis of ICG from February 10 under the title "Brcko: what the Bosnia could be" is stressed that by such solution would be avoided Award which would divide parties on "winners" or "losers". It is thought that this alternative proposal can be used by parties in dispute as the start point, in order that they alone define joint stance which would be submitted to the Arbitrage Tribunal until March 15 - /prepared the assistant of director of SRNA for editorial policy Zeljko Grujic and SRNA correspondent from Amsterdam Branka Novakovic.

ROGATICA - The representatives of local government and political parties in Rogatica positively assessed the appearance of delegation of RS at the session of the Arbitrage Tribunal for Brcko in Vienna and expressed the expectation that the final Award in this process will be fair - Brcko will remain in RS. The president of Municipal Assembly of Rogatica Zoran Kosoric expressed in his statement for SRNA support for Serbian delegation along with assessment that it qualitatively presented arguments of RS and clearly showed that Brcko would remain in RS.

BANJA LUKA - Brcko is the corner stone of RS at which lies or disappears Republic" - stated at the press conference in Banja Luka the president of Serbian Patriotic Party /SPAS/ Slavko Zupljanin. He stressed that SPAS wish to point out to the international factors that from arbitrage proceeding about Brcko depends the destiny of all democratic processes in RS.

KRAGUJEVAC - The mayor of Kragujevac and president of Board for Industry of the Assembly of Serbia Veroljub Stevanovic assessed that the representatives of RS at the session of Arbitrage tribunal about Brcko in Vienna well done their job and we expect positive final award for RS. "If the participants of Vienna meeting are gentlemen and educated persons, there is no dilemma - Brcko will remain in composition of RS" - said Stevanovic for SRNA and any continuation of negotiations about this issue he assessed as nonsense.

ZVORNIK - The deputy High Representative of international community for B&H Jacques Klein stated during the work visit to Zvornik, that "he is contented by what he saw", and that "the fact that RS has new government - represent some kind of progress". Immediately at the arrival to Zvornik, the U.S. general expressed the hope that the premier Milorad Dodik, who at the head of RS delegation is in Washington, will succeed in bringing certain financial aid for RS. Klein talked also with representatives of municipal assembly of zvornik about return of refugees, representing new B&H flag, financial assistance, reconstruction of police and other vital issues.

ZVORNIK - The president of municipal Assembly /SO/ Zvornik Mirko Rebic rejected to accept new flag of B&H from the deputy High representative Jacques Klein, who is in the official visit to Zvornik municipality. "In the name of 1,000 mothers of killed Serbian veterans and 1,000 war disabled persons, I am not authorised by this people to do so" - explained Rebic in the statement for SRNA.

ZVORNIK - The deputy High Representative for B&H general Jacques Klein expressed the disappointment because refusal of the president of SO Zvornik Mirko Rebic to accept new flag of B&H. "It would have more political carriage" - said Klein in the statement for SRNA and added that "flag must be accepted and that it is only a question of time".

SARAJEVO - The spokesman of Office of High Representative of international community for B&H Simon Haselock expressed the hope that the international community will succeed to exert its influence on changing the Law about property of expelled persons from FB&H, by what they will be enabled faster to return to their homes. "International community hopes that in next few days they will be able to announce adopting new law. We insist on safe return of Serbs to their homes in FB&H without any legal obstacles" - added Haselock in the statement for SRNA after the press conference of international organisations in sarajevo. He underlined that "the final result - return of Serbs on their hearths - after adopting new law, is unavoidable"!

BRUSSELS - The council of NATO decided last night in Brussels that the international troops remain in B&H in the approximately same composition until next general elections in RS and FB&H anticipated for September. As SRNA learns, although there will be no change in number of troops the changes in composition of troops are possible, and after the September elections is anticipated decreasing of its number on around 20,000. Unofficially is learned that there will be no change in mandate of SFOR in relation with arresting indicted war crime suspects.

VIENNA - The implementation of the Agreement on building the measures for confidence and security in B&H passed in best way - is the conclusion of participants of the Conference which is dealing with the revision of the document signed on January 1996, and which started on Monday in the seat of OSCE in Vienna. According to the chief of RS delegation, the assistant of the head of General Staff of RS Army for relations with foreign armies and international organisations major general Dusan Kukobrat, in past days they talked about majority of regulations of the Agreement and concluded that its implementation is going on in best way.

DOBOJ - The board of directors of the Public basic state enterprise "Railways of RS" assessed in Doboj that "the first train in the freight traffic at the international railways in B&H could be expected in next 10 days. "All conditions from the Memorandum on understanding are accepted and fulfilled and the international railway traffic on the relations Maglaj- Tuzla and Doboj-Zvornik Railway Company of RS considers as opened' - was concluded by the board.
