One of the witnesses, General Dusan Kukobat, said that " from military-strategical position any kind of jeopardising of Brcko out of territorial continuity of RS would be disastrous for position of RS Army". An arbiter from RS Vitomir Popovic expressed satisfaction with large number of arguments which have been presented before the Tribunal by RS delegation, which handled the situation completely. He also assessed that previously agreed concept has been completely realised.VIENNA - RS vice-president and chief of delegation at the session of the Arbitration Tribunal on IEBL in the region of Brcko Dragoljub Mirjanic expressed hope in Vienna that the Tribunal would make the final and definite decision according to which Brcko would remain within RS, supervised by the international community. "I hope the Tribunal will make a final decision on the base of justice and equity" - Mirjanic said, warning that supervision should be in accordance with previous engagement of the international community in B&H. BANJALUKA - RS Prime Minister Milorad Dodik announced in Banjaluka that he would have talks with representatives of Muslim-Croat federation about Vasic's case next day, and expressed conviction that the problem would be favourably solved. RS President Biljana Plavsic and Prime Minister Milorad Dodik had separate talks on this issue with SFOR commander American General Eric Schinseky. BANJALUKA - RS Justice Minister Petko Cancar expressed in Banjaluka hope that the international community in B&H and the International War Crimes Tribunal for the former Yugoslavia would immediately make possible for Goran Vasic to be handed over to RS authorities and judiciary. In a statement for SRNA Cancar emphasised that the international community had to punish FB&H authorities responsible for Vasic's arrest in RS territory because it meant rough violation of the Dayton peace accord, i.e. violation of the freedom of movement. SARAJEVO - Main Board of Serbian Democratic Party (GO SDS) warned RS Government that "replacement of successful directors of the biggest enterprises in RS will have disastrous consequences for RS economy". At yesterday's session held in Pale GO SDS discussed mentioned activities of the Government, and assessed that "minority Government can not change structure of leadership of largest economic capacities in RS without any criteria". SREBRENICA - Chief of OSCE Office in Zvornik Bartony Cesare stated that this organisation would propose for a president of the Municipality and president of Executive Board of Municipal Board (IO SO) of Srebrenica to be Serbs, and their deputies Muslims. " Since Coalition for Complete and Democratic B&H has gained last elections, and Serbs are living in this town at the moment, we will propose for a president of the Municipality and president of IO to be Serbs, and their deputies Moslems, but majority of board members and members of IO would be from the Coalition for Complete and Democratic B&H" - Cesare said. DOBOJ - IPTF spokesman Andre Anjeli warned that Muslim policemen in Tesanj were continuing to provoke Serbian drivers, who were going through this municipality in Muslim-Croat federation. "Moslem policemen in Matuzici fined 20 DM Predrag Cvijetic from Teslic because, according to them, tires on his vehicle were shabby " - Anjeli said at a press-conference of IPTF and SFOR in Doboj. He added that Muslim policemen had arrested and beaten up a 16-year-old Croat Dragan Budimir in Zenica, but they have not given full information on this case. PODGORICA - The main prosecutor of the Hague War Crimes Tribunal Louise Arbour could not confirm in Podgorica whether an office of the Tribunal would be founded in Banjaluka, but she expressed pleasure because she was able to extend her operation in territory of B&H by offer for founding of the office. At a press-conference in Vila Gorica in Podgorica she explained that "it demands certain safety of communications and that she must be cautious with spending U.N. money". Asked why Croats have not been indicted because of crimes commited against Serbian civilians, Arbour decisively answered that she would not comment individual cases because she did not want to explain existence or progress made in the cases. MOSCOW - Russian Defence Minister Igor Sergeyev warned his American colleague William Cohen that "military attack against Iraq could damage American-Russian relations".
