NEWS REVIEW, REPUBLIKA SRPSKA

BELGRADE - The President of Republika Srpska (RS) Biljana Plavsic denied information of some media that she would talk before the Arbitration Tribunal for the region of Brcko in Vienna, because she was not on the list of invited witnesses. " The RS Government is pledging for territorial solution because it is clear to everyone that Brcko connects two parts of one entity and if it is to be awarded to the B&H Federation it would mean violation of the basic principle of the Dayton accord" - Plavsic said for "Blic". She also said that it was necessary for the problem of Brcko to be solved as soon as possible, so the people who were living there would finally know whether they would stay there or not.

VIENNA - The RS President Biljana Plavsic stated in Vienna that " every other solution, unless Brcko stays within RS, means division of RS and violating of the Dayton accord". " There is not going to be any danger of division if problem of Brcko is solved properly and our stance is that it should bring a definite territorial solution for the sake of people and their confidence" - the President Plavsic stated for SRNA.

VIENNA - A representative of the RS government in the arbitration process for Brcko Krstan Simic stated for SRNA in Vienna that a witness Milorad Zivlak, as a president of the Association of Refugees of the region of Sarajevo, substantially testified that Serbs had no attention of coming back to Muslim-Croat federation because they were not welcome and had no future there. Reminding that this Association gathers 8,000 Serbs exiled from Sarajevo Simic pointed out to competence of this witness relating stance of Sarajevo's Serbs who were living in Brcko . " Zivlak in a very reasonable manner showed that wishes of Serbs of alleged going back FB&H are just manipulations - Simic said.

VIENNA - When the Arbitration Commission sums up the testimonies of all witnesses from RS and Muslim-Croat federation Brcko should stay within RS - assessed for SRNA in Vienna the mayor of Brcko Borko Reljic. He also emphasised that after indisputable facts of the Serbian side " witnesses from the federation concluded that they can not get Brcko, demanding for this city to get a status of a district".

BANJALUKA - City Board of the Serbian National Union of Banjaluka rejected initiatives of the International Community High Representative for B&H Carlos Westendorp according to which entity titles would be removed from a cover of the recently introduced B&H passport - RS and FB&H. RS government's stance, stated before the Arbitration Tribunal in Vienna, that "city of Brcko after the process must be awarded to RS", has been supported at the session .

BANJALUKA - RS president Biljana Plavsic assessed official visits to France and Austria as very successful ones, emphasising that hosts have welcomed democratic changes and final determination of RS to find its place in Europe. After return from an official visit to Paris and Vienna the President Plavsic stated at airport in Banjaluka, Makovljani, that she had informed the president of France Jacques Chirac about situation in RS after election of the new government, for which whole Europe hopes it would lead the country to European standards.

BANJALUKA - Vice-president of RS government and Minister of Industry and Technology Djuradj Banjac had talks in Banjaluka with the president of the France Union of Chambers of the economy about cooperation between the two countries, especially in the field of foodstuffs and wood industry and education of personnel. After the meeting behind closed doors, attended also by the vicepresident of RS chamber of the economy Svetlislav Mudrenovic, Mr. Tremez stated that he had reached an agreement with his hosts on establishing of full economic cooperation between French enterprises and RS partners.

VIENNA - Hearing of representatives of RS and Muslim-Croat federation before the Arbitration Court for the region of Brcko in Vienna should be concluded at latest on February 13, SRNA learns from members of RS delegation. RS representatives in arbitration procedure emphasised in previous hearings in Vienna that the new government would not have chance to survive, unless Brcko was awarded to RS. They also reminded that a different decision of the Tribunal would endanger integrity of RS, guaranteed by the Dayton agreement.

SARAJEVO - OHR spokeswoman Aisling Byrne stated in Sarajevo that granting of credit to RS and Muslim-Croat federation should not be conditioned by extradition of war crimes suspects. At a regular press-conference in Sarajevo Mrs. Byrne emphasised that "dead line for extradition of war crimes suspects to U.N. war crimes tribunal in the Hague has not been determined precisely", so that issue has been separated from issues of help and return of refuges.

SARAJEVO - U.N. spokesman Alexander Ivanko assessed that a Moslem action of kidnapping of Goran Vasic on February 6 in Dobrinja "has provoked concern of Serbs who wish to come back to Sarajevo". In a statement for SRNA Ivanko said that IPTF have not been previously informed about the action of the federal police, which had illegally used riffles.

PARIS - French Foreign Affairs Ministry rejected as unfounded, negative reaction of the chairman of B&H Presidency Alija Izetbegovic about the visit of RS president Biljana Plavsic to France, where she has been payed respects. Izetbegovic's protest arrived in the moment when the Council of Ministers had a session presided by Jacques Chirac. A similar protest arrived to French Ambassador to Sarajevo Ives Gaudel from the Foreign Affairs Ministry in B&H Council of Ministers.

ROME - The France President Jacques Chirac forwarded a letter to the chairman of B&H Presidency Alija Izatbegovic, informing him about talks he had had with RS president Biljana Plavsic, assessing them as encouraging ones - ANSA, Italian agency reported. "The answers Mrs. Plavsic gave me seem to me as very encouraging ones. Now we are expecting facts", is said in the letter.
