NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic stated at airport in Banjaluka, before leaving for Paris, that RS was ready to carry out all regulations of the Dayton Agreement, especially the ones which were related to Brcko. "Bearing in mind the fact that France is involved in solving of problems in RS and B&H Federation (FB&H), I assume that talks with her leaders will be all-inclusive, and Brcko will surely be a specific issue" - said the president Plavsic. She emphasised that she would try to persuade members of the Contact Group that the best thing would be to find a final solution for Brcko.

SARAJEVO - The president and vice-president of RS National Assembly Dragan Kalinic and Nikola Poplasen had talks in Pale with RS Premier Milorad Dodik and vice-president of the Government Ostoja Kremenovic about preparations for the Fourth Session of Assembly, which is most probably due to be held at the beginning of March. Problems of financing of the Republican Parliament and solutions for technical improvement of working conditions were also discussed at the meeting.

SARAJEVO - The president in B&H Presidency from RS Momcilo Krajisnik and RS Premier Milorad Dodik emphasised today in Pale common stance and appealed to all relevant factors in the country to "be maximally engaged in solving of crisis in Republic by political and democratic means". In an announcement from president Krajisnik's Cabinet it is said that "the need for joining all powers to keep Brcko within RS is emphasised concerning arbitrage in region of Brcko". The president Krajisnik repeated his stance and dim view of the way in which the Government has been formed and pointed to omissions made in that process but, in spite of that, for the sake of the Republic he had accepted cooperation with the new RS Government. The Premier Dodik emphasised importance of legitimacy of the new Government disregarding current differences in stances , but fully respecting the institution of the president in B&H Presidency from RS, he expressed readiness for better cooperation of all RS institutions.

SARAJEVO - The president of RS Assembly Dragan Kalinic and chief of Coordination Centre of EU Mission for Supervision from Sokolac Horst Denecke assessed in Pale that "equal distribution of entire financial help is a prerequisite for economic development of whole RS". In an announcement from Kalinic's Cabinet is emphasised that "the need for balanced economic development of eastern and western part of RS" has been pointed out at the meeting.

SARAJEVO - RS Premier and vice-president of the Government Milorad Dodik and Ostoja Kremenovic are having talks in Pale with the mayor of Srpsko Sarajevo Mirko Sarovic and presidents of Serbian Municipalities of Sarajevo.

BELGRADE - The president of RS Government Milorad Dodik severely condemned yesterday's raid of FB&H police into RS and arresting of Goran Vasic, assessing that as "an attempt of Muslim authorities to annul the agreement on return of Serbs and Croats to Sarajevo". "Arresting of Vasic has only one meaning - Serbs, do not come back to Sarajevo. Because, if FB&H police is making arrests through out RS, what can then expect returnees to Sarajevo in which the Government of Party of Democratic Action (SDA) is ruling" - stated Dodik for "Daily Telegraph".

SARAJEVO - RS Minister of Internal Affairs (MUP) Milovan Stankovic stated in Pale that he would personally support transferring of Goran Vasic, who has been arrested by FB&H police yesterday, to a jail in RS and his trial there. If he was found guilty, and the other side was not satisfied with the level of verdict, and the way in which proceedings were carried out, the international community has ways and possibilities to single out the case and pursue it as a special one" - said the Minister Stankovic.

SARAJEVO - The OHR (Office of the High Representative) spokesman Aisling Byrne has confirmed for SRNA that Goran Vasic, who has been arrested by FB&H police yesterday, was now in Central Jail of Sarajevo. Answering the question whether Vasic was going to be released, she replied with question: "Why should he be released?". "We can not commentate whether he is guilty or not, but it is certain that there is no plan for his releasing for the time being" - said Byrne and explained that "all information on this can be obtained only from MUP in Sarajevo".

ATHENS - "With eventual decision on Brcko, which would be to the detriment of Serbs, the international community could jeopardise entire Dayton Agreement, as well as the peace, both in the region of former Yugoslavia and wider" - warns Greek radio "Sky". "It is not likely to expect that the international community will 'play with fire', especially because Serbian side has fulfilled all of its obligations in last few months, particularly regarding multinational nature of Brcko" - remarks "Sky". "RS has agreed to share local power, judiciary and police with Croats and Muslim, to allow free return of non-Serbian refugees, i. e. she has fulfilled all demands of merciless Supervisor Robert Farrand" - reminds "Sky".

BANJALUKA - On February 7 in 1942 ustashes (pro-fascist collaborators in NDH - Independent State of Croatia) led by Ante Pavelic had slaughtered 2, 370 Serbs in villages near Banjaluka - Drakulic, Sargovac, Motike and a mine Rakovac in just seven hours, from 07,00 am to 02,00 pm. In commemoration of innocent victims holy liturgies and requiem for the peace of their souls will be performed at the commemorative-charnel house in the Church of St. Gregory the Theologian in Drakulic near Banjaluka tomorrow.

PRIJEDOR - The return of refugees and displaced persons to their homes was the only item on an agenda of the third gathering of Association of Refugees and Displaced Persons of western- Krajina municipalities at which was concluded that a declaration on return of Bosniacs and Croats to Prijedor and Banjaluka and Serbs to Sanski Most should be passed. "Freedom of movement in both entities, freedom of media, arresting of accused of war crimes on all three sides, necessity for electing people who would represent ideas of joint life , as well as passing a law on privatisation at level of B&H" were cited as prerequisites for realisation of the programme for return of refugees.
