NEWS REVIEW, REPUBLIKA SRPSKA

BELGRADE - The president of RS Biljana Plavsic and president from RS in the presidency of B&H Momcilo Krajisnik agreed at the meeting with the president of FR Yugoslavia Slobodan Milosevic in Belgrade that the parliamentary elections will be held on November 23. According to the Belgrade's agreement - signed on September 24 by Plavsic, Krajisnik and Milosevic - the holding of the extraordinary elections for the National Assembly of RS was foreseen for November 15, but the representatives of the international community and OSCE insisted on the new date, which is officially accepted today.

BELGRADE - The president in the Presidency of B&H from RS Momcilo Krajisnik stated that at the meeting with president of RS Biljana Plavsic and president of FR Yugoslavia in Belgrade were confirmed all items of the Belgrade's agreement, except the parliamentary elections, which will be held on November 23. "That means that the presidential elections will be held on December 7 and organised in accordance with the RS rules, not according with OSCE rules" - precisely stated Krajisnik in the statement for SRNA. According to him, "OSCE can be a supervisor only because RS can not neglect its laws". "Our stance is that both parliamentary and presidential elections must be held, because that is connected", concluded Krajisnik.

BELGRADE - The president of Serbian Radical Party /SRS/ Vojislav Seselj and president in presidency of B&H from RS Momcilo Krajisnik agreed in Belgrade the cooperation "in all key issues of significance for survival of Serbian people in RS". "Nobody has a right to call upon the will of the Serbian people, while avoiding the checking of the peoples will, and especially it is related to somebody who has a function of the president of RS" - is concluded in the announcement of SRS, issued after the talks.

SARAJEVO - The Serbian Democratic Party /SDS/, Serbian Radical Party /SRS/ and Socialistic Party /SP/ of RS reached the concordance in Bijeljina to form the government in municipalities in which RS has strategic interest. For other municipalities is formed the inter-party commission on the parity basis which will consider the situation in each municipality individually and propose the solutions for each of the parties.

BANJA LUKA - The chief of the OSCE mission for B&H and presiding of the Provisional Electoral Commission /PEC/ Robert Frowick issued the authorisations to the regional centres of this organisation to start registering the political parties, coalitions and independent candidates for extraordinary parliamentary elections in RS. In the public announcement the interested subjects for participation at the elections in RS are invited to contact the nearest OSCE centre because of taking the necessary forms.

ZVORNIK - The Centre of the Public Security /CJB/ Zvornik assessed that the particular responsible people of this municipality are planning to repeat the scenario from Banja Luka and other cities in the western part of RS and by issuing the misinformation are preparing the terrain for chaos and lawlessness, so "some other powers" could intervene and take over the power in the city. In the announcement is stressed that because of the great number of misinformation about holding the Inaugural Assembly of the Serbian People's Union /SNS/ the security situation in the region of municipality Zvornik was worsened.

ZVORNIK - The head of the CJB Zvornik the colonel Dragomir Vasic denied the communication of the chief of military police sector North Welles Embry in which he claims that Vasic stated that he cannot guarantee the security of the president of RS Biljana Plavsic at the Inaugural Assembly of SNS in Zvornik. Vasic sent the letter to the commander of the multi- national division /MND/ North from the composition of SFOR general Grange in which is stressed that such act of Mr. Embry "has nothing to do with the truth", and that the reasons of non- holding the Inaugural assembly of SNS are not known to him.

TRNOVO - The commander of the police station Trnovo Petar Vlacic stated on the occasion of yesterday's attack of four Moslems against 84-years old Nikola Vujicic from Trnovo, that the further investigation and searching for assailants will continue IPTF and federal police at the territory of FB&H. Yesterday around 13,00 h at the main road Sarajevo Srbinje, 100 metres in Serbian territory, four Moslems tried by force to take away Vujicic in FB&H, and they were beaten him.

DOBOJ - The municipal Board of SDS Doboj will check out the mandate of the leadership in the inter-party elections and perform the differentiation of cadres who came into party because of their private interests, was concluded at the party's press conference in Doboj. The president of municipal Board of SDS Doboj Milan Ninkovic announced that already at the next session of Municipal Board from the party will be excluded those who make detriment to its reputation, asking for withdrawal for transfer into another party.

BANJA LUKA - The commander of IPTF region West Joseph Bodea is leaving the duty in the UN mission in Banja Luka, and on his place is coming also the Hungarian policeman Andrash Fabian, who would stay on this post next few months.

MOSTAR - Although the Croatian authorities in Jajce enabled Moslems to return in the city, to Croats from Bugojno this is not allowed, because in the authorities of this city are just those who expelled them, concludes tonight the Croatian radio Herceg- Bosna. According to allegations of this radio, at the meeting in the organisation of the Office of High Representative today in

Jajce the representatives of Croatian and Moslem authorities in Jajce and Bugojno held off reciprocity in return, because in Jajce municipality is small number of Croats from Bugojno.

MOSTAR - The composition of the City Council of Mostar, in which 14 seats had got the Moslem Coalition, and Croatian Democratic Community /HDZ/ has only 10, is not satisfying and it is unacceptable, because it do not represent the real status in this city - assessed at the press conference Rade Bosnjak, the president of the provincial Board of HDZ Mostar, stressing that he will require the changes of such ratio, and that because of violation of rules, which he assessed as irregular, he sent the complaint to OSCE - reports the Croatian radio Herceg- Bosna.

MOSTAR - In last days at the political scene in B&H came the vampire- becoming Yugo-nostalgic persons who are trying to turn the state of people into the state of citizens, and Croats into the simple numbers, and to create in that way long time expected "green Bosniak's state", is said in the announcement of the Provincial Board of the Croatian Democratic Community /HDZ/ Soli.

PLJEVLJA - The Municipal Board of the Democratic Party of Socialist /DPS/ Momir Bulatovic in Pljevlja assessed that the police is under the control of another candidate for president, Milo Djukanovic, and is more frequently harassing the citizens of Montenegro, especially the affiliates of Bulatovic's party.

BIJELO POLJE - The promise of Milo Djukanovic that he will enable the forming of the new municipalities on national and ethnic criteria represent the first step for giving the special status for Moslems and Albanians in Montenegro - said the president of Montenegro Momir Bulatovic at the promotion rally in Bijelo Polje.

BIJELJINA - The representatives of OSCE opened in Bijeljina the "Centre for peace and democracy". The representative of the OSCE mission for democracy Ana Rustad stated during the opening that their intention is to create the libraries supplied with the daily and weekly news from all parts of the former Yugoslavia.
