By the agreement from Belgrade for solving the political crisis in RS is anticipated that these elections will be held on November 15, but the president of RS delayed this term for November 23, explaining this act by the decision of OSCE to organise this elections. On this occasion, the state delegation of RS, in which were president Krajisnik, president of National Assembly Dragan Kalinic and the president of RS Government Gojko Klickovic, talked yesterday in Belgrade with the president of FR Yugoslavia /FRY/ Slobodan Milosevic, who is one of the signatories of the agreement. The president Krajisnik explained that "this talks are the consequence of the statement of Ms. Plavsic foreshadowing the postponement of the date for holding the elections, by which is made problem of its conducting in accordance with our laws".SARAJEVO - The delegations of RS conveyed in Pale to the assistant chief of OSCE mission Richard Elerkman the stances of the state leadership that the role of OSCE in the impending parliamentary and presidential elections must be monitoring, while its organising should be in accordance with the laws and regulations of RS. The president in the Presidency of B&H from RS Momcilo Krajisnik stated after talks that because different stances about this problem some issues remained unsolved, but the state leadership will insist also on the strict compliance with the Agreement from Belgrade. BANJA LUKA - The ICRC mission for the former B&H will do all in the framework of its competence to solve the problem of missing and detained persons, as well as to accelerate the process of disinterring the graves on the territory of RS and FB&H - is concluded at the meeting of the president of RS Biljana Plavsic and the chief of ICRC mission Piter Stocker in Banja Luka. As announced from the cabinet of the RS president, at the meeting was talked about the work of the State commission for exchange and the Association of the families of missing and detained persons from RS. BELGRADE - The president in the presidency of B&H from RS Momcilo Krajisnik will be nominated on the next presidential elections in RS for the post of the president of RS, writes the Belgrade's daily "Blic". As unofficially learns the correspondent of this news from Sarajevo, Krajisnik will be the candidate of the Serbian Democratic Party /SDS/ at the presidential elections, while the candidate for the member of the Presidency of B&H from this party will be the current president of the Parliament of RS Dragan Kalinic. SARAJEVO - More and more frequent vindicating against Mr. Radovan Karadzic, who has to be arrested not as a national hero, but as the criminal, are malicious insinuations calculated for discrediting him and SDS, is stressed in the opened letter which Mrs. Ljiljana Zelen-Karadzic sent to the governor of the National Bank of RS Manojlo Djoric. In the letter, sent on the occasion of the recent interview of the president of RS Biljana Plavsic given to the Serbian Radio-television, studio Banja Luka, Mrs. Zelen- Karadzic is stressing that "as the wife of the man who is not in the position to defend himself she is obliged to do all to break false images which are being created about doctor Karadzic", and he is obliged, for the sake of the people to come out publicly with truth. ROME - The electronic media and daily news in Italy conveyed the statement of RS prime minister Gojko Klickovic that eventual arresting of the former president of RS would jeopardise the implementation of the Dayton Agreement, and the Agreement as the whole. Reminding that the president of the RS Government gave this statement in Podgorica after the meeting with the prime minister of Montenegro Milo Djukanovic, ANSA is underlining the Klickovic's statement that the influential international factors "as the matter of fact are threatening by Karadzic's arresting when they want to take something from RS". ROME - The news of the governing Italian party of the Democratic left - "Unita" conveyed the assertion of the president of RS Biljana Plavsic that the former president Radovan Karadzic have taken 32 billions of German Marks of state money, stressing that it is unfounded, but politically very heavy and profitable accusations. "Unita" comments that Ms. Plavsic maximally used the provisions of the Belgrade Agreement on unification of media so she could on account of Mr. Karadzic earn another political point before the next elections, warning that her TV appearance was not in the spirit of the calming of political passions in RS. SARAJEVO - At the agenda of the session of the Council of Ministers, scheduled for 11,00 h A.M. in the National Museum in Sarajevo, will be discussed, between other things, about the Law on Council of Ministers. The ministers will discuss about the law on foreign investments, second project of the renewal of electrical power system in B&H, Memorandum on understanding between the Council of Ministers and the Government of Finland - i.e. about the donation of the Finland for the project of rehabilitation and modernisation of the plants for water supplying and cleaning the waste waters. DOBOJ - To the Serbian families in the zone of separation near DOboj, in the settlement Vila, until December 15 this year would have been repaired in war damaged homes through UNHCR - announced the Secretariat for urbanisation and community affairs of the municipality Doboj. "The agreement was signed by 11 Serbian families, and in the next two days it will be done by the rest of 10, out of total 21 families", precisely stated the secretary of this municipal organ Mile Petricevic, saying that the works on the repairing of homes will be done by humanitarian organisation from Scotland. DOBOJ - The Executive Board of the Municipal Assembly Doboj most sharply condemned planting mines in the premises of the independent news "Alternativa", done by unknown perpetrators in the night between September 27 and 28. The Doboj government gives the full support to the Ministry of Internal Affairs MUP RS in their attempts to solve this case, assessing, that by this act was done the great material and political detriment to the Doboj municipality. BIJELJINA - The Executive Board of the Serbian Radical Party /SRS/ of RS Mirko Blagojevic stated at the press conference in Bijeljina that the Belgrade's agreement Plavsic-Krajisnik- Milosevic represent the significant step forward and expressed the doubt that the president of RS will comply with the provisions of that agreement. Blagojevic stressed that Serbian Radio- TV, both studios - Pale and Banja Luka are conducting the media blockade of the work of SRS and announced that the first activity of the radicals, after establishing the new municipal parliament, will be returning the studio of SRS Bijeljina to the municipal property. BANJA LUKA - The president of the Party of Independent Socialists /SNS/ Branko Dokic assessed at the press conference in Banja Luka that the Belgrade's Agreement Milosevic-Krajisnik -Plavsic represent the significant step ahead and stressed that it had to be done earlier, two months ago in order to avoid the political crisis in RS. Supporting the policy of president of RS Biljana Plavsic, Dokic said that "Ms. Plavsic would have got the support of the democratic opposition at the next presidential elections." PRIJEDOR - The vice-president of the Municipal Board of the Democratic- patriotic Party /DPS/ of Prijedor Sreto Milosavac stated that permanent delaying of announcing of final results of the local elections in RS and FB&H indicates on insufficient readiness of OSCE to carry out this work and creates the doubt in impartiality in counting the votes. Milosavac deems that the Belgrade's Agreement is being slowly and difficultly realised because the political conflict on the relation Pale- Banja Luka. ZVORNIK - The spokesman of the Office of the High Representative /OHR/ Jim Scolard stated in Zvornik that the final results of the municipal elections in RS and FB&H would be announced,. Expressing the contentment with the progress in Brcko, where Moslem returnees commenced with submitting the applications for issuing the documents of RS, Scolard stressed that this process is under the supervision of Robert Farrand. BELGRADE - At the session of the Assembly of Belgrade, which urgently convened the vice-president of the Assembly Milan Bozic, for the dismissal of the mayor Zoran Djindjic voted 67 out of 68 present delegates. Belgrade temporarily has not its first man because, as SRNA learns, in the continuation of the session will not be discussed about the proposals for new mayor. PLAV - Only in the composition of FRY Montenegro can be democratic state, stated the president of Montenegro Momir Bulatovic at today's pre-electoral rally in Plav. While addressing the citizens of this town, Bulatovic said that he will do everything to enable all citizens of Montenegro to be equal no matter the religious, national and political affiliation. MOSTAR - In the explosion of the car-bomb on September 18 in Mostar was used the great quantity of explosive which is equivalent to the 40 kilograms of TNT, and in this terroristic act participated two cars, reported the Croatian radio Herceg-Bosna, This was confirmed at the press conference in Mostar by the leader of the investigation team Goran Bilic, stating that the car, in which was the explosive, was from the middle- Bosnian county, and that the second was stolen in the Tuzla-Drina county. BANJA LUKA - The assistant of the minister for the industry and technology in the RS Government Momcilo Komljenovic solemnly opened in Banja Luka the First fair of textile, leather and shoes "Moda 97" /fashion/, on which in the next four days their works will present 35 producers from RS and FRY.
