NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The prime minister of Republika Srpska (RS), Gojko Klickovic, announced the arrival of expert teams in RS, who are to deal with solving of the fiscal policy and are to give certain suggestions on the process of privatisation, as well as certain changes on the issues concerning the contraction of debts by the entities. Klickovic talked in Pale with the director of the World Bank Mission to B&H, Christian Portman, about the above. They also dealt with the issues in regard to the International Monetary Fund (IMF) fiscal policy, foreign loans and other unresolved problems important for the development of RS. Mr. Portman insisted on resolving of the issues concerning the signing of an agreement and "stand by' arrangements with the IMF, the appearance [shape, symbols etc.] of bank notes and other disputable issues, within the next 15 to 20 days. As Klickovic assesses, if the above issues are resolved successfully then there will be no problems on credit lines.

DOBOJ - Muslims from Tesanj are settling in the village of Makljenovac (4km SW from Doboj in the zone of separation between RS and the Federation of B&H), without prior approval of the Doboj municipal authorities. While doing so, they, practically, occupied a part of RS, this was announced at a session of the Executive Board of the Municipality of Doboj. According to the gathered data, Muslim returnees started repairing some 150 houses in which they intend to live. Muslims from Tesanj arrive by buses in the morning hours, illegally repairing the houses and going back to Tesanj in the evening hours. SFOR personnel and representatives of the UNHCR are considerably backing Muslims in doing their illegal activities, this was concluded at the session.

PRNJAVOR - A great number of citizens from Prnjavor are protesting in front of the Municipal Assembly against the forcible replacement of leadership of the police station in Prnjavor, that was carried out on the night between Sunday and Monday. The head of the Prnjavor branch [Municipal Board] of the Serbian Democratic Party (SDS), Momcilo Novakovic, informed the citizens that the policemen loyal to the RS president Biljana Plavsic are not willing to give up their posts to the legal chief and commander of the Prnjavor police station. The gathered citizens, together with veterans and demobilised soldiers of the former war commander, Rade Zivkovic, who was illegally sucked as a commander of the police station, started walking around the police station in protest.

BANJALUKA - The SFOR and IPTF spokesmen, Mike Maran and Alun Roberts, stated at a press conference in Banjaluka that the situation in Prnjavor is calm, but tense one, stressing that both police check points towards Derventa are expected to be removed by the end of the day. 'SFOR personnel will not allow any conflict to arise, because we are here to preserve the Dayton peace', stressed Maran, while Roberts said that two of the IPTF patrols are still in Prnjavor, keeping an eye on the situation.

BRCKO - The returnees to Brcko in RS must possess valid identification documentation providing them with the same rights and obligations as the rest of residents from the municipality have, this is the attitude taken by the supervisor Robert Farrand's Office. 'When the RS police starts with issuing of the identification documentation, then all the registered returnees, who have got a plastic card from the Office of supervisor, have to submit an application for issuing of the RS identification documentation', stated Farrand, expressing his satisfaction with the practical measures being undertaken by the RS police on the matter.

BANJALUKA - This morning, the RS presidential cabinet of Biljana Plavsic's, was able neither to confirm nor deny for the Serbian Press Agency - SRNA, whether the RS president Biljana Plavsic is to meet with the Serbian President Slobodan Milosevic, explaining that there are no information from Belgrade at the moment. While citing the sources close to Plavsic's Cabinet, the Belgrade daily 'Gradjanin' [Citizen] published yesterday that Mr. Milosevic and Mrs Plavsic were to meet on September 23 or 24 in Belgrade, discussing about the implementation of the Dayton Agreement.

SERB SARAJEVO - The RS minister for refugees and displaced persons, Slobodan Ecimovic, received in Pale representatives of the Swedish humanitarian organisations dealing with the issues of repatriation, restoration of education and economy. He acquainted them with the general situation in RS. While emphasising the importance of this visit with the view to urging new donators from Sweden, especially by means of media, to participate, Ecimovic stressed that the Swedish delegation members were particularly interested in the priorities in regard to more rapid housing of refugees.

BANJALUKA - The secretary-general of the Party of Independent Social- Democrats, Nenad Bastinac, resolutely condemned yesterday's occurrences near Prnajvor, accusing the Serb leadership in Pale of the same. The Social- Democrats will, as he said, 'request the RS president Biljana Plavsic stops, through the RS National Bank and the Service for Payment Operations, financing of all the bodies not adhering to the Constitution and the RS president's institution'.

BIJELJINA - A member of the Bijeljina branch [Municipal Board] of the Serbian People's Alliance (SNS), Dusica Bacanovic, was attacked physically at her apartment in Bijeljina by unknown persons. According to the announcement issued by the Party, the attackers wore 'police uniforms of the RS Ministry of Internal Affairs'.
