SEPT. 21 1997 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BRCKO - On the occasion of unveiling a plaque to the fallen Serb defenders of Brcko at a general Dragoljub-Draza Mihajlovic Square, the chief of the General Staff of the Army of Republika Srpska (RS), Pero Colic, stated in Brcko that the homeland is being defended and preserved only by internal unity, of which the lives of the dead Serb soldiers remind us. Colic pointed out that the Serbs 'will not allow, in the name of the rivers of blood shed, anyone from the Muslim-Croat Federation to settle in RS under the so-called freedom of movement and without their approval'. 'This is a place for honest and honourable men respecting the RS legal authority and its law order. We have the Constitution, laws, standards and rules of behaviour, which all of us have to respect, so here cannot be no dilemma and doubts', stated general Colic.

SARAJEVO - At about 20:00 p.m, on September 20, the counting of votes sent from the OSCE Centre in Vienna was concluded at the Republic Centre for Counting of Votes in Lukavica.

ATHENS - The only hope for peace in the former Bosnia lies in its division into two parts on the basis of already existing lines of separation, believes a member of the USA Congress, Kay Hegginson. The Greek daily 'Elephterotypia' points out in an article titled 'The Division or New Dayton in Bosnia', that this American - who several times visited the Bosnia and Hercegovina in the last few months and is quite well acquainted with the state of affairs there - is interceding for the concerned parties from the Dayton Agreement to re-sit at the negotiating table and check this document.

BELGRADE - This morning, at about 7:00 hrs., some 9,827 polling station are opened in Serbia at which some 7,205,366 eligible citizens will vote for 205 deputies for posts in the Parliament of Serbia and a president of the Republic. About 344 lists including the total of 2,533 candidates for deputy posts and 17 candidates running for a presidential post were presented to some 29 electoral units.

ATHENS - The presidential and parliamentary elections in Serbia will not bring anything new on the political scene in this state, conclude Greek media, pointing out that the favourites are the socialists 'for the victory of which the President of Serbia Slobodan Milosevic took care of, because his holding on power depends on them'. According to Greek media, Milosevic counts on the majority in the Parliament and a presidential candidate, Zoran Lilic in order to provide an expected change to the Federal Constitution, which will help him to enlarge his, for now, only formal authorisations.

LONDON - Although the Serbian President Slobodan Milosevic is not taking part at the presidential elections in Serbia, his presence in the whole of process is more than evident, assess British papers. The 'Guardian' notices that this month it is the 10th anniversary since Milosevic - who is called as the most important manipulator in the Balkans by the British daily - came to power.

TORINO - The Left candidate, Zoran Lilic, has the greatest chance to victory at the presidential elections in Serbia, while the popularity of radical leader Vojislav Seselj is in increase in contrast to pro-monarchist oriented Vuk Draskovic, assess the Italian press. While comparing the leader of the Serbian Radical Party (SRS) with a 'stray mine', the papers in Italy conclude that Seselj is now more mature politically than he was three years ago and 'he is no longer Balkan Lepen or Zyrinovsky.
