NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The president in the B-H Presidency from Republika Srpska (RS), Momcilo Krajisnik, appealed on residents of Banjaluka that they have to choose peaceful way to resist attacks on democracy, Constitution and Law, warning that the RS president Biljana Plavsic and her followers "will not make their way". Following the session of the Municipal Board of the Serbian Democratic Party (SDS) for Donje Piskavice, one of the biggest Banjaluka's municipalities, Krajisnik said that yesterday's event in Banjaluka culminated the crisis, and that the attack on the Serb TV studio in Banjaluka and SDS officer was in fact an attack on democracy". "People involved in this concern me because they led the populace into even greater concern. This can be met by the response of the people, for which we will not bear any responsibility", Krajisnik warned.

BANJALUKA - The RS president Biljana Plavsic held talks with OSCE Mission chief and Provisional Electoral Commission (PEC) chair Robert Frowick, in Banjaluka. This was their third meeting in recent days of which the journalists were not briefed a usual - from her Cabinet - but presumptions are that the municipal elections were the matters under discussion, as well as a possibility of early parliamentarian elections pushed for by international mediators.

BANJALUKA - The chief of cabinet of the RS president, Milos Prica, believes that "no reasons exist for the early presidential elections in RS". "I do not see any reason why the early presidential elections, called for at the same time as parliamentarian elections, should be held", Prica said, and added that he was not acquainted with any compromise in that regard allegedly reached between Yugoslav president Slobodan Milosevic and Contact Group member Wolfgang Isinger.

BIJELJINA - The head of the RS Army (VRS) General Staff general Pero Colic stated in Bijeljina after his meeting with the SFOR ground troops commander general Cordy Simpson that the relations between the VRS and peace-keeping forces would not be changed. "The VRS is not an organisation changing its position on day-to-day basis, but it abides by the agreed to terms in Dayton", Colic underlined. General Simpson assessed that mutual understanding existed between SFOR and the VRS and that SFOR would continue its peace-keeping efforts.

VISEGRAD - The crisis, created and deepened by RS president Biljana Plavsic is advantageous for some international elements and our former war enemies, warned general Vinko Pandurevic, deputy head of VRS General Staff for moral, religious and legal matters. He said that this could head RS to a unitary B- H, but it would not be allowed, for "the VRS will defend that preserved in blood". While talking of the activities of the Army of the Federation, Pandurevic said there are reports of some Federal Army units being on high alert and following the situation in the RS, probably in order to try to take an action if circumstances allow it.

BANJALUKA - Mirko Pavic, appointed by the RS president Biljana Plavsic RS minister of interior, which the RS Government asserted unconstitutional, confirmed in Banjaluka that after his meeting with president Plavsic he had accepted the post. "The Presidency of the SDS Prijedor Municipal Board gave its consent at its August 22 meeting for takeover of the offered ministerial post under condition that he assumes the office as a SDS member and takes an active part in RS Government activities".

ROGATICA - Over a hundred residents of Rogatica gathered in front of the local CJB expressed their support to the RS National Assembly, Government and the MUP, with a message: "Betrayals are easily recognisable" and "Support for untied RS MUP and minister Kijac".

VLASENICA - Over 1,000 people gathered in Vlasenica to protest interference of foreign elements into RS internal matters and forcible seizing of the CJB, the MUP Training Centre and police stations in Banjaluka. "It is unbelievable that Biljana Plavsic can collaborate with Serb enemies who want to break and destroy bloody struggled RS", this was hear at the rally.

BANJALUKA - SFOR spokesman for Sector South-West, Lt. Mike Wright denied claims that in the "San" Hotel in Laktasi a group of policemen sent by the RS Government was discovered, which allegedly prepared some terrorist actions. "SFOR carried out an inspection in Laktasi and Slatina, near Banjaluka, but discovered no evidence of preparations of any actions by troops there", Wright stated.

TUZLA - High representative Carlos Westendorp stated that "only SFOR is capable to help him in stopping", as he said, absolutely unacceptable media campaign in RS. Westendorp said he had the right to interrupt any Radio or TV programme would he found it impede the peace process".

BRCKO - Yesterday's Muslim intrusion into and around the zone of separation in Brcko municipality is a part of political marketing of the Party of Democratic Action (SDA) and an attempt at fuelling the flames in the RS political crisis, says the member of the RS National Assembly from Brcko, Simo Kojic. He especially credited the Brcko CJB members who averted the clashes between Serb residents who, as he said, "are trying to keep their right to stay in the area since they had already been evicted from other places in the B-H Federation", and the Muslims whose arrival has been politicised in Sarajevo.

BRCKO - After the Brcko CJB representatives explaining that they received assurances by the multinational forces that Banjaluka's scenario would not repeat in Brcko, the residents assembled in front of the Brcko CJB dispersed.

MOSTAR - The Electoral Appellation Sub-Commission decided to strike off three first candidates from the Croatian Democratic Union (HDZ) lists of candidates for the Mostar municipalities of South, South-West and West, after it determined that the local HTV in Mostar violated Articles 128, 129 and 130 of the Electoral Rules.
