NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The Government of Republika Srpska /RS/ deems that it is impossible to expect the honest, fair and democratic elections if they were not in advance secured and the definitive lists of all registered voters in all municipalities publicly announced, and that it is necessary to conduct the counting of ballots. This is stressed at the session of the RS Government in Pale in relation with the OSCE Plan for implementation of elections. The vice-president of RS Government acquainted yesterday the chief of the OSCE mission Robert Frowick with the attitudes of the Government. At the agenda of the session was also the plan of harvest. It is stressed that it was bought until now 20,000 tones of wheat, and that the Government will provide the funds for another 20,000 tones. The minister for agriculture Djojo Arsenovic stressed that he is content with the quality and quantity of harvest this year. The wheat was sown at the 62 thousands of hectares, and in accordance with the reports from the field, the average yield would have been 212 thousands of tones. The report of the RS Government from the Donor's Conference in Brussels was accepted and brought the decision about establishing the representative agencies of RS in Greece, which founder is the RS Government.

BANJA LUKA - The legal adviser of the RS president Milan Dupor stated that the legal agents of the president Biljana Plavsic will completely ignore the decision of the Constitutional Court in dispute which was, against her decision, started by the National Assembly and Government. Saying about a series of insinuations and improper attributes on account of the Constitutional Court and its president Gaso Mijanovic, Dupor assessed at the press conference in Banja Luka that "the Constitutional Court, pursuant to his competence, can bring only decision identical to that of the Supreme Court". Dupor stated that "temporarily are frozen the preparations for the nonscheduled parliamentary elections until the moment of bringing the decision of the Constitutional Court", and because of that the date of its holding, determined by president Plavsic, September 1, will be delayed.

SARAJEVO - The aid of the international community for RS will be conditioned by implementation of Dayton Agreement, and that is the only way to go forward - thinks the minister of the Foreign Affairs of Great Britain Robert Cook. After the meeting in Lukavica with president in the Presidency of B&H from RS Momcilo Krajisnik stressed that Britain nevertheless wants "to secure and represent the interests of Serbian people". Krajisnik expressed the hope that the British diplomat by its authority will help in successful implementation of Dayton Agreement, and that he will accept any remarks regarding the undesired events in Prijedor.

SARAJEVO - At the session of the Council of Ministers, which will be held in the National Museum in Sarajevo will be discussed about the law on citizenship and law on passports, and also about the materials sent to the Council for solving. At the agenda will be found also the Memorandum about the agreed principles in connection with the organisation of the telecommunication sector in B&H, Memorandum on understanding between B&H and European bank for development and reconstruction /EBRD/, as well as the decision about recognising and using public documents on the territory of B&H.

SRBINJE - The electoral commission of RS proposed to the Provisional electoral commission /PEC/ for B&H, with an intention of consistent implementing of fair and democratic process, to prolong the deadlines for checking the registration of voters for the reasonable and conducive time. The electoral commission of RS sent to PEC the official communication with propositions and remarks because of improving the technical aspect of electoral process. It is suggested that in the shortest possible time had to be delivered, to municipal electoral commissions, the electoral lists of refugees and displaced persons, which will vote in the municipalities of RS.

BANJA LUKA - The high adviser for elections in the Regional Centre of OSCE in Banja Luka Ronald Dreier confirmed that the seminar for training monitors who will control voting and counting ballots at the impending locale elections started. Mr. Dreier precisely stated that the organisers of the seminar are OSCE and Council of Europe. The seminar attend the representatives of political parties, coalition and associations of citizens from Banja Luka, and similar seminars are being held in other parts of RS and FB&H.

BANJA LUKA - The assistant of the minister for refugees and displaced persons in the Government of RS Slobodan Ecimovic warned that nobody can't deprive the inalienable right of citizens who live temporarily in Brcko to stay there if they wish so. While reacting on the statement of supervisor for Brcko Robert Farrand for "Vecernje novosti" about freeing 6,000 of housing units for returning Moslems and Croats in the next 60 days, Ecimovic assessed that it is the question of the unreal and impossible attempt.

BELGRADE - The member of the Senate of RS Kosta Cavoski assessed that it is "non-legitimate and horrible" the statement of the supervisor for Brcko Robert Farrand that all Serbs had to leave 6 thousand houses for returning Moslems and Croats. Commenting yesterday's writing of "Vecernje novosti" about that, the senator Cavoski said that the Farrand's statement is illegitimate, "because in accordance with the Dayton Agreement is expressly anticipated that every citizen of B&H, i.e. RS and FB&H, can settle in accordance with his own choice and to vote in the place, the city, in same way".

DOBOJ - The Serbian police arrested four Moslems from the municipality Gracanica, in the Federation B&H, "who were conducting the illegal criminal acts on the territory of RS in the settlement Skipovac, municipality Doboj". The police station /CJB/ in Doboj stated that today were arrested Behim, Redzo and Selmir Corbic, and Mustafa Devedzic, who possessed, besides the tools for cutting the wood also several bombs.

DOBOJ - About 160 Moslems from the direction of Gracanica announced the return in the Doboj's settlements Poljice and Svetlica, although they didn't get permissions from authorities. In these places, which are in the territory of RS in the zone of separation with the Federation of B&H, are settled the Serbian refugees from Sarajevo, Zenica, Sanski Most and Ozren, as well as other regions which after signing the Dayton Agreement were given to FB&H. The commander of the Nordic-Polish brigade of SFOR the Danish general Jakog Carsten Muler warned Moslems that the international forces will not guarantee the security.

SREBRENICA - As stressed in the Centre for complaints of voters in Srebrenica, the turnout of citizens for checking the electoral lists is good, and the greater number of complaints is accepted. Out of 186 disputable cases, occurred because of OSCE failure, it is found that 116 persons who were determined to vote in the region of Federation B&H, although they expressed the desire to vote in Srebrenica, what will be make possible for them anyway.

BELGRADE - Dr. Miodrag Ostojic, the member of the physician team of the Belgrade's clinic "Anlave", who examined the health of the director of Prijedor's hospital Dr. Milan Kovacevic last week, stated that the report of this team contain the medical facts which cannot be propaganda. The assessment of the UN spokesman in Sarajevo Alexander Ivanko that the statements of Physicians who conducted this examination of Milan Kovacevic were "propaganda", in Belgrade's media Mr. Ostojic called "the destroying the credibility of the tribunal", and added that it was the findings of experts, calling Mr. Ivanko to make precise his yesterday's statement.

KOTOR VAROS - In the two permanent and more mobile registration centres for free division of state capital in the region of Kotor Varos until now was registered 2,500 citizens, and in last days the interest increased - daily is being registered 300 - 400 citizens. The mobile registration teams of the Centre for privatisation recently started to visit the economic companies, were on the spot they conduct registering the employees.

BILECA - The enrolment of citizens for free of charge division of the state capital in only registering centre for the region of Bileca, which until now registered more than 4,000 citizens, is interrupted because of lack of registering material. In the announcement of the Centre for privatisation of the municipality Bileca is stressed that already were undertaken the measures for urgent delivery from the Office for privatisation in RS in Bijeljina, and about the reiterated beginning of work of the Centre the citizens of Bileca will be timely informed.

GRADISKA - About 7,500 citizens were registered in the municipality Gradiska for free division of the state property, but in the Centre for privatisation they deem that, because of inadequate informing, this action had to be prolonged. The greatest number of citizens was registered in the Registration Centre in the city, and in Obradovac, Nova Topola, Gornji Podgradci and Turjak.
