NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president of Republika Srpska /RS/ Biljana Plavsic denied the competence of the Constitutional Court to discuss and decide in the constitutional legal matter related to her decision to dissolve the National Assembly and announcing new elections. In the statement which sent her advocate Milan Trbojevic to the Constitutional court is said that "by Constitution and Law on Constitutional Court is not given exclusive competence for assessment of the decisions of the president of Republic at all". "Analogia legis could be found in the provisions from the Article 9 of the Law on government dispute in which, inter alia, is exclusively stated that governing dispute cannot be lead about the matters about which immediately on the basis of the constitutional authorisation decides the president of the Republic" - is written in the text.

SARAJEVO - The president of the Constitutional Court of RS Gaso Mijanovic stated that the Constitutional Court is the institution which do not bring decisions too quickly, which is implied in the case of the charge which submitted the Government against the decision of the president Plavsic on dissolving the Parliament. In the statement for SRNA, Mijanovic said that the Constitutional Court before bringing any decision must perceive all positive and negative consequences, lead the complete procedure and in details examine not only legal; but also all economic, political, social and other dimensions and implications of the dispute.

BANJA LUKA - The president of RS Biljana Plavsic stated in Banja Luka at the press conference that the current political situation in RS "could be more simple is the legal regulations were respected", stating once again that "nothing was done that is not in accordance with the constitution". For the parliamentary elections scheduled by the disputable Decision on dissolving the National Assembly of RS, the president said that "nobody has to be astonished because they are the sign of democracy".

BRCKO - The president from RS in the Presidency of B&H Momcilo Krajisnik and president of Parliament Dragan Kalinic talked in Brcko with the municipal leadership about the current political situation and implementation of the Dayton Agreement in this region. "RS is very interested that in this city would be avoid any kind of incidents, and that the implementation of Dayton Agreement is carried out exclusively in the framework of arbitrage, because it is the interest of the whole Serbian people", stressed in the statement for SRNA the president in the presidency of B&H. The president Krajisnik stressed that the members of the state leadership were informed that the great number of the potential voters were denied the elementary democratic right to vote in the place where they live, because of which almost every day citizens are assembling spontaneously.

SARAJEVO - At the session of the Government of RS in Pale the ministers were informed with the Plan for implementation of elections, "by which is regulated the material connected with the registration of voters, and took the stance in relation with the regulating the problems of electoral lists". The government decided to form the permanent expert body which will discuss this material of OSCE, see the competence of OSCE, examine its mandate and take the stance in case of new conditioning regarding the September's elections.

SARAJEVO - The great number of the participants of the Donors Conference did not accept the accusations of Hans van der Brucke and Robert Gelbard on RS account, deeming that the implementation of the Dayton Agreement would be continued, but along with the giving funds to RS - stated in Pale the premier Gojko Klickovic. "We insisted to give us what was approved, and then to talk about new loans and donations approved during this conference" - explained Klickovic.

SARAJEVO - EU will give economic aid only under the certain conditions, because the former warring factions must respect what they had promised, i. e., must implement the Dayton Agreement, stated in the today's press conference in Sarajevo the German minister of the Foreign affairs Klaus Kinkel. EU will participate in the reconstruction of B&H with 300 millions of $US, and 30 % of these funds will give Germany, but all three sides must know that the time for suspects is expiring, stressed Kinkel.

ATHENS - The international community could reject its onesided policy towards events in B&H even on the Donors conference in Brussels, because this time too only Serbs were punished, and blackmailing and pressures were continued - concluded the journalist of the Greek Radio "902" Ana Bali. Assessing as unjust the decision of the Western powers, because the failure of their aims in this region, to deepen the tragedy of Serbian people, the Greek journalist claim that refusing to allocate the funds for reconstruction and development of RS this time again, has the goal to exhaust RS completely and drown it into Federation of B&H.

BRCKO - The OSCE decision to send 3 270 refugees from Brcko to vote in the municipalities in FB&H from which they were expelled is not only contrary to the rules of the Provisional Electoral Commission /PEC/, but also the Geneva Convention on Human Rights and Freedoms and Dayton Agreement, and as such do not contribute to peace. This is the message from the protest rally in Brcko, sent by several thousand citizens of Brcko to Robert Farrand, OSCE chief in RS and FB&H Robert Frowick and special UN envoy for human rights Elizabeth Rehn.

HAGUE - The head of team of physicians Dr. Miroslav Kovacevic, which visited Dr. Milan Kovacevic in the prison hospital of the Hague Court, stated that the director of the Prijedor's hospital managed to survive two brain strokes without any medical care. In the statement for SRNA he stressed that Dr. Kovacevic, arrested by members of SFOR on July 10 in Prijedor and extradited to the tribunal, "is the heavy cardiological and neurological patient, who only by the strength of his organism survived two brain strokes which happened on July 10 and 17."

BANJA LUKA - The Main Board /GO/ of the Serbian Democratic Party of the Serbian states Banja Luka took the stance at the session that the work of this party must be founded on the provisions of the Statute and political platform of SDS. After the session, the vice-president Borivoj Sendic reminded on the obligation from the Statute of SDS that the lower organs must carry out decisions of the higher organs of the party.
