JULY 24 1997 EVENING

NEWS REVIEW, REPUBLIKA SRPSKA

BIJELJINA - In order to overcome political crisis in Republika Srpska /RS/, which, as assessed, leads towards the integration of RS into B&H, the Senate of RS at the session in Bijeljina proposed the series of measures, among which at the first place was stoppage of all mutual verbal and other attacks and accusations. Besides that, the Senate thinks that it is necessary to accept the decision of the Constitutional court about the decision of the president of RS Biljana Plavsic about the dissolving the National Assembly /NS/, along with the assessment that the Government must work, because, as stated, impending local elections, scheduled for 13 and 14 September. "If the Constitutional Court decide that the dissolving of NS RS is valid, there must be found the way to hold the Assembly elections in another term, certainly after local elections", it is said in the announcement of Senate and added:"If the decision of the Constitutional court would be such that the dissolving the Assembly was non-constitutional, than the parliament will continue to work normally".

BRUSSELS - The president of the RS Government Gojko Klickovic assessed that the delegation of RS "can be relatively satisfied with what is agreed at the Donors Conference in Brussels, having in mind the sharp initial attack of the presiding Hans van der Bruck and special U.S. envoy Robert Gelbard". "The sum of 1,1 billion of $US, pledged during two days was expected", said Klickovic, expressing the hope that the just division of funds intended for reconstruction of RS and Federation B&H /FB&H/ will follow. As conveys the reporter of the Serbian television from Brussels, donors considered the problems of renewal in sectors at the end of the second day.

SARAJEVO - The resources are provided and the Donors conference will be successful, but there remains the obligation of the international community to enable the money to come into the hands of only whose who respect the Dayton Agreement, stated at the press conference in Sarajevo the spokesman of the High Representative for civil affairs Duncan Boulivan. " The money is here, but here is also the peace agreement. The donations would be conditioned by the situation in the field. Those who deserves the resources, will get it, and those who do not respect the Agreement will not", precisely stated Boulivan and added that now and UNHCR reward those municipal authorities which comply with Dayton.

SARAJEVO - The OSCE spokesman David Folley informed the reporters that on July 25 at 11 o'clock will be held the meeting of the liaison officers for building confidence and announced the organising the series of the round tables in the cities of RS and Federation B&H, where, as he said, publicly and democratically will be discussed different issues. According to him, "in the premises of the library in Bijeljina on July 25 in the evening will be held the round table on public health, and similar meeting will be held in Capljina.

ZVORNIK -The officer for public relations in the brigade of SFOR, which zone of responsibility is Zvornik's region, Mitchel Rambin denied the claim of the IPTF officials that NATO is preparing the landing exercise in the region of this municipality. Rambin is convinced that the IPTF officer wrongly expressed what he wanted to say, and out of the exercises of armed units of minor significance made information who upset the population.

SARAJEVO - OO SDS of Ilidza warned that because of OSCE manipulations 166 voters from this municipality came into D category, which means that they must vote in the Federation B&H. It is stressed that in this region nobody wants to vote in the Federation, because the Local electoral commission sent the requirement to the Provisional electoral commission to clarify these cases. By the form D is foreseen the voting in the place of the previous living.

KOZARSKA DUBICA - Organised by the Coordinating board of the opponent parties in Kozarska Dubica was held the rally of support to the president of RS Biljana Plavsic. While addressing the assembled people Ms. PLavsic promised to be persistent in her attempts, adding that the new "multi party elections are the only correct way for solving present constitutional and political crisis".
