BANJALUKA - A process against Alija Izetbegovic continues in front of Grand Jury of the Main Court in Banjaluka, presided over by judge, Dragica Glusac, with reading of the testimony of witness Risto Basic from Sarajevo. Alija Izetbegovic is charged with severe war crimes done against Serb civilians, war prisoners, wounded and ill. In an extensive testimony supported by arguments, witness Risto Basic, who lived in Tetovska Street 17 in Sarajevo, said he was a prisoner in the Juka Prazina's base, in "Viktor Bubanj" military barrack, "Borsalino" Prison, and "Novi Grad" restaurant, turned during the war into notorious prisons.

LUXEMBOURG - The newly named high representative for civil affairs in RS and Federation of B-H, Carlos Westendorp, stated in Luxembourg that he would undertake urgent steps and pledge additional efforts to bring war crime suspects to the Hague Tribunal. "We have to consider the use of new means and new ways to achieve the results", he said, not revealing what concrete actions are meant.

BANJALUKA - The secretary-general of the Serbian Radical Party (SRS) Miodrag Rakic, appealed all citizens to register themselves for voting at September local elections on time, because "every failure to vote is to cast votes for candidates from the other entity".

BANJALUKA - The president of the Serbian Party of the Krajina and Posavina (SSKP) Predrag Lazarevic said in Banjaluka that the so-called restructuring and testing of RS police by IPTF represents an unallowable interference into internal affairs of a state. Lazarevic conveyed the SSKP attitude that "all wrong things in this area arise from blatant violation and deviation from the Dayton agreement".

BANJALUKA - The president of the Social-Liberal Party (SLS) for RS Miodrag Zivanovic, assessed at a press conference that "The USA condition the financial aid to RS upon its cooperation with the Hague Tribunal, even though RS leadership is persistent in the implementation of the Dayton agreement".

BANJALUKA - The fourth anniversary of the RS Socialist Party was celebrated in the Bosna Hotel in Banjaluka. "The Party's establishment represents a substantial political move in the moment when the Serbian people bled for its state", stated Zivko Radisic, the SP for RS president at a press conference.

SARAJEVO - All registration centres in Republika Srpska (RS) and Federation of B-H are closed today because of one-day seminar organised for international supervisors and heads of the registration centres, announced OSCE Regional Office in Sokolac. This additional training is conducted by OSCE electoral officials, international and local trainers and electoral surveyors who attended two-day seminar in Mostar. "OSCE warns all political parties and individuals to refrain from any kind of manipulation or abuse of the registration process, or sanctions will be applied", reads the announcement.

ZVORNIK - The heads of the municipal registration centres in Zvornik, Bratunac, Srebrenica, Sekvici and Osmaci are informed at OSCE seminar in Zvornik of OSCE newest decisions and changes in the voters registration process for municipal elections. The most contentious was a decision of the Provisional Electoral Commission (PEC) that identity cards issued in the municipality of present habitation cannot be used as valid document which enables registration and polling in such municipality. The head of OSCE Field Office in Zvornik, Cesare Bartini, stated that under PEC decisions, the certificates on citizenship issued between 1991 and 1997 will not be valid.

AMSTERDAM - The Dutch foreign minister Hans van Mirlo will commit himself for SFOR's stay in RS and Federation of B-H after its present mandate expires in June 1998, reports Dutch press. Van Mirlo believes one more year is not enough to secure peace in RS and Federation, and that SFOR departure would produce the socalled military vacuum which could be used by a party - indirectly pointing at the Muslims.

ATHENS - The visit of the US secretary of state Madlen Albright to former Yugoslav countries was aimed at displaying US firmness in the implementation of the Dayton agreement, assess the Greek media. Albright clearly indicated that the USA expect Serbia, Croatia, RS and Federation of B-H to unreservedly, "for their own sake", engage in the reinvigoration of the Dayton agreement, especially its part concerning the B-H joint institutions. The Greek media noted that the US secretary of state again reminded all three parties of their commitments to cooperate with the Hague Tribunal and create conditions for return of refugees.

ROME - After talks with Serb families in Kostajnica, in Croatia, the US secretary of state Madlen Albright stated that she was distressed by what she saw and heard in this city, report Italian media. "I hope Croatian authorities will punish all those responsible for barbarian attacks on Serbs", stated Albright.

BERLIN - The US professor John Lampe said in his elaborate at the Berlin "Free University" the suppressed truth that the Serbs in the former B-H were dominant ethnic group before WWII, when the Independent State of Croatia committed genocide against them. In presentation of his new book "Twice There Was A Single Country", Lampe mentioned that in the former Yugoslavia, after 1918, the Croats and Slovenians were presented by a single political party, while Serbs were divided into four ones.

PARIS - As was expected, the socialists inflicted heavy defeat to the parliamentarian majority, opening the door for the third co-habitation, writes the influential French "Le Figaro", in its comment on French parliamentarian elections. The paper also writes that this victory is the legacy of late Francois Miterad, who foresaw a possibility of third co- habitation. According to prognoses, Lionel Jospen is likely to be offered the post of prime minister.
