NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The National Assembly of Republika Srpska (RS) adopted with the majority of votes the Budget and Law on the Implementation of 1997 Budget and its adjustment. The president of the RS National Assembly, Dragan Kalinic, presented the original document on ratification of the Agreement on special parallel relations between RS ad Yugoslavia, in which the RS vice-president Dragoljub Mirjanic, signed a Ukase on Law on ratification of the Agreement, under authorisation of the RS president.

BANJALUKA - The RS president Biljana Plavsic sent congratulations to RS minister of internal affairs, Dragan Kijac, regarding the fifth anniversary of the RS Ministry of Internal Affairs (MUP RS), saying that "The Serb part of the ex-MUP of B-H went on defence of its people. So, on this solemn day we must remember all those Serb policemen who gave their lives for RS".

SARAJEVO - The RS president in the B-H Presidency, Momcilo Krajisnik, congratulated the members of the RS Ministry of Internal Affairs the fifth anniversary of formation of their institution: "During the five years of MUP of RS you have shown courage which will give an example which will be followed by future generations".

AMSTERDAM - The International Crisis Group plans a breach into the information network of Serb and Croat media, with an aim at exercising influence upon the local populace to accept the idea of unitary B-H. This group is concerned with the implementation of the civilian part of the Dayton agreement, and it elaborated on the ways the international community can step up its influence on media in RS and B-H Federation, and thus play a key role in up-coming September election campaign. In March 18 analysis, they sad that the international community has enough power and possibilities to, using resources from donations, establish its own TV and radio programmes and extend its influence on public.

VUKOVAR - Out of 48,000 refugees eligible to vote at the elections in Eastern Slavonija, Baranja and Western Srem, only 8,100 were registered on voters lists, while out of 71,000 domestic inhabitants, more than 17,000 of them did not apply for Croatian documents, stated the president of the Executive Board of the District, Vojislav Stanimirovic, for Tanjug. While assessing this fact as defeating, because of "the latest delays in issuance of documents because Croat authorities did not have the sufficient number of forms for voters registration."

ZAGREB - The UN would not tolerate any incident in Eastern Slavonia, any longer, where on April 13 the key elections for the reintegration of this territory into Croatia would be held, stated the UN administrator Jack Klain. "No provocation will tolerated, and everyone who tries to provoke an incident will be arrested", stated the US diplomat for Croatian TV.

BERLIN - The German paper "Die Welt" concludes that the vast majority of the Serbs from the Serbian District of Eastern Slavonia, Baranja and Srem, will leave the area following its reintegration into Croatia and following the local elections, scheduled for April 3. The commentator of the paper gives estimation of western politicians that one fifth of the Serbs from the District does not want Croatian documents and life under Croatian rule. According to the same estimations, out of 120,000 residents in total, over 30,000 Serbs will leave the area in the first wave, and than the majority of 90,000 will also leave Croatia.
