Plavsic accepted the suggestion of the president of the RS Constitutional Court, Gaso Mijanovic, to subsequently authorise in written form the signatories of the Agreement to sign the agreement in President's name. President remained firm that deputies should refuse the decision of the B-H Presidency of March 10 that agreements on commitments and rights of each entity are signed by authorised Presidency member together with the authorised representative from the relevant entity. In her speech, president Plavsic expressed her disagreement with the Agreement on special parallel relations between RS and FR Yugoslavia, for "it does not meet the main provisions of the RS Constitution". "What ever our Constitution may be - it is ours, and we have to honour it. If we do not like some its part, we have the right to change it, according to procedure set by the Constitution", stated Plavsic and added:"The subject of the ratification of the RS National Assmelby cannot be any agreement with another state which is not signed by President. That is why, this what is called the Agreement on special parallel relations between RS and FR Yugoslavia cannot be subject to ratification". As weak points of the agreement, she mentioned that the document of this kind should be matter for discussion in the Assembly, first.SARAJEVO - The RS prime minister, Gojko Klickovic, stated at the National Assmelby session that the motives and interests of the Government for signing and ratification of the Agreement on Special Parallel relations between RS and FR Yugoslavia "is exclusively establishment of economic relations between people who belong to one nation and live on two banks of the Drina river". "The economic aspect of the agreement is stated in Article 6, and is very important for RS and Yugoslavia", stated Klickovic, pointing out that "it is of a vital interest for freedom of movement of goods, capital and services across the Drina". To this end, we have formed the inter-sectoral groups comprised of three members from each party, so there can be no mention of inequality of the partners". SARAJEVO - The president of the Club of Representatives of the Serbian Democratic Party (SDS) Vojislav Maksimovic, stated at the RS National Assmelby session that he supported the Agreement on special parallel relations. "We should feel that regardless of the fate of this agreement, this agreement is a historic document, for which the Serbian people have waited for years, especially during the last war". SARAJEVO - I must accept this document, I cannot vote against its ratification, stated Nikola Poplasen, vice-president of the RS National Assembly, even though I would be happier had the RS President signed this agreement, and the absence of her signature I believe is the key blockage to the adoption of this document. According to him, differences emerged in today's discussion "are results of bitter experience from the past years, from which the Serbs have to learn some lessons". SARAJEVO - The president of the House of Representatives of the Alliance for Peace and Progress, Dragutin Ilic, called on the National Assembly to support the Agreement on special relations for it is of mutual interest, and said that Governments of RS and FR Yugoslavia are responsible for the implementation of the Agreement, and that "the interest of people must be above the interest of political parties. SARAJEVO - The president of the RS Constitutional Court, Gaso Mijanovic, concluded that the agreement establishing special parallel relations between RS and Yugoslavia is completely legitimate from the legal point of view. While speaking in front of National Assembly, he supported his claim by the Dayton provisions, i.e. the B-H Constitution which allows the establishment of the special parallel relations with neighbouring countries. SARAJEVO - The RS Government submitted the report on talks held with representatives of the inter-sectoral groups with representatives of Serbia's Government on which occasions protocols on cooperation were signed. Following the Information of the RS Ministry of Foreign Affairs, the Government decided to name Radomir Lukic member of the Subregional Consultative Commission and Pejo Jurasovic and Dusan Kukobat his deputies. SARAJEVO - The RS foreign minister, Aleksa Buha, warned in an interview for the Belgrade paper "Demokratija" that in the Agreement on special parallel relations between RS and FR Yugoslavia, it missed several things, which should not have been missed.
