SARAJEVO - The Republika Srpska (RS) Government today held a session in Pale to discuss the past elections, i.e. manipulations with voting ballots which arrived after September 14, as well as to review the situation in the village of Jusici, near Zvronik. The ministers dealt with manipulation with absentia ballots, which arrived in the sorting centre in Rajlovac without any documentation accompanied. Minister of foreign affairs, Aleksa Buha, informed the government of his yesterday's meeting with OSCE chief of Mission for B-H, Robert Frowick, who promised to consider SDS objections.

BANJALUKA - The RS vicepresident and acting president, Biljana Plavsic talked in Banjaluka with the chief of UN Civil Affairs for Sector West, Ivan Betiar, on the implementation of the civilian part of the Dayton agreement and the recently held elections. Betiar and his associates were informed by Ms. Plavsic of a series of irregularities in the electoral process, counting of votes and determination of results of the elections for func tionaries and bodies of the Dayton B-H.

SARAJEVO - The RS minister of interior, Dragan Kijac, in formed IFOR ground forces commander, general Michael Walker, that, in accordance with his mandate, he would undertake measures to establish the control in RS in the villages of Mahala, Dugi Do and Jusici. In a letter addressed to general Walker, Kijac says: "You have convinced yourself in several occasions that I keep to my word and promise, as they are based on RS legislation, Dayton agreement provisions and my professional and personal ethic and conscious. That is the very reason why I have to point out that I am disappointed that the agreements reached at a Joint Civilian Commission meeting and our meetings - including the meeting in the 'Alice' Base - have failed."

JUSICI - U.S. general George Kacy, IFOR chief of staff, stated that the Muslims entered the village of Jusici in the RS territory, and thus violating the Dayton agreement. "The Muslims are in a direct breach of the Agreement by arrival of their armed men in the villages", warned Kacy, whose soldiers are carrying out paroles, alongside with Russian IFOR troops.

SARAJEVO - A new law, drafted in the Sarajevo's cabinet of the high representative, Carl Bildt, calls for a occupancy right in the Dayton Bosnia to be returned to prewar holders. By en- forcement of new Daytonbased provisions of property law, the disputable law on abandoned property - which gives the permanent occupancy right to those who moved in abandoned flats - should be repealed by October 15 at latest in the Federation of B-H.

SARAJEVO - The postponement of the local elections in RS and the B-H Federation for late November could considerably effect IFOR withdrawal planned for December, stated NATO spokesman, major Brett Bourout. He stated that "municipal elections will set even higher demands to NATO troops, than the September ones, during which the whole IFOR force was in alert".

AMSTERDAM - How the process to Dusan Tadic is (not)arranged well, proves a demand of prosecutor Nimen set to defence attorney Misa Vladimiroff, that prior to hearing of witnesses of defence, he submit a list of questions to those witnesses, which would allow the prosecutor to prepare himself for the cross examina tion. Following eighthour debate, the Trial decided to reject the demand, for "it is not Tribunal's rule".
