SARAJEVO - The state Commission of Republika Srpska (RS) for POW Exchange and Missing Persons, announced that it did not accept the position of some representatives of the international community, ascribing responsibility for failure to comply with obligations from the Dayton agreement equally to all parties concerned. The RS Commission demands the international community name the party in default of the Dayton obligations." The Commis sion is hopeful that representatives of the international commu nity are still supporting the agreement, especially the part concerning the gathering of remains of the fallen soldiers of the RS Army from Mt. Ozren - in the area of Paljenik - and the exhu mation from the mass grave in the area of Grmec.

BANAJLUKA - The RS prime minister Gojko Klickovic and busi nessmen from the Banjaluka region agreed to concrete steps in the field of financing the reorganisation of the RS Army, the autumn harvest and the implementation of the welfare measures. At the meeting, they discussed possibilities of reviving the econo my, and concluded that "a great step forward in the revitalisa tion of the RS economy would be achieved through the decentrali sation of capital, i.e., returning of a part of deposits to business banks, by dealing with agriculture policy issues, by normalising the electrical power supply and by suppressing the underground economy."

BIJELJINA - The vicepresident of the Serbian Democratic Party (SDS) for Serbian Lands, Djojo Arsenovic, assessed in Bijeljina that the first phase of the preparations for the elec tions in Semberija, Majevica and Posavina was successfully. "The Serbian people understood the seriousness of the conditions under which the elections are being held and, by verifying voters lists, reaffirmed their high level of patriotism", stated Arse novic in talks with the presidents of the SDS municipal boards in the mentioned regions.

DOBOJ - According to an announcement by the OSCE Regional Centre in banjaluka, the city of Brcko will definitely remain under the jurisdiction of this centre. This OSCE office stressed that Brcko has never been under the jurisdiction of any other centre, including that of Tuzla.

ZVORNIK - In the Zvornik RadioTV offices, lots will be drawn August 12 at 10 am for the public presentation of political parties participating at the local elections. This was announced in Zvornik by representatives of the political parties in RS at their meeting with OSCE representatives.

ZAVIDOVICI - The state radio of the Croatian Republic of HerzegBosnia - Studio Zepce - reports Muslim authorities in Zavidovici expelled the majority of the remaining 300 Serbs from their homes. The Zavidovici Serbs asked for shelter at the homes of local Croats, in the first leg of their journey to RS, claims the Radio.

KOTOR VAROS - The Muslim prime minister Hasan Muratovic, accused the Croatian president Franjo Tudjman of systematically destroying the idea of the wholeness of the former B-H and of the creation of the conditions for the division of the former B- H. Muratovic said "leaders of the B-H Croats are making their political decisions according to the guidelines of Zagreb's cur rent diplomacy or, more exactly, Tudjman's cabinet, and are directed towards only one aim: the creation of an independent Croatian state" in the territory of the former B-H.

BEOGRAD - An Expert for the Balkans and an analyst of the US foreign policy, Obrad Kesic, stated that the US policy towards the Serbs would be conceived of as pressure and ultimatums. "The USA will exercise the pressure upon Serbia to accept the Albanian right to selfdetermination in the Kossovo", stated Kesic in an interview for "Dnevni Telegraf".
